    New Community Sponsorships for Humanitarian Immigrants: Guidance on Washington’s Practice of Law and Immigration Services Fraud Prevention Rules

    Every state, including Washington, has enacted laws to protect the public from the harm caused when an unqualified person provides legal services. Each state defines the practice of law and generally limits that practice to members of the state bar association. In Washington, a complex collage of case law, statutes, and a Supreme Court rule attempt to define the practice of law, identify when the practice of law by a nonlawyer is unauthorized, and determine when public policy considerations allow such nonlawyer practice. Protecting immigrants from unauthorized practice of immigration law is a particular concern. People who claim to be qualified to help immigrants routinely victimize newcomers; others may assist in good faith. Either way, unauthorized legal representation can cause an immigrant to miss viable opportunities for protection, to be unnecessarily detained or deported, to incur penalties for filing false claims, and often to be tricked into spending thousands of dollars for such “assistance.” The Washington legislature has attempted to prevent such harms through its Immigration Services Fraud Prevention Act. The line between authorized and unauthorized practice of law, especially in the immigration context, can be thick and blurry. New federal programs that allow community financial sponsorship of immigrants fleeing war and state collapse are unintentionally contributing to this grey area. The Biden administration has recently authorized Ukrainians and others to come to the United States temporarily, but only when supported by a U.S.-based financial sponsor. A U.S.-based individual initiates the process by applying to become a financial sponsor. Like all immigration documents, this sponsorship application form can be unclear, particularly for noncitizens. Submission of the form affects an applicant’s legal rights and its completion involves the exercise of legal discretion. Individuals seeking to become financial sponsors are turning to friends and other non-lawyers for help in completing these applications. This article sheds light on the concern that a layperson’s help in completing a financial sponsor application form may represent the unauthorized practice of law in Washington, including the unauthorized provision of immigration-related services. An understanding of this issue is critical, as the Biden administration has expanded community financial sponsorship programs exponentially within the first nine months of their existence. We conclude that a layperson who assists another in completing a financial sponsorship application form is engaged in the practice of law in Washington. A layperson’s assistance that goes beyond entering objective data or language translation likely triggers a violation of Washington’s civil and criminal unauthorized practice rules, as well as its Immigration Services Fraud Prevention Act

    Periodically Varying Externally Imposed Environmental Effects on Population Dynamics

    Effects of externally imposed periodic changes in the environment on population dynamics are studied with the help of a simple model. The environmental changes are represented by the temporal and spatial dependence of the competition terms in a standard equation of evolution. Possible applications of the analysis are on the one hand to bacteria in Petri dishes and on the other to rodents in the context of the spread of the Hantavirus epidemic.     Helping staff to implement psychosocial interventions in care homes: Augmenting existing practices and meeting needs for support

Methods Qualitative study that involved focus group discussions with 119 care home staff within 16 care homes in the UK. Part of wider clinical trial aimed at developing and evaluating an effective and practical psychosocial intervention and implementation approach for people with dementia in long-term care. Inductive thematic analysis was used to identify themes and interpret the data. Results The findings highlighted that successful training and support interventions must acknowledge and respond to 'whole home' issues. Three overarching themes emerged as influential: the importance of contextual factors such as staff morale, interpersonal relationships within the home, and experience and perceived value of the proposed intervention. Conclusions Priority must be given to obtain the commitment of all staff, management and relatives to the training programme and ensure that expectations regarding interaction with residents, participation in activities and the reduction of medication are shared across the care home.National Institute for Health Research (NIHR

    Evaluation of a Head-Worn Display with Ambient Vision Cues for Unusual Attitude Recovery

    A Commercial Aviation Safety Team (CAST) study of 18 loss-of-control events determined that a lack of external visual references was a contributing factor in 17 of these events. CAST recommended that manufacturers should develop and implement virtual day-VMC display systems, such as synthetic vision (SV) or equivalent systems (CAST Safety Enhancement, SE-200). In support of this recommended action, CAST has requested studies to define minimum requirements for virtual day-visual meteorological conditions (VMC) displays to improve flight crew awareness of airplane attitude. NASAs research in Virtual day-VMC displays, known as synthetic vision systems, are intended to support intuitive flight crew attitude awareness similar to a day-VMC-like environment, especially if they could be designed to create visual dominance. A study was conducted to evaluate the utility of ambient vision (AV) cues paired with virtual Head-Up Display (HUD) symbology on a prototype head-worn display (HWD) during recovery from unusual attitudes in a simulated environment. The virtual-HUD component meets the requirement that the HWD may be used as an equivalent display to the HUD. The presence of AV cueing leverages the potential that a HWD has over the HUD for spatial disorientation prevention. The simulation study was conducted as a single-pilot operation, under realistic flight scenarios, with off-nominal events occurring that were capable of inducing unusual attitudes. Independent variables of the experiment included: 1) AV capability (on vs off) 2) AV display opaqueness (transparent vs opaque) and display location (HWD vs traditional head- down displays); AV cues were only present when the HWD was being worn by the subject pilot

Aims To understand what underlies the successful implementation of psychosocial interventions in care homes. Method Systematic review and meta-synthesis of qualitative research. Results The synthesis of 39 qualitative papers revealed that beneficial psychosocial interventions met the needs of people with dementia to connect with others, make a meaningful contribution and reminisce. Successful implementation rested on the active engagement of staff and family and the continuing provision of tailored interventions and support. This necessitated staff time, and raised issues around priorities and risk, but ultimately helped redefine staff attitudes towards residents and the caregiving role. Conclusions The findings from the meta-synthesis can help to inform the development and evaluation of psychosocial interventions in care homes and support their widespread implementation in clinical settings.National Institute for Health Research (NIHR
