    The importance of monitoring the Greater Agulhas Current and its inter-ocean exchanges using large mooring arrays

    The 2013 Intergovernmental Panel on Climate Change report, using CMIP5 and EMIC model outputs suggests that the Atlantic Meridional Overturning Circulation (MOC) is very likely to weaken by 11–34% over the next century, with consequences for global rainfall and temperature patterns. However, these coupled, global climate models cannot resolve important oceanic features such as the Agulhas Current and its leakage around South Africa, which a number of studies have suggested may act to balance MOC weakening in the future. To properly understand oceanic changes and feedbacks on anthropogenic climate change we need to substantially improve global ocean observations, particularly within boundary current regions such as the Agulhas Current, which represent the fastest warming regions across the world’s oceans. The South African science community, in collaboration with governing bodies and international partners, has recently established one of the world’s most comprehensive observational networks of a western boundary current system, measuring the Greater Agulhas Current System and its inter-ocean exchanges south of Africa. This observational network, through its design for long-term monitoring, collaborative coordination of resources and skills sharing, represents a model for the international community. We highlight progress of the new Agulhas System Climate Array, as well as the South African Meridional Overturning Circulation programme, which includes the Crossroads and GoodHope hydrographic transects, and the South Atlantic MOC Basin-wide Array. We also highlight some of the ongoing challenges that the programmes still face

    The primary purpose of the GLAS instrument is to detect ice elevation changes over time which are used to derive changes in ice volume. Other objectives include measuring sea ice freeboard, ocean and land surface elevation, surface roughness, and canopy heights over land. This Algorithm Theoretical Basis Document (ATBD) describes the theory and implementation behind the algorithms used to produce the level 1B products for waveform parameters and global elevation and the level 2 products that are specific to ice sheet, sea ice, land, and ocean elevations respectively. These output products, are defined in detail along with the associated quality, and the constraints, and assumptions used to derive them

    Structural, petrological and chemical analysis of syn-kinematic migmatites: insights from the Western Gneiss Region, Norway.

    International audienceEvidence of melting is presented from the Western Gneiss Region (WGR) in the core of the Caledonian orogen, Western Norway and the dynamic significance of melting for the evolution of orogens is evaluated. Multiphase inclusions in garnets that comprise plagioclase, potassic feldspar and biotite are interpreted to be formed from melt trapped during garnet growth in the eclogite facies. The multiphase inclusions are associated with rocks that preserve macroscopic evidence of melting, such as segregations in mafic rocks, leucosomes and pegmatites hosted in mafic rocks and in gneisses. Based on field studies, these lithologies are found in three structural positions: (1) as zoned segregations found in high-pressure (HP) (ultra) mafic bodies, (2) as leucosomes along amphibolite facies foliation and in a variety of discordant structures in gneiss, and (3) as undeformed pegmatites cutting the main Caledonian structures. Segregations post-date the eclogite facies foliation and predate the amphibolite facies deformation, whereas leucosomes are contemporaneous with the amphibolite facies deformation and undeformed pegmatites are post-kinematic and were formed at the end of the deformation history. Geochemistry of the segregations, leucosomes and pegmatites in the WGR defines two trends, which correlate with the mafic or felsic nature of the host rocks. The first trend with Ca-poor compositions represents leucosome and pegmatite hosted in felsic gneiss, whereas the second group with K-poor compositions corresponds to segregation hosted in (ultra) mafic rocks. These trends suggest partial melting of two separate sources: the felsic gneisses and also the included mafic eclogites. The REE patterns of the samples allow distinction between melt compositions, fractionated liquids and cumulates. Melting began at high pressure and affected most lithologies in the WGR before or during their retrogression in the amphibolite facies. During this stage, the presence of melt may have acted as a weakening mechanism that enabled decoupling of the exhuming crust around the peak pressure conditions triggering exhumation of the upward-buoyant crust. Partial melting of both felsic and mafic sources at temperatures below 800°C implies the presence of an H2O-rich fluid phase at great depth to facilitate H2O-present partial melting

    In-orbit aerodynamic coefficient measurements using SOAR (Satellite for Orbital Aerodynamics Research)

    The Satellite for Orbital Aerodynamics Research (SOAR) is a CubeSat mission, due to be launched in 2021, to investigate the interaction between different materials and the atmospheric flow regime in very low Earth orbits (VLEO). Improving knowledge of the gas–surface interactions at these altitudes and identification of novel materials that can minimise drag or improve aerodynamic control are important for the design of future spacecraft that can operate in lower altitude orbits. Such satellites may be smaller and cheaper to develop or can provide improved Earth observation data or communications link-budgets and latency. In order to achieve these objectives, SOAR features two payloads: (i) a set of steerable fins which provide the ability to expose different materials or surface finishes to the oncoming flow with varying angle of incidence whilst also providing variable geometry to investigate aerostability and aerodynamic control; and (ii) an ion and neutral mass spectrometer with time-of-flight capability which enables accurate measurement of the in-situ flow composition, density, velocity. Using precise orbit and attitude determination information and the measured atmospheric flow characteristics the forces and torques experienced by the satellite in orbit can be studied and estimates of the aerodynamic coefficients calculated. This paper presents the scientific concept and design of the SOAR mission. The methodology for recovery of the aerodynamic coefficients from the measured orbit, attitude, and in-situ atmospheric data using a least-squares orbit determination and free-parameter fitting process is described and the experimental uncertainty of the resolved aerodynamic coefficients is estimated. The presented results indicate that the combination of the satellite design and experimental methodology are capable of clearly illustrating the variation of drag and lift coefficient for differing surface incidence angle. The lowest uncertainties for the drag coefficient measurement are found at approximately 300 km, whilst the measurement of lift coefficient improves for reducing orbital altitude to 200 km

    A review of gas-surface interaction models for orbital aerodynamics applications

    Renewed interest in Very Low Earth Orbits (VLEO) - i.e. altitudes below 450 km - has led to an increased demand for accurate environment characterisation and aerodynamic force prediction. While the former requires knowledge of the mechanisms that drive density variations in the thermosphere, the latter also depends on the interactions between the gas-particles in the residual atmosphere and the surfaces exposed to the flow. The determination of the aerodynamic coefficients is hindered by the numerous uncertainties that characterise the physical processes occurring at the exposed surfaces. Several models have been produced over the last 60 years with the intent of combining accuracy with relatively simple implementations. In this paper the most popular models have been selected and reviewed using as discriminating factors relevance with regards to orbital aerodynamics applications and theoretical agreement with gas-beam experimental data. More sophisticated models were neglected, since their increased accuracy is generally accompanied by a substantial increase in computation times which is likely to be unsuitable for most space engineering applications. For the sake of clarity, a distinction was introduced between physical and scattering kernel theory based gas-surface interaction models. The physical model category comprises the Hard Cube model, the Soft Cube model and the Washboard model, while the scattering kernel family consists of the Maxwell model, the Nocilla-Hurlbut-Sherman model and the Cercignani-Lampis-Lord model. Limits and assets of each model have been discussed with regards to the context of this paper. Wherever possible, comments have been provided to help the reader to identify possible future challenges for gas-surface interaction science with regards to orbital aerodynamic applications

    Intake design for an Atmosphere-Breathing Electric Propulsion System (ABEP)

    Challenging space missions include those at very low altitudes, where the atmosphere is source of aerodynamic drag on the spacecraft. To extend the lifetime of such missions, an efficient propulsion system is required. One solution is Atmosphere-Breathing Electric Propulsion (ABEP) that collects atmospheric particles to be used as propellant for an electric thruster. The system would minimize the requirement of limited propellant availability and can also be applied to any planetary body with atmosphere, enabling new missions at low altitude ranges for longer times. IRS is developing, within the H2020 DISCOVERER project, an intake and a thruster for an ABEP system. The article describes the design and simulation of the intake, optimized to feed the radio frequency (RF) Helicon-based plasma thruster developed at IRS. The article deals in particular with the design of intakes based on diffuse and specular reflecting materials, which are analysed by the PICLas DSMC-PIC tool. Orbital altitudes and the respective species based on the NRLMSISE-00 model (O, , , He, Ar, H, N) are investigated for several concepts based on fully diffuse and specular scattering, including hybrid designs. The major focus has been on the intake efficiency defined as , with the incoming particle flux, and the one collected by the intake. Finally, two concepts are selected and presented providing the best expected performance for the operation with the selected thruster. The first one is based on fully diffuse accommodation yielding to and the second one based on fully specular accommodation yielding to . Finally, also the influence of misalignment with the flow is analysed, highlighting a strong dependence of in the diffuse-based intake while, for the specular-based intake, this is much lower finally leading to a more resilient design while also relaxing requirements of pointing accuracy for the spacecraft

    The Current Crisis in Emergency Care and the Impact on Disaster Preparedness

    <p>Abstract</p> <p>Background</p> <p>The Homeland Security Act (HSA) of 2002 provided for the designation of a critical infrastructure protection program. This ultimately led to the designation of emergency services as a targeted critical infrastructure. In the context of an evolving crisis in hospital-based emergency care, the extent to which federal funding has addressed disaster preparedness will be examined.</p> <p>Discussion</p> <p>After 9/11, federal plans, procedures and benchmarks were mandated to assure a unified, comprehensive disaster response, ranging from local to federal activation of resources. Nevertheless, insufficient federal funding has contributed to a long-standing counter-trend which has eroded emergency medical care. The causes are complex and multifactorial, but they have converged to present a severely overburdened system that regularly exceeds emergency capacity and capabilities. This constant acute overcrowding, felt in communities all across the country, indicates a nation at risk. Federal funding has not sufficiently prioritized the improvements necessary for an emergency care infrastructure that is critical for an all hazards response to disaster and terrorist emergencies.</p> <p>Summary</p> <p>Currently, the nation is unable to meet presidential preparedness mandates for emergency and disaster care. Federal funding strategies must therefore be re-prioritized and targeted in a way that reasonably and consistently follows need.</p

    Investigation of the Performance of the New Orleans Flood Protection System in Hurricane Katrina on August 29, 2005: Volume 1

    This report presents the results of an investigation of the performance of the New Orleans regional flood protection system during and after Hurricane Katrina, which struck the New Orleans region on August 29, 2005. This event resulted in the single most costly catastrophic failure of an engineered system in history. Current damage estimates at the time of this writing are on the order of 100to100 to 200 billion in the greater New Orleans area, and the official death count in New Orleans and southern Louisiana at the time of this writing stands at 1,293, with an additional 306 deaths in nearby southern Mississippi. An additional approximately 300 people are currently still listed as “missing”; it is expected that some of these missing were temporarily lost in the shuffle of the regional evacuation, but some of these are expected to have been carried out into the swamps and the Gulf of Mexico by the storm’s floodwaters, and some are expected to be recovered in the ongoing sifting through the debris of wrecked homes and businesses, so the current overall regional death count of 1,599 is expected to continue to rise a bit further. More than 450,000 people were initially displaced by this catastrophe, and at the time of this writing more than 200,000 residents of the greater New Orleans metropolitan area continue to be displaced from their homes by the floodwater damages from this storm event. This investigation has targeted three main questions as follow: (1) What happened?, (2) Why?, and (3) What types of changes are necessary to prevent recurrence of a disaster of this scale again in the future? To address these questions, this investigation has involved: (1) an initial field reconnaissance, forensic study and data gathering effort performed quickly after the arrival of Hurricanes Katrina (August 29, 2005) and Rita (September 24, 2005), (2) a review of the history of the regional flood protection system and its development, (3) a review of the challenging regional geology, (4) detailed studies of the events during Hurricanes Katrina and Rita, as well as the causes and mechanisms of the principal failures, (4) studies of the organizational and institutional issues affecting the performance of the flood protection system, (5) observations regarding the emergency repair and ongoing interim levee reconstruction efforts, and (6) development of findings and preliminary recommendations regarding changes that appear warranted in order to prevent recurrence of this type of catastrophe in the future. In the end, it is concluded that many things went wrong with the New Orleans flood protection system during Hurricane Katrina, and that the resulting catastrophe had it roots in three main causes: (1) a major natural disaster (the Hurricane itself), (2) the poor performance of the flood protection system, due to localized engineering failures, questionable judgments, errors, etc. involved in the detailed design, construction, operation and maintenance of the system, and (3) more global “organizational” and institutional problems associated with the governmental and local organizations responsible for the design, construction, operation, maintenance and funding of the overall flood protection system

    The Aguablanca Ni–(Cu) sulfide deposit, SW Spain: geologic and geochemical controls and the relationship with a midcrustal layered mafic complex

    The Aguablanca Ni–(Cu) sulfide deposit is hosted by a breccia pipe within a gabbro–diorite pluton. The deposit probably formed due to the disruption of a partially crystallized layered mafic complex at about 12– 19 km depth and the subsequent emplacement of melts and breccias at shallow levels (<2 km). The ore-hosting breccias are interpreted as fragments of an ultramafic cumulate, which were transported to the near surface along with a molten sulfide melt. Phlogopite Ar–Ar ages are 341– 332 Ma in the breccia pipe, and 338–334 Ma in the layered mafic complex, and are similar to recently reported U–Pb ages of the host Aguablanca Stock and other nearby calcalkaline metaluminous intrusions (ca. 350–330 Ma). Ore deposition resulted from the combination of two critical factors, the emplacement of a layered mafic complex deep in the continental crust and the development of small dilational structures along transcrustal strike-slip faults that triggered the forceful intrusion of magmas to shallow levels. The emplacement of basaltic magmas in the lower middle crust was accompanied by major interaction with the host rocks, immiscibility of a sulfide melt, and the formation of a magma chamber with ultramafic cumulates and sulfide melt at the bottom and a vertically zoned mafic to intermediate magmas above. Dismembered bodies of mafic/ultramafic rocks thought to be parts of the complex crop out about 50 km southwest of the deposit in a tectonically uplifted block (Cortegana Igneous Complex, Aracena Massif). Reactivation of Variscan structures that merged at the depth of the mafic complex led to sequential extraction of melts, cumulates, and sulfide magma. Lithogeochemistry and Sr and Nd isotope data of the Aguablanca Stock reflect the mixing from two distinct reservoirs, i.e., an evolved siliciclastic middle-upper continental crust and a primitive tholeiitic melt. Crustal contamination in the deep magma chamber was so intense that orthopyroxene replaced olivine as the main mineral phase controlling the early fractional crystallization of the melt. Geochemical evidence includes enrichment in SiO2 and incompatible elements, and Sr and Nd isotope compositions (87Sr/86Sri 0.708–0.710; 143Nd/144Ndi 0.512–0.513). However, rocks of the Cortegana Igneous Complex have low initial 87Sr/86Sr and high initial 143Nd/144Nd values suggesting contamination by lower crustal rocks. Comparison of the geochemical and geological features of igneous rocks in the Aguablanca deposit and the Cortegana Igneous Complex indicates that, although probably part of the same magmatic system, they are rather different and the rocks of the Cortegana Igneous Complex were not the direct source of the Aguablanca deposit. Crust–magma interaction was a complex process, and the generation of orebodies was controlled by local but highly variable factors. The model for the formation of the Aguablanca deposit presented in this study implies that dense sulfide melts can effectively travel long distances through the continental crust and that dilational zones within compressional belts can effectively focus such melt transport into shallow environments
