Fit for work? Health, employability and challenges for the UK welfare reform agenda
This article introduces a special issue of Policy Studies entitled “Fit for work? Health, employability and challenges for the UK welfare reform agenda”. Growing from a shared concern over the need to expand the evidence base around the processes that led to large numbers of people claiming disability benefits in the UK, it brings together contributions from leading labour market and social policy researchers providing evidence and commentary on major reforms to Incapacity Benefit (IB) in the UK. This special issue address three key questions: what are the main causes of the long-term rise in the number of people claiming IBs; what will reduce the number of claimants; and what is likely to deliver policy effectively and efficiently? This introduction first explains and examines the challenges to reforms to IB in the UK, and then, in conclusion, highlights the answers to the previous three questions – first, labour market restructuring and marginalisation have driven the rise in numbers claiming IBs. Second, economic regeneration in the Britain’s less prosperous areas coupled with intensive and sustained supply-side support measures will bring numbers down. Third, delivery need to be flexible and tailored to individual needs and needs to be able to access local and expert knowledge in a range of organisations, including Job Centre Plus, the NHS as well as the private and voluntary sectors

This program is being conducted as a cooperative agreement between the Consortium for Coal Water Mixture Technology and the U.S. Department of Energy. Activities this reporting period are summarized by phase. Phase I is nearly completed. During this reporting period, coal beneficiation/preparation studies, engineering designs and economics for retrofitting the Crane, Indiana boiler to fire coal-based fuels, and a 1,000-hour demonstration of dry, micronized coal were completed. In addition, a demonstration-scale micronized-coal water mixture (MCWM) preparation circuit was constructed and a 1,000-hour demonstration firing MCWM began. Work in Phase II focused on emissions reductions, coal beneficiation/preparation studies, and economic analyses of coal use. Emissions reductions investigations involved literature surveys of NO{sub x}, SO{sub 2}, trace metals, volatile organic compounds, and fine particulate matter capture. In addition, vendors and engineering firms were contacted to identify the appropriate emissions technologies for the installation of commercial NO{sub x} and SO{sub 2} removal systems on the demonstration boiler. Information from the literature surveys and engineering firms will be used to identify, design, and install a control system(s). Work continued on the refinement and optimization of coal grinding and MCWM preparation procedures, and on the development of advanced processes for beneficiating high ash, high sulfur coals. Work also continued on determining the basic cost estimation of boiler retrofits, and evaluating environmental, regulatory, and regional economic impacts. In addition, the feasibility of technology adoption, and the public`s perception of the benefits and costs of coal usage was studied. A coal market analysis was completed. Work in Phase III focused on coal preparation studies, emissions reductions and economic analyses of coal use
Feasibility of free space quantum key distribution with coherent polarization states
We demonstrate for the first time the feasibility of free space quantum key
distribution with continuous variables under real atmospheric conditions. More
specifically, we transmit coherent polarization states over a 100m free space
channel on the roof of our institute's building. In our scheme, signal and
local oscillator are combined in a single spatial mode which auto-compensates
atmospheric fluctuations and results in an excellent interference. Furthermore,
the local oscillator acts as spatial and spectral filter thus allowing

Atmospheric Channel Characteristics for Quantum Communication with Continuous Polarization Variables
We investigate the properties of an atmospheric channel for free space
quantum communication with continuous polarization variables. In our
prepare-and-measure setup, coherent polarization states are transmitted through
an atmospheric quantum channel of 100m length on the roof of our institute's
building. The signal states are measured by homodyne detection with the help of
a local oscillator (LO) which propagates in the same spatial mode as the
signal, orthogonally polarized to it. Thus the interference of signal and LO is
excellent and atmospheric fluctuations are autocompensated. The LO also acts as
spatial and spectral filter, which allows for unrestrained daylight operation.
Important characteristics for our system are atmospheric channel influences
that could cause polarization, intensity and position excess noise. Therefore
we study these influences in detail. Our results indicate that the channel is

Health-related quality of life impact of cobimetinib in combination with vemurafenib in patients with advanced or metastatic BRAFV600 mutation-positive melanoma
Background: In the coBRIM study, cobimetinib plus vemurafenib (C+V) significantly improved survival outcomes vs placebo and vemurafenib (P+V) in patients with advanced/metastatic BRAF(V600)-mutated melanoma. An analysis of health-related quality of life (HRQOL) from coBRIM is reported.Methods: Patients completing the European Organisation for Research and Treatment of Cancer Quality of Life Questionnaire Core 30 (QLQ-C30) at baseline and >= 1 time point thereafter constituted the analysis population. Change from baseline >= 10 points was considered clinically meaningful.Results: Mean baseline scores for all QLQ-C30 domains were similar between arms. Most on-treatment scores for QLQ-C30 domains were also comparable between arms. A transient deterioration in role function in cycle 1 day 15 (C1D15; -14.7 points) in the P+V arm and improvement in insomnia in the C+V arm at C2D15 (-12.4 points) was observed. Among patients who experienced a >= 10-point change from baseline (responders), between-group differences were greatest for insomnia (16%), social functioning (10%), fatigue (9%) and pain (7%), all favouring C+V. Diarrhoea, photosensitivity reaction, pyrexia, and rash did not meaningfully affect global health status (GHS). Serous retinopathy was associated with a transient decrease in GHS at C1D15 assessment.Conclusions: In patients with advanced/metastatic BRAFV600-mutated melanoma, treatment with C+V maintained HRQOL compared with P+V, with superior efficacy
Synthetic Biology Open Language Visual (SBOL Visual) Version 2.0
People who are engineering biological organisms often find it useful to communicate in diagrams, both about the structure of the nucleic acid sequences that they are engineering and about the functional relationships between sequence features and other molecular species. Some typical practices and conventions have begun to emerge for such diagrams. The Synthetic Biology Open Language Visual (SBOL Visual) has been developed as a standard for organizing and systematizing such conventions in order to produce a coherent language for expressing the structure and function of genetic designs. This document details version 2.0 of SBOL Visual, which builds on the prior SBOL Visual 1.0 standard by expanding diagram syntax to include functional interactions and molecular species, making the relationship between diagrams and the SBOL data model explicit, supporting families of symbol variants, clarifying a number of requirements and best practices, and significantly expanding the collection of diagram glyphs
Social Class Differences in Secular Trends in Established Coronary Risk Factors over 20 Years: A Cohort Study of British Men from 1978–80 to 1998–2000
Background: Coronary heart disease (CHD) mortality in the UK since the late 1970s has declined more markedly among higher socioeconomic groups. However, little is known about changes in coronary risk factors in different socioeconomic groups. This study examined whether changes in established coronary risk factors in Britain over 20 years between 1978-80 and 1998-2000 differed between socioeconomic groups.Methods and Findings: A socioeconomically representative cohort of 7735 British men aged 40-59 years was followed-up from 1978-80 to 1998-2000; data on blood pressure (BP), cholesterol, body mass index (BMI) and cigarette smoking were collected at both points in 4252 survivors. Social class was based on longest-held occupation in middle-age. Compared with men in non-manual occupations, men in manual occupations experienced a greater increase in BMI (mean difference=0.33 kg/m(2); 95%CI 0.14-0.53; p for interaction=0.001), a smaller decline in non-HDL cholesterol (difference in mean change=0.18 mmol/l; 95%CI 0.11-0.25, p for interaction <= 0.0001) and a smaller increase in HDL cholesterol (difference in mean change=0.04 mmol/l; 95%CI 0.02-0.06, p for interaction <= 0.0001). However, mean systolic BP declined more in manual than non-manual groups (difference in mean change=3.6; 95%CI 2.1-5.1, p for interaction <= 0.0001). The odds of being a current smoker in 1978-80 and 1998-2000 did not differ between non-manual and manual social classes (p for interaction = 0.51).Conclusion: Several key risk factors for CHD and type 2 diabetes showed less favourable changes in men in manual occupations. Continuing priority is needed to improve adverse cardiovascular risk profiles in socially disadvantaged groups in the UK
