Seconds Out, Round Two: Contextualising E-Government Projects within their Institutional Milieu—A London Local Authority Case Study
It is early days yet to be able to truly determine whether the visions of e-government are realisable or not. The focus of the majority of the projects, and even research, on e-government has been on the possible impact of technology on government’s interaction with citizens. This paper looks beyond this level, investigating the challenges faced by local government authorities when implementing e-government projects. A case study within a forward looking London borough implementing an e-procurement system was carried out. The research data suggests that the uncertainties faced by the authority during the implementation, and the mechanisms enforced to tackle them, have to be considered if we want to better understand the chances of success of e-government projects. The study hints that amongst these uncertainties the institutional barrier of departmentalism, which lies deep in the public sector, is playing a major role in defining the possible outcome of e-government projects. The paper concludes that this organisational barrier has to be undoubtedly considered to comprehend the chances of ICT driven reforms such as public sector e-procurement

Astrocyte Clocks and Glucose Homeostasis
The endogenous timekeeping system evolved to anticipate the time of the day through the 24 hours cycle of the Earth’s rotation. In mammals, the circadian clock governs rhythmic physiological and behavioral processes, including the daily oscillation in glucose metabolism, food intake, energy expenditure, and whole-body insulin sensitivity. The results from a series of studies have demonstrated that environmental or genetic alterations of the circadian cycle in humans and rodents are strongly associated with metabolic diseases such as obesity and type 2 diabetes. Emerging evidence suggests that astrocyte clocks have a crucial role in regulating molecular, physiological, and behavioral circadian rhythms such as glucose metabolism and insulin sensitivity. Given the concurrent high prevalence of type 2 diabetes and circadian disruption, understanding the mechanisms underlying glucose homeostasis regulation by the circadian clock and its dysregulation may improve glycemic control. In this review, we summarize the current knowledge on the tight interconnection between the timekeeping system, glucose homeostasis, and insulin sensitivity. Human infection due to CDC group IV c-2, a gram negative bacillous, are rare. We describe a case of nosocomial bacteremia caused by this organism in a neutropenic patient with acute lymphoblastic leukemia and include a literature review of CDC group IV c-2 infection in patients with hematologic malignancies

The aim of this project is to provide an audiovisual service throught the Internet from any input video. Initially, the project will allow the proper access and viewingcontent from PC and Android mobile devices. It is also discussed the various possibilities for implementing the visualization and access to content from other devices and possible ways to extend and / or improve the system according to customer needs.El objetivo principal del proyecto del que es objeto el presente documento, es mostrar los pasos a seguir, así como detallar los elementos y tecnologías
necesarias para proporcionar un servicio completo de distribución de contenidos audiovisuales multidispositivo por Internet de una entrada cualquiera de vídeo.
Debido al elevado coste económico que supone la implementación de un sistema comercial de estas características, se opta finalmente por adoptar una solución de coste cero con una arquitectura más modesta, basada en Software libre y gratuito, que permite comprobar y mostrar su funcionamiento completo de una forma sencilla e ilustrativa.
Sin embargo, y con el fin de no limitar la funcionalidad de este proyecto a un mero uso didáctico o casero, se decide no perder la referencia aportada por el
punto de vista comercial a lo largo del proyecto, estudiando de manera teórica
varias formas de aportar funcionalidades adicionales al sistema.
Dichas funcionalidades tienen como objetivo proporcionar al sistema una
mayor flexibilidad y adecuación a las necesidades del mercado y del cliente,
aportando una serie de ventajas consideradas lo suficientemente útiles y
relevantes como para ser dignas de mención. Este documento abarcará el proyecto completo, desde la oferta inicial hasta las aplicaciones necesarias para poder visualizar el contenido que utilizarán los usuarios finales, tanto desde ordenadores como desde dispositivos móviles Android
