EL REGISTRO PÚBLICO DE RESOLUCIONES CONCURSALES

After a brief introduction on the forms of public advertising in insolvency procedures, the work analyzes the «Registro Público de Resoluciones Concursales», foreseen by the article 198 of the Spanish Insolvency Act (Ley Concursal), after the configuration that gave to it the Real Decreto 685/2005. There are exposed the consequences of it creation, principally the problems raised in relations with the «Registro Mercantil Cental» and with other public registers. Finally, there is analyzed the current situation of this «Registro Público de Resoluciones Concursales» after the judgment of the Supreme Court of March 28, 2007 and the promulgation of the Royal decree 158/2008, that reforms it, with a brief critical conclusion.Tras una breve introducción sobre las formas de publicidad en el concurso de acreedores, el trabajo analiza el Registro Público de Resoluciones Concursales, previsto por el artículo 198 de la Ley Concursal, tras la configuración que le dio el Real Decreto 685/ 2005. Se explica la estructura del portal de Internet donde se inserta y sus diferentes sistemas de publicidad. Se razona y apoya su carácter de registro judicial. Se exponen las consecuencias de su creación, principalmente los problemas planteados en sus relaciones con el Registro Mercantil Central y con los demás registros de personas jurídicas. Por último, se analiza la situación actual de ese Registro tras la sentencia del Tribunal Supremo de 28 de marzo de 2007 y la promulgación del Real Decreto 158/2008, que lo reforma, con una breve conclusión crítica

Las subastas judiciales electrónicas

The Spanish Law 13/2009, amending the procedural act for the implementation of the new judicial office, changed the article 649 of the Civil Procedure Act to allow explicitly for electronic bids under the direction of the clerk. The Ministry of Justice, under that provision, has created the Judicial Auction Portal of the Ministry of Justice. This article summarizes the current court structure that serves as a base, and its technological possibilities, the origins of judicial electronic auctions, the formal creation of the first court office —whose purpose is holding electronic auctions and which is based in Murcia—, and the structure and content of the Judicial Auction Portal of the Ministry of Justice.La Ley 13/2009, de reforma de la legislación procesal para la implantación de la nueva oficina judicial, modificó el art. 649 de la Ley de enjuiciamiento civil para permitir expresamente la realización de pujas electrónicas bajo la dirección del secretario judicial. El Ministerio de Justicia, al amparo de ese precepto, ha creado el Portal de Subastas Judiciales del Ministerio de Justicia. En este artículo se resumen la actual estructura judicial que les sirve de base y sus posibilidades tecnológicas; los orígenes de las subastas judiciales electrónicas; la creación formal de la primera oficina judicial de España que tiene como fin exclusivo la celebración de subastas electrónicas, con sede en Murcia, y la estructura y contenido del Portal de Subastas Judiciales del Ministerio de Justicia

La garantía juvenil como solución a la exclusión social de los jóvenes

The present study highlights the need for intervention when facing a problem that has both collective and individual implications: youth unemployment. To do so, the study first focuses on the different actions that International Organizations have taken to try to stop the employment situation of this group. In particular we pay special attention to the policies pursued by the European Union and Spain. Specifically, in the Spanish case, the National System of Youth Guarantee is analyzed from a critical rather than descriptive viewpoint. Finally, some weaknesses of the policies are listed followed by some conclusions to reflect on in the future.A través de este estudio se pone de manifiesto la necesidad de intervención frente a un problema de importantes repercusiones tanto colectivas como individuales: el desempleo juvenil. Para ello, se realiza un recorrido por las actuaciones que, a través de Organismos Internacionales, han intentado poner freno a la situación laboral de este colectivo. De manera especial nos centramos tanto en las políticas desarrolladas por Unión Europea y España. Concretamente, en el caso español, se analiza el SNGJ. Finalmente, se dedica un espacio no menor a reflejar unos puntos débiles y conclusiones dirigidas a reflexionar para futuras intervenciones

Results from Bottom Trawl Survey on Flemish Cap of June-July 2017

A stratified random bottom trawl survey on Flemish Cap was carried out from June 16th to July 15th 2017. The area surveyed was extended up to depths of 800 fathoms (1460 meters) following the same procedures as in previous years and 181 fishing stations planned. The survey was carried out by the R/V Vizconde de Eza with the usual survey gear (Lofoten). A total of 181 valid hauls were made by the vessel R/V Vizconde de Eza, 120 up to 730 meters depth and 61 up to 1460 meters. Survey results including abundance indices of the main commercial species and age distributions for American plaice, Greenland halibut, roughhead grenadier and shrimp are presented. Cod and redfish age distributions are not available for 2017 due to administrative problems. The general indexes for this year are estimated taken into account the traditional swept area (strata 1-19, up to depths of 730 m.) and the total area surveyed (strata 1-34, up to depths of 1460 m.).Versión del editor

Trabajos anteriores muestran que especies naturalizadas de gladiolo pueden ser aprovechadas como flor cortada (López et al., 2002). El problema de su difusión estriva en que aunque se multiplican bien sexual y asexualmente, la tasa de multiplicación es baja en cuanto a número de cormos productores de varas florales de calidad, mientras que las semillas, con buen poder germinativo, tras su siembra generan un pequeño cormillo que necesitará alrededor de dos años más para constituir un cormo adulto

Weather observations of remote polar areas using an AWS onboard a unique zero-emissions polar vehicle

The Antarctic Plateau is one of the land areas with the largest gaps in surface weather observations on Earth, gaps that are usually filled with simulations provided by climate models. However, these simulated values must be ground-validated, which is particularly difficult and costly in remote polar regions. We designed and developed a Mobile Automatic Weather Station (M-AWS) which, on board a zero-emissions polar vehicle, recorded a large set of ground measurements that could be used to evaluate numerical weather simulations in an inexpensive way during the Year of Polar Prediction Southern Hemisphere Special Observing Period (YOPP). The M-AWS registered several weather variables over a transect of 2538 km in the East Antarctic Plateau. These meteorological data were also used by other scientific projects that were part of the expedition and for improving weather forecasting during the mission. The innovative design of the M-AWS overcame the main challenges imposed by the harsh conditions of a voyage in one of the world’s most extreme regions.This is a contribution to the Year of Polar Prediction (YOPP), a flagship activity of the Polar Prediction Project (PPP), initiated by the World Weather Research Programme (WWRP) of the World Meteorological Organization (WMO). Influencia del ciclo de cultivo y la conservación frigorífica en el color de la coliflor

La coliflor es un cultivo en aumento en la Región de Murcia, provocado principalmente por el incremento de su producción destinada a la exportación. Para mantener dicha cuota de exportación es necesaria la producción de una coliflor de gran calidad, requisito que cada vez más, aprecian los mercados nacionales. Nueva localidad de Bulinus truncatus (Audouin, 1827) (Gastropoda: Planorbidae), hospedador intermediario de Schistosoma haematobium, y su distribución en la península Ibérica

This paper reports a new population of Bulinus truncatus (Audouin, 1827) (Gastropoda, Planorbidae) found in the province of Almería (Southeast Spain). B. truncatus is an intermediate host of Schistosoma haematobium, the trematode which causes urinary schistosomiasis in humans. Individuals were identified to species level by double-nested PCR, resulting in 100% homology. This population is located under the driest climate conditions of the Iberian Peninsula. Data on the distribution of this species in the Iberian Peninsula was gathered and is provided in this paper. Improved knowledge of the distribution of Bulinus truncatus is key to assess the risk of new outbreaks of schistosomiasis in the Iberian Peninsula.En este trabajo se reporta una nueva población de Bulinus truncatus (Audouin, 1827) (Gastropoda, Planorbidae) en la provincia de Almería (Sureste de España). Se trata de una especie que presenta considerable interés tanto zoológico como epidemiológico por su papel como hospedador intermediario de Schistosoma haematobium, responsable de la esquistosomiasis urogenital humana. Los ejemplares fueron determinados a nivel específico mediante PCR doble anidada, con un 100% de homología. Se trata de la población localizada más al Sureste y en condiciones de mayor aridez en la península Ibérica. Se recopilaron los datos de presencia publicados para conocer su distribución en la península. El conocimiento de la distribución de Bulinus truncatus es una pieza clave para evaluar el riesgo de nuevos focos de esquistosomiasis en la península Ibérica

Clasificación preliminar de especies de jardín según sus requerimientos hídricos en la región de Murcia

El desarrollo económico y social de la Región de Murcia ha conllevado desde la década de los 80 un considerable aumento de la superficie ajardinada, tanto de carácter público como privado.
