    Many aspects of geography studied by second level students involve change and development in Ireland. The planning system is a crucial aspect of the process of guiding and controlling the geography of environmental change. In many respects, planning is a form of applied geography as it seeks to shape the geography of the future. This article gives an overview of modern planning. As such, it is concerned to convey the logic that underpins the planning process by describing its purpose and function as a government activity. Later articles will describe the evolution of the planning system and examine how it operates in practice in contemporary Ireland

    Continuous phase stabilization and active interferometer control using two modes

    We present a computer-based active interferometer stabilization method that can be set to an arbitrary phase difference and does not rely on modulation of the interfering beams. The scheme utilizes two orthogonal modes propagating through the interferometer with a constant phase difference between them to extract a common phase and generate a linear feedback signal. Switching times of 50ms over a range of 0 to 6 pi radians at 632.8nm are experimentally demonstrated. The phase can be stabilized up to several days to within 3 degrees.Comment: 3 pages, 2 figure

    This article introduces a special issue of Policy Studies entitled ā€œFit for work? Health, employability and challenges for the UK welfare reform agendaā€. Growing from a shared concern over the need to expand the evidence base around the processes that led to large numbers of people claiming disability benefits in the UK, it brings together contributions from leading labour market and social policy researchers providing evidence and commentary on major reforms to Incapacity Benefit (IB) in the UK. This special issue address three key questions: what are the main causes of the long-term rise in the number of people claiming IBs; what will reduce the number of claimants; and what is likely to deliver policy effectively and efficiently? This introduction first explains and examines the challenges to reforms to IB in the UK, and then, in conclusion, highlights the answers to the previous three questions ā€“ first, labour market restructuring and marginalisation have driven the rise in numbers claiming IBs. Second, economic regeneration in the Britainā€™s less prosperous areas coupled with intensive and sustained supply-side support measures will bring numbers down. Third, delivery need to be flexible and tailored to individual needs and needs to be able to access local and expert knowledge in a range of organisations, including Job Centre Plus, the NHS as well as the private and voluntary sectors

    Impacts of improved grazing land management on sediment yields, Part 1: Hillslope processes.

    Summary Poor land condition resulting from unsustainable grazing practices can reduce enterprise profitability and increase water, sediment and associated nutrient runoff from properties and catchments. This paper presents the results of a 6 year field study that used a series of hillslope flume experiments to evaluate the impact of improved grazing land management (GLM) on hillslope runoff and sediment yields. The study was carried out on a commercial grazing property in a catchment draining to the Burdekin River in northern Australia. During this study average ground cover on hillslopes increased from ~35% to ~75%, although average biomass and litter levels are still relatively low for this landscape type (~60 increasing to 1100 kg of dry matter per hectare). Pasture recovery was greatest on the upper and middle parts of hillslopes. Areas that did not respond to the improved grazing management had <10% cover and were on the lower slopes associated with the location of sodic soil and the initiation of gullies. Comparison of ground cover changes and soil conditions with adjacent properties suggest that grazing management, and not just improved rainfall conditions, were responsible for the improvements in ground cover in this study. The ground cover improvements resulted in progressively lower runoff coefficients for the first event in each wet season, however, runoff coefficients were not reduced at the annual time scale. The hillslope annual sediment yields declined by ~70% on two out of three hillslopes, although where bare patches (with <10% cover) were connected to gullies and streams, annual sediment yields increased in response to higher rainfall in latter years of the study. It appears that bare patches are the primary source areas for both runoff and erosion on these hillslopes. Achieving further reductions in runoff and erosion in these landscapes may require management practices that improve ground cover and biomass in bare areas, particularly when they are located adjacent to concentrated drainage lines

    This Toolbox is a guide to targeting, designing and implementing gully and stream bank erosion control activities in Great Barrier Reef (GBR) catchments. This third edition builds on 7 years of implementing these activities in multiple programs and it aims to inform the ongoing efforts to reduce the amount of fine sediment and associated nutrients delivered to the GBR lagoon. Subā€‘soil erosion, predominantly from gullies and stream banks, contributes the vast bulk of the fine sediment load delivered to the GBR. The large area and extensive erosion in GBR catchments, and the limited resources available, make it important for erosion control to be targeted to costā€‘effective sites and implemented using best practice based on best available information. Landholder support and site maintenance increase the likelihood that sediment reductions will persist over the long term

    Incidence of self-inflicted burn injury in patients with Major Psychiatric Illness

    Introduction: Psychiatric disorders are mental illnesses that impair judgment, thought process and mood that can result in physical and emotional disability. According to DSM-IV, mental disorders increases risk of traumatic injury, particularly burn [1] (American Psychiatric Association, 2013). However, there are few studies that look at patients with pre-existing major psychiatric disorders and burn outcomes. We aim to assess the incidence and intentionality of burn injury in patients with pre-existing psychiatric disorders. Methods: This is a retrospective study of patients admitted to the UNC Jaycee Burn Center from 2002 to 2015 and entered in the burn registry. Variables analyzed include basic demographics, insurance status, total body surface area (TBSA) of burn, Charlson comorbidity index (CCI), burn etiology, presence of inhalation injury, burn circumstance, intensive care unit (ICU) and hospital length of stay (LOS) and mortality. Chi-square, Analysis of Variance (ANOVA), Kruskalā€“Wallis test and Multivariate logistic regression was used to analyze the data. Results: 11,650 adult and pediatric patients were entered in the burn registry from 2002 to 2015 and 494 (4.2%) adult and pediatric patients had preexisting major psychiatric illness (MPI). Within the large cohort of admitted burn patients, 90 (0.8%) patients presented with self-inflicted burn injuries. 41% of patients with SIB (n = 37/90) had MPI. The incidence of self-inflicted burn injury (SIB) within the MPI (n = 494) cohort was 7.5% (n = 37). Mean age of patients with and without self-inflicted burn injury was 35.3 (Ā±11.6) vs. 41.8 (Ā±17.3), respectively. Mean TBSA was significantly higher in patient with SIB at 18.6 (Ā±16.5) vs. 8.5(Ā±12.2) p < 0.001. Non-white race had significantly higher rate of SIB compared to white cohort. There was no significant difference in mortality rates between SIB and Non-SIB (5.4% vs. 3.7%, p = 0.609), respectively. Median Hospital LOS was significantly increased in patients with SIB compared to NSIB 31 (IQR = 55) vs. 9 (IQR = 20) days, p = 0.004. Multivariate logistic regression for predictors of self-inflicted burn injury showed that minorities were more likely to incur self-inflicted burn injury among patients with major psychiatric illnesses. Conclusion: The incidence of self-induced burn injury in patients with MPI is low and of all the self-inflicted burn patients, 60% did not have a major psychiatric illness identified. Our findings emphasize the importance of identifying patients with MPI with or without self-induced injury that may benefit from more extensive psychiatric screening after burn and counseling, particularly minority patients as they may benefit from additional mental health counseling following severe burn
