    Places to Develop Democracy: Relevance of Relph's Concept of Place for the History of Education

    Presentación conferenciaThis paper, based on the research developed in the Erasmus+ project Reimagining Creative Democracy (2018-1-SE01-KA203-039115), provides a synthesis of Relph’s concept of place giving examples of its use in the study of past and present educational spaces. The reappraisal of Relph’s concept might help address new perspectives from which spaces and places of education may be seen differently. Spaces are relevant to the History of Education and Relph’s essay is important for us because it represents the phenomenological approach to the study of place and space from at least two perspectives: 1. The distinction between place and space; 2. The delimitation, when writing about educational spaces, of the emotional attachment to or detachment from a specific learning place (inside or outside the school buildings).Universidad de Málaga.     In early 2019 Madrid launched the first permanent citizen participation scheme in which members are chosen by lot: the Observatory of the City. Although the scheme was abandoned by the new government after the May 2019 elections, the Madrid experiment raises important questions about democracy. The project is another example of the growing prominence that the draw has acquired in many countries, as an ideal element to organise and order the participation of people in political affairs. In this paper we describe the first steps of this scheme and also highlight the features that make the draw in Madrid a unique experience both because of the implications of the use of the draw, and from the point of view of similar schemes that are being carried out in other parts of the world.Madrid ha puesto en marcha, desde inicios del año 2019, la primera experiencia de participación ciudadana permanente cuyos miembros son elegidos por sorteo, el Observatorio de la Ciudad. A pesar de que la experiencia fue abandonada por el nuevo Gobierno después de las elecciones de mayo del 2019, la experiencia madrileña plantea importantes cuestiones sobre la democracia. Esta experiencia se suma al creciente protagonismo que ha adquirido el sorteo en muchos países, como un elemento idóneo para organizar y ordenar la participación de la gente en los asuntos políticos. En este trabajo exponemos los primeros pasos de esta experiencia, así como destacamos los rasgos que hacen del sorteo en Madrid una experiencia singular, tanto por las implicaciones que tiene el uso del sorteo como desde el punto de vista de las experiencias similares que se hacen en otras partes del mundo

    New directions in water resources management: The role of water pricing policies

    Water resources will face increasing competition and higher environmental concerns during this century. To meet these challenges, the new Water Framework Directive has drawn up an integrated framework and established the basic principles for a sustainable water policy in the European Union. The introduction of water prices reflecting the true cost of irrigation is one of its most innovative components. In this paper, a positive mathematical programming model is developed to assess the environmental and socio-economic impacts of water pricing policies in Spanish irrigated lands. The model interface allows friendly use and easy replication in a large number of irrigation districts, selected throughout the Spanish territory. The model results show the impact on environmental indicators, water consumption, cropping patterns, technology adoption, labor, farmers' income, and the water agency revenues when different scenarios of cost recovery are considered. It is argued that this modeling approach may be used as a management tool to assist in the implementation of the cost recovery approach of the new Water Framework Directive

    IMPACTS OF EUROPEAN BIOFUEL POLICIES ON AGRICULTURAL MARKETS AND ENVIRONMENT UNDER CONSIDERATION OF 2ND GENERATION TECHNOLOGIES AND INTERNATIONAL TRADE

    Even though recent discussions on food prices and indirect land use change point at potential conflicts associated with the production of biofuels the appraisal of biofuels as an effective instrument to slow down climate change and reduce energy dependency still prevails. The EU Renewable Energy Directive (EUROPEAN COMMISSION, 2009) underlines this trend by setting a target of 10% share of energy from renewable sources in the transport sector by 2020. As economic competitiveness of biofuel production is still not given in most European countries, support policies are essential to achieve this target. Second generation technologies have still not attained marketability, wherefore biofuel consumption will continue to significantly affect agricultural markets. Furthermore, biofuel trade receives more attention. Apart from Brazil the USA has evolved to one of the key biofuel producer in recent years replacing the EU as the dominant biodiesel exporter. Those developments in regions outside the EU have to be considered within the evolution of biofuel markets. The primary objective of this paper is to analyse in detail impacts of future biofuel developments on agricultural markets under several assumptions regarding the availability of 2nd generation technologies, the EU support policy framework and the EU trade policy regime. Therefore, we developed an extended version of the comparative static agricultural sector model CAPRI which covers global biofuel markets with a detailed focus on Europe. The results supplement already existing model-based impact assessments while focussing on EU Member State level and introducing global bilateral trade of biofuels based on the Armington approach. The results of our scenario analysis presented in this paper indicate that the European 2020 biofuel target will significantly affect global and European biofuel- as well as agricultural markets. Thereby, global biofuel trade will notably increase, especially flows of biodiesel from the USA and Argentina and of ethanol from Brazil into the EU will increase accentuating the net-importing position of the EU by 2020. On the agricultural markets, we can observe that additional demand caused by European biofuel production will be, on the one hand, partially compensated by substitution effects on the feed market and, on the other hand, mainly filled by increasing imports. Thus, effects on agricultural product prices will also be significant, while effects on EU agricultural production will only be marginal. This leads consequently to only marginal environmental impacts within Europe and confirm the assumption that notable environmental effects caused by EU biofuel production and consumption will mainly take place outside Europe, especially in those countries which are important producers of biofuel feedstock.Agricultural and Food Policy, Crop Production/Industries, Environmental Economics and Policy, International Relations/Trade, Land Economics/Use, Resource /Energy Economics and Policy,

    Assessment on the Efficiency of an Active Solar Thermal Facade: Study of the Effect of Dynamic Parameters and Experimental Analysis When Coupled/Uncoupled to a Heat Pump

    The building sector presents poor performance in terms of energy efficiency and is looking for effective alternatives aimed at reducing the use of fossil fuels. The facade is a key element able to harness renewable energy as an Active Solar Thermal Facade (ASTF). The main purpose of this study is the assessment of a novel design concept based on a steel sandwich panel technology. The performance of the active system will be first addressed by a parametric study in order to analyze its behavior and secondly, by describing a real case based on an experimental test by connecting the active panels to a heat pump. The study shows the impact of solar irradiation and mass flow on the thermal jump achieved, while ambient and fluid inlet temperatures are the most influencing parameters in the efficiency of the facade. When coupled to the heat pump, results from a measurement campaign demonstrate a remarkable improvement in the performance of the ASTF. The results presented provide significant proof about the benefits of a synergetic combination of both technologies—solar facades and heat pumps—as efficient alternatives for the building sector, aiming to improve energy efficiency as well as reduce their dependence on non-renewable sources.This research was partially funded by the Basque Government through IT781-13 and IT1314-19 research groups and by the University of the Basque Country UPV/EHU through PES17/25.     The minimal Tjurina number of irreducible germs of plane curve singularities

    In this paper we give a positive answer to a question of Dimca and Greuel about the quotient between the Milnor and the Tjurina numbers for any irreducible germ of plane curve singularity. This result is based on a closed formula for the minimal Tjurina number of an equisingularity class in terms of the sequence of multiplicities of the strict transform along a resolution.
