    Intelligence, Ignorance, and Diplomacy in the Cold War: The UK Reaction to the Sverdlovsk Anthrax Outbreak

    Drawing on perspectives from “ignorance studies,” this article examines a case of multiple types of expertise and ignorance within the geo-political context of the Cold War. It revisits a suspected breach of the 1972 Biological Weapons Convention (BWC). In 1979, an outbreak of anthrax occurred in the Russian city of Sverdlovsk, killing numerous people; Sverdlovsk was also the site of a military facility suspected by the West of undertaking biological weapons research. As news of the outbreak reached the West, first the USA, then the UK approached the USSR seeking clarification. The diplomatic path followed by the two nations involved a tricky balancing act, requiring attention to the souring of East-West relations following the Soviet invasion of Afghanistan, the integrity of the BWC, and the remote possibility of ratifying the SALT II nuclear negotiations. Diplomatic tactics depended on epistemic issues: How to tell whether the disease outbreak was natural or a military accident, how to decide what evidence was needed? I argue that although officials and scientists did not welcome ignorance and uncertainty, they recognized it as an inevitable and highly problematic epistemological issue (can we know what happened?) and tempered it into a less problematic, or at least more manageable, pragmatic issue (is there sufficient evidence to follow a particular course of action?).     "Science was digging its own grave": the Women's International League for Peace and Freedom and the campaign against chemical and biological warfare

    The Women’s International League for Peace and Freedom (WILPF) is the oldest active women’s peace organization in the world. Although their overall aim is the abolition of all war, from the outset they voiced particular opposition to chemical warfare. Later, this became a call against both chemical and biological warfare (CBW). This article draws on archival documents to trace this history, concentrating on the early days of WILPF and then on revived interest in the topic during the late 1960s and early 1970s. While early WILPF did not define CBW as an issue with any special gendered relevance for women, the historical record shows WILPF placed emphasis on its leading role in organizing opposition. It also shows a consistency of approach, WILPF often acting in an educational capacity as an informer of public opinion about the horrors of CBW. Over time, WILPF’s role changed in that the leaders of the key campaigns against CBW came to regard their role as distinct from those of scientists

    Defence research and genetic engineering: Fears and dissociation in the 1970s

    This paper examines the implications for British defence research of the discovery of techniques to genetically engineer organisms in the early 1970s. While we argue that there is no evidence that the UK in the 1970s exploited genetic engineering techniques as a source of new weapons or defences, there were two consequences, which we call disassociations. First, the Microbiological Research Establishment, at Porton Down, was divorced from direct military patronage. In doing so, the governance of genetic engineering was influenced. Second, the concerns about the military potential of genetic engineering were subject to publicity management, and were dampened by invoking the provisions of the Biological Weapons Convention

    Imagining Future Biothreats: The Role of Popular Culture

    This chapter explores the role of futurist storytelling in relation to biological weapons. It first describes some of the barriers and difficulties inherent in making realistic assessments of the threat from future biological weapons, before narrowing its focus to an understudied but significant element of these assessments: imagination and popular culture. The chapter makes a theoretical case for why science fiction and anticipatory knowledge production are interlinked, arguing that culture co-constitutes political actors, problems, values, representations and threat assessments, and that culture should be recognized as a major and integral part of the transaction that engenders political behaviour. As such, the chapter uses pop culture as a ‘lens’ to provide insight into understanding how different groups ‘see’ biological weapons and how science fiction has a constitutive effect on biological threat assessments. The argument is illustrated with some of the most prominent examples from the bioweapons sci-fi genre. The chapter concludes with an outlook on key research questions for future work in this area

    Conservative management of significant epidural haematomas in children

    Objective: A significant epidural haematoma (EDH) is generally treated by craniotomy and evacuation. This is a report of conservative management following an EDH on computerized tomography (CT) in a paediatric population. The authors examined whether conservative treatment of radiologically significant EDH is a successful and safe therapeutic option. Methods: Retrospective data were collected from charts of patients with conservatively treated EDH in the Department of Surgery of the University Children's Hospital Zurich between September 1993 and January 2004. Included were patients without focal neurological deficits, with a Glasgow Coma Scale (GCS) of 15 and an initial CT demonstrating an EDH with a minimal thickness of 1cm. Mild clinical symptoms of raised intracranial pressure such as headache, nausea or vomiting were treated symptomatically. Follow-up included a standardized interview, a neuropaediatric examination and CT. Results: Thirteen children with EDH had successful conservative management. Only one 12-year-old female patient with a delayed diagnosed frontal EDH required surgical intervention 24h after admission and 5 days after the accident. Clinical follow-up showed patients without neurological deficits, a Glasgow Outcome Scale of 5 and no post-traumatic sequelae over an average of 4 4/12 years (range 4 months to 10 4/12 years). Follow-up CT showed complete resolution of the EDH within 2 to 3 months. Conclusions: Our results demonstrate that significant EDH can be treated non-operatively in neurologically normal children. We recommend that such treatment be performed in specialised paediatric centres under adequate neurological observation since prompt emergency operation in case of neurological deterioration should be provide

As a consequence we deduce that any complete Boolean algebra is the Bousfield lattice of some tensor triangulated category.     The corporate brand and strategic direction: Senior business school managers’ cognitions of corporate brand building and management

    This revelatory study focuses on top Financial Times (FT) ranked British business school managers cognitions of corporate brand building and management. The study insinuates there is a prima facie bilateral link between corporate branding and strategic direction. Among this genus of business school, the data revealed corporate brand building entailed an on-going concern with strategic management, stakeholder management, corporate communications, service focus, leadership, and commitment. These empirical findings, chime with the early conceptual scholarship on corporate brand management dating back to the mid-1990s. These foundational articles stressed the multi-disciplinary and strategic nature of corporate brand management and stressed the significant role of the CEO. As such, this research adds further credence to the above in terms of best-practice vis-à-vis corporate brand management. Curiously, whilst senior managers espouse a corporate brand orientation, corporate brand management is seemingly not accorded a similar status in the curriculum. Drawing on general embedded case study methodological approach, data was collected within eight leading (FT-ranked) business schools in Great Britain at Oxford, Cambridge, Durham, Bradford, Cranfield, Warwick, Lancaster and City (London) Universities. Each of these eight British business schools can be deemed as ‘top’ business schools by virtue of their inclusion in the influential Financial Times (FT) worldwide list of top business schools.     Trypanosoma brucei gambiense group 1 is distinguished by a unique amino acid substitution in the HpHb receptor implicated in human serum resistance

    Trypanosoma brucei rhodesiense (Tbr) and T. b. gambiense (Tbg), causative agents of Human African Trypanosomiasis (sleeping sickness) in Africa, have evolved alternative mechanisms of resisting the activity of trypanosome lytic factors (TLFs), components of innate immunity in human serum that protect against infection by other African trypanosomes. In Tbr, lytic activity is suppressed by the Tbr-specific serum-resistance associated (SRA) protein. The mechanism in Tbg is less well understood but has been hypothesized to involve altered activity and expression of haptoglobin haemoglobin receptor (HpHbR). HpHbR has been shown to facilitate internalization of TLF-1 in T.b. brucei (Tbb), a member of the T. brucei species complex that is susceptible to human serum. By evaluating the genetic variability of HpHbR in a comprehensive geographical and taxonomic context, we show that a single substitution that replaces leucine with serine at position 210 is conserved in the most widespread form of Tbg (Tbg group 1) and not found in related taxa, which are either human serum susceptible (Tbb) or known to resist lysis via an alternative mechanism (Tbr and Tbg group 2). We hypothesize that this single substitution contributes to reduced uptake of TLF and thus may play a key role in conferring serum resistance to Tbg group 1. In contrast, similarity in HpHbR sequence among isolates of Tbg group 2 and Tbb/Tbr provides further evidence that human serum resistance in Tbg group 2 is likely independent of HpHbR functio
