    Invariants of pseudogroup actions: Homological methods and Finiteness theorem

    We study the equivalence problem of submanifolds with respect to a transitive pseudogroup action. The corresponding differential invariants are determined via formal theory and lead to the notions of k-variants and k-covariants, even in the case of non-integrable pseudogroup. Their calculation is based on the cohomological machinery: We introduce a complex for covariants, define their cohomology and prove the finiteness theorem. This implies the well-known Lie-Tresse theorem about differential invariants. We also generalize this theorem to the case of pseudogroup action on differential equations.Comment: v2: some remarks and references addee

    Multi-Agent Analysis of Scenarios for "arctic Smart City"

    An approach to formalizing problems of municipal management in the Russian Arctic via smart city technologies is considered on the example of city Salekhard. An analysis of modern smart city concepts and prospects for integrating such technologies as BIM, GIS, and CIM is given. A discussion is based on comparison of two options to implement smart city technologies. Those are: 1) the inertial scenario of development adopted in the Strategy of the municipality Salekhard city, and 2) an alternative scenario corresponding to the innovation model of multicomponent sustainable system which includes energy subsystems. A multi-agent formalization of city management presents specific object features, including factors of the Northern nature.     Upper semi-continuity of the Royden-Kobayashi pseudo-norm, a counterexample for H\"olderian almost complex structures

    If XX is an almost complex manifold, with an almost complex structure JJ of class \CC^\alpha, for some α>0\alpha >0, for every point pXp\in X and every tangent vector VV at pp, there exists a germ of JJ-holomorphic disc through pp with this prescribed tangent vector. This existence result goes back to Nijenhuis-Woolf. All the JJ holomorphic curves are of class \CC^{1,\alpha} in this case. Then, exactly as for complex manifolds one can define the Royden-Kobayashi pseudo-norm of tangent vectors. The question arises whether this pseudo-norm is an upper semi-continuous function on the tangent bundle. For complex manifolds it is the crucial point in Royden's proof of the equivalence of the two standard definitions of the Kobayashi pseudo-metric. The upper semi-continuity of the Royden-Kobayashi pseudo-norm has been established by Kruglikov for structures that are smooth enough. In [I-R], it is shown that \CC^{1,\alpha} regularity of JJ is enough. Here we show the following: Theorem. There exists an almost complex structure JJ of class \CC^{1\over 2} on the unit bidisc \D^2\subset \C^2, such that the Royden-Kobayashi seudo-norm is not an upper semi-continuous function on the tangent bundle.Comment: 5 page

    Energy-efficient technologies in the educational programs of the architectural higher education schools

    The world trends in modern construction correspond to the ecological, rational design, according to "green" standards and applications of the building information modeling – BIM. Herein, we give a short review and some examples of Green, BIM technologies, in different countries. For more effective implementation of "green" building, it is necessary to introduce corresponding thematic in the higher education. Based on a comprehensive analysis of the articles, we described the competencies that a University Graduate must possess, for successful implementation in the industry AEC. Despite the absence of common methods, we developed a practice-oriented approach for teaching students Green BIM technologies and here integration these technologies into the educational process is considered. Some projects of energy-efficient objects, created by students of University of Architecture and Art, meeting requirements of "green" standards, are presented. © 2020, Budapest Tech Polytechnical Institution.     Cholera Vibrios non-O1/non-O139 Isolated in the Process of Epidemiological Monitoring over Rostov-on-Don Water Basins and Drain Sewage System within the Period of 2009–2011

    Studied have been biological properties of cholera vibrios non-O1/non-O139 circulating in the Rostov-on-Don surface waters and drain sewage system within the period of 2009–2011. Overwhelming majority of the isolates have been classified as typical ones in terms of their phenotype. However 90 strains (21 %) out of total 280 have been identified as atypical ones against agglu­tina­bility in the slide-agglutination and full-scale agglutination reaction to diagnostic cholera sera. Put forward are recommendations on performance of the differentiation between V. cholerae non-O1/non-O139 and V. cholerae O1/O139. Specified are predominant sero­groups of the strains which turned to be unchanged within the stated period (O16, O53, O76, and O67). Revealed is the strain genotype variability and low probability of virulence manifestations. Demonstrated is the futility of the blind gene- and serological typing of aquatic strains

    O1 Serogroup Cholera Vibrios Isolated from the Rostov-on-Don Water Bodies in the Course of Surveillance in 2008–2012

    Identified are the peculiarities of biological properties and origin of cholera vibrio O1 serogroup strains isolated from the Rostov-on-Don water bodies in the course of surveillance in 2008–2012. 41 atoxigenic V. cholerae O1 strains have been isolated from 767 water samples and investigated. Stable tendency of isolation of increased numbers of atoxigenic V. cholerae O1 strains over time has been demonstrated. In addition, in the strains under study detected have been the genes of additional pathogenicity factors, by PCR genotyping using specific primers for 45 nucleotide sequences associated with V. cholerae pathogenicity. The strains have also been classified according to 19 VNTR-genotypes grouped into 6 clusters based on VNTR-typing using exclusive copyright locus-specific primers. Discovered have been the strains with similar genotypes though isolated at different points both throughout the year and over the period of several years. These ones have probably been imported. They are characterized by a capacity to persist in ambient water bodies for a certain period of time

    Cholera epidemiological situation around the world (2005-2014) has been assessed. Distribution of infection in the territory of African, Asian, and American countries, as well as in the Caribbean Region has been shown. Interstate and inter-continental importations of cholera in Europe, Australia, and America, including USA and Canada have taken place during this period. Epidemic process is spatially disseminated (with involvement and affection of new countries and administrative territories) and temporally chronic (America, the Caribbean Region; Africa) due to occurring of natural or social emergency situations. Alongside epidemics and outbreaks of the disease, caused by genetically altered variants of V. cholerae O1 El Tor and strains with multiple drug resistance, outbreaks with isolation of clinical strains of V. cholerae O139 serogroup take place in the Southeast Asia (China) on an annual basis. The forecast for 2015, as regards cholera in the world, stays unfavorable, which in its turn allows for the possibility to import this infection in the territory of the Russian Federation

    Analysis of epidemiological situation on cholera around the world has demonstrated downward trend in morbidity rates in 2016; annual average decline being 3.907 % (by reference to 2007). Comparative assessment of monthly incidence in 2015 and 2016 shows perennial registration of cholera cases in a number of African countries and in the Caribbean with up-rises in different seasons. Establishment of epidemic foci is on-going. Between 2007 and 2016, 1733 imported cases of cholera took place across the globe. Interstate import dominated in Asia. For forecast development, for the first time ever, risk assessment of epidemic process activation has been performed, taking into consideration emergency situations of varying origin, social and natural environments, using expert evaluation scores. Epidemic manifestations of cholera in the Russian Federation were characterized by import of the infection in 2008, 2010, 2012, and 2014; isolation of V. cholerae O1 biovar El Tor ctxA– tcpA–, ctxA+ and V. cholerae O139 ctxA– and tcpA– from surface water bodies, as well as individual V. cholerae O1 biovar El Tor сtхA+ tсра+. Worked out has been the algorithm for epidemiological investigation of causes and conditions of surface water body contamination with cholera vibrios. Cholera forecast worldwide and in Russia for the year 2017 remains unfavorable
