    Precautionary advice about mobile phones: Public understandings and intended responses

This paper explores these issues in relation to the precautionary stance adopted in the UK around the regulation of mobile telecommunications. The aim of the paper is to examine the nature of attitudes to precaution, and the way in which these, along with other relevant variables, relate to the intention to adopt relevant behaviours. The results from an experimental study (n = 173) indicate that people distinguish between two dimensions of precaution: firstly in relation to its value or necessity per se and secondly as anchored to notions of governance. The two variables differentially relate to other variables including trust and uncertainty, and are predictive of intended behaviour change indirectly, through worry about mobile phone risks. Precautionary advice was generally interpreted as causing concern rather than providing reassurance. The results suggest that precaution may be considered a valuable stance but this does not mean that it is seen as good governance or that it will reduce concern. Whilst the discourse of precaution is aimed at reducing concern, it appears that the uptake of relevant behaviours is largely triggered by worry

    Fan Assessment Numeration System (FANS) Design and Calibration Specifications

    A device for in-situ fan airflow measurement, called the Fan Assessment Numeration System (FANS) device, previously developed and constructed at the USDA-ARS Southern Poultry Research Laboratory, was refined at University of Kentucky as part of a project for quantifying building emissions from poultry and livestock operations. The FANS incorporates an array of five propeller anemometers to perform a real-time traverse of the air flow entering fans of up to 137 cm (54 in) diameter. Details of the updated design, including hardware, software, and calibration methodology are presented. An error analysis of the flow rate, and calibration results from ten units recently manufactured, is provided. Sufficient details of fabrication and calibration are presented so that interested readers can replicate a FANS for their use. Full design details are provided at www.bae.uky.edu/IFAFS/FANS

    Accessible information and optimal strategies for real symmetrical quantum sources

    We study the problem of optimizing the Shannon mutual information for sources of real quantum states i.e. sources for which there is a basis in which all the states have only real components. We consider in detail the sources EM{\cal E}_M of MM equiprobable qubit states lying symmetrically around the great circle of real states on the Bloch sphere and give a variety of explicit optimal strategies. We also consider general real group-covariant sources for which the group acts irreducibly on the subset of all real states and prove the existence of a real group-covariant optimal strategy, extending a theorem of Davies (E. B. Davies, IEEE. Inf. Theory {\bf IT-24}, 596 (1978)).     Effects of Thermal Annealing on the Properties of Mechanically Exfoliated Suspended and On-Substrate Few-Layer Graphene

    Graphene’s novel electrical, optical, and mechanical properties are affected both by substrate interaction and processing steps required to fabricate contacts and devices. Annealing is used to clean graphene devices, but this can lead to doping and defect changes and strain effects. There is often disagreement about which of these effects are occurring and which result in observed changes in Raman spectra. The effects of vacuum annealing on mechanically exfoliated pristine, suspended, and attached thin and thick few-layer graphene on SiO2/Si are investigated here using scanning electron microscopy (SEM), Raman spectroscopy, and atomic force microscopy (AFM). Before annealing, Raman shows that the differences in 2D and G band positions and the appearance of a disorder-induced D band of all regions were mainly because of compressive or tensile structural deformations emerging through mechanical exfoliation instead of charge doping. Annealing at low temperature is sufficient to eliminate most of the defects. However, compressive strain is induced in the sheet by annealing at high temperature, and for thin regions increased substrate conformation leads to the apparent disappearance of the sheets. The intensity ratio of the 2D and G bands also reduces with induced compressive strain, and thus should not be used to detect doping

    The effects of surface stripping ZnO nanorods with argon bombardment

    ZnO nanorods are used in devices including field effects transistors, piezoelectric transducers, optoelectronics and gas sensors. However, for efficient and reproducible device operation and contact behaviour, surface contaminants must be removed or controlled. Here we use low doses of argon bombardment to remove surface contamination and make reproducible lower resistance contacts. Higher doses strip the surface of the nanorods allowing intrinsic surface measurements through a cross section of the material. Photoluminescence finds that the defect distribution is higher at the near-surface, falling away in to the bulk. Contacts to the n-type defect-rich surface are near-Ohmic, whereas stripping away the surface layers allows more rectifying Schottky contacts to be formed. The ability to select the contact type to ZnO nanorods offers a new way to customize device behaviour

    Development of strategies for effective communication of food risks and benefits across Europe: Design and conceptual framework of the FoodRisC project

Copyright @ 2011 Barnett et al.BACKGROUND: European consumers are faced with a myriad of food related risk and benefit information and it is regularly left up to the consumer to interpret these, often conflicting, pieces of information as a coherent message. This conflict is especially apparent in times of food crises and can have major public health implications. Scientific results and risk assessments cannot always be easily communicated into simple guidelines and advice that non-scientists like the public or the media can easily understand especially when there is conflicting, uncertain or complex information about a particular food or aspects thereof. The need for improved strategies and tools for communication about food risks and benefits is therefore paramount. The FoodRisC project ("Food Risk Communication - Perceptions and communication of food risks/benefits across Europe: development of effective communication strategies") aims to address this issue. The FoodRisC project will examine consumer perceptions and investigate how people acquire and use information in food domains in order to develop targeted strategies for food communication across Europe.METHODS/DESIGN: This project consists of 6 research work packages which, using qualitative and quantitative methodologies, are focused on development of a framework for investigating food risk/benefit issues across Europe, exploration of the role of new and traditional media in food communication and testing of the framework in order to develop evidence based communication strategies and tools. The main outcome of the FoodRisC project will be a toolkit to enable coherent communication of food risk/benefit messages in Europe. The toolkit will integrate theoretical models and new measurement paradigms as well as building on social marketing approaches around consumer segmentation. Use of the toolkit and guides will assist policy makers, food authorities and other end users in developing common approaches to communicating coherent messages to consumers in Europe.DISCUSSION: The FoodRisC project offers a unique approach to the investigation of food risk/benefit communication.     In supersymmetric theories with R-parity breaking, trilinear couplings of two leptons to scalar sleptons are possible.
