Climate-smart solutions for Mali: Findings from implementing the Climate-Smart Agriculture Prioritization Framework
This info note summarizes findings of a pilot project aiming to develop a participatory framework to prioritize CSA practices and interventions to guide CSA investments in Mali.
It was undertaken by researchers from the Malian Association of Awareness to Sustainable Development (AMEDD) and the International Center Tropical Agriculture (CIAT) as part of the CGIAR Research Program on Climate Change, Agriculture, and Food Security (CCAFS).
Implementation was led by the Agency of Environment and Sustainable Development (AEDD) on behalf of the National Science-Policy dialogue platforms on Climate Change, Agriculture and Food Security (CCASA).

Deliberating stratospheric aerosols for climate geoengineering and the SPICE project
Increasing concerns about the narrowing window for averting dangerous climate change have prompted calls for research into geoengineering, alongside dialogue with the public regarding this as a possible response. We report results of the first public engagement study to explore the ethics and acceptability of stratospheric aerosol technology and a proposed field trial (the Stratospheric Particle Injection for Climate Engineering (SPICE) ‘pipe and balloon’ test bed) of components for an aerosol deployment mechanism. Although almost all of our participants were willing to allow the field trial to proceed, very few were comfortable with using stratospheric aerosols. This Perspective also discusses how these findings were used in a responsible innovation process for the SPICE project initiated by the UK’s research councils

A new flat shell finite element for the linear analysis of thin shell structures
In this paper, a new rectangular flat shell element denoted ‘ACM_RSBE5’ is presented. The new element is obtained by superposition of the new strain-based membrane element ‘RSBE5’ and the well-known plate bending element ‘ACM’. The element can be used for the analysis of any type of thin shell structures, even if the geometry is irregular. Comparison with other types of shell elements is performed using a series of standard test problems. A correlation study with an experimentally tested aluminium shell is also conducted. The new shell element proved to have a fast rate of convergence and to provide accurate results

Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities
This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables.
It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring.
‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability
Micron Size Laser-Wire System at the ATF Extraction Line, Recent Results and ATF-II Upgrade
The KEK Accelerator test facility (ATF) extraction line laser-wire system has been upgraded last year allowing the measurement of micron scale transverse size electron beams. The most recent measurements using the upgraded system are presented. The ATF-II extraction line design call for the major upgrade of the existing laser-wire system. We report on the hardware upgrades, including the major hardware upgrades to the laser transport, the laser beam diagnostics line, and the mechanical control systems
Density-dependence of functional development in spiking cortical networks grown in vitro
During development, the mammalian brain differentiates into specialized
regions with distinct functional abilities. While many factors contribute to
functional specialization, we explore the effect of neuronal density on the
development of neuronal interactions in vitro. Two types of cortical networks,
dense and sparse, with 50,000 and 12,000 total cells respectively, are studied.
Activation graphs that represent pairwise neuronal interactions are constructed
using a competitive first response model. These graphs reveal that, during
development in vitro, dense networks form activation connections earlier than
sparse networks. Link entropy analysis of dense net- work activation graphs
suggests that the majority of connections between electrodes are reciprocal in
nature. Information theoretic measures reveal that early functional information
interactions (among 3 cells) are synergetic in both dense and sparse networks.
However, during later stages of development, previously synergetic
relationships become primarily redundant in dense, but not in sparse networks.
Large link entropy values in the activation graph are related to the domination
of redundant ensembles in late stages of development in dense networks. Results
demonstrate differences between dense and sparse networks in terms of
informational groups, pairwise relationships, and activation graphs. These
differences suggest that variations in cell density may result in different
functional specialization of nervous system tissue in vivo.Comment: 10 pages, 7 figure
The scientific basis of climate-smart agriculture: A systematic review protocol
Background: ‘Climate-smart agriculture’ (CSA)—agriculture and food systems that
sustainably increase food production, improve resilience (or adaptive capacity) of farming
systems, and mitigate climate change when possible—has quickly been integrated into the
global development agenda. However, the empirical evidence base for CSA has not been
assembled, complicating the transition from CSA concept to concrete actions, and
contributing to ideological disagreement among development practitioners. Thus, there is an
urgent need to evaluate current knowledge on the effectiveness of CSA to achieve its intended
benefits and inform discourse on food, agriculture, and climate change. This systematic
review intends to establish the scientific evidence base of CSA practices to inform the next
steps in development of agricultural programming and policy. We will evaluate the impact of
73 promising farm-level management practices across five categories (agronomy,
agroforestry, livestock, postharvest management, and energy systems) to assess their
contributions to the three CSA pillars: (1) agronomic and economic productivity, (2)
resilience and adaptive capacity, and (3) climate change mitigation in the developing world.
The resulting data will be compiled into a searchable Web-based database and analytical
engine that can be used to assess the relative effectiveness and strength of evidence for CSA,
as well as identify best-fit practices for specific farming and development contexts. This
represents the largest meta-analysis of agricultural practices to date.
Methods/Design: This protocol sets out the approach for investigating the question: How do
farm-level CSA management practices and technologies affect food production and/or
farmers’ incomes, resilience/adaptive capacity, and climate change mitigation in farming
systems of developing countries? The objective of this ongoing systematic review is to
provide a first appraisal of the evidence for CSA practices in order to inform subsequent
programming. The review is based on data found in English-language peer-reviewed journals
with searches using terms relevant to CSA practices and CSA outcomes. Searches were
conducted via Web of Science (WoS) and Scopus. Articles located were screened first by
abstract and then full text according to predefined eligibility criteria for inclusion in the
review. Data capturing the context of the study (e.g., geographic location, environmental
context), management practices, and impacts (e.g., indicators of CSA outcomes) will be
compiled from those studies that meet the predetermined criteria. Statistical relationships
between practices and impacts will be evaluated via meta-analytical approaches including
response ratios and effect sizes. Mechanisms to identify bias and maintain consistency
continue to be applied throughout the review process. These analyses will be complemented
with an analysis of determinants of/barriers to adoption of promising CSA practices covered
in the meta-analysis. Results of the review will be incorporated into a publicly available Web-based
database. Data will be publicly available under Creative Commons License in 2016
Media, racism and public health psychology
A growing literature has established that racism contributes to ill-health of migrants, minority group members and indigenous peoples. Racial discrimination has been shown to act at personal, institutional and societal levels, negatively affecting physical health as evidenced by heart disease and other stress related conditions and generally negating wellbeing, signalled by psychological and psychiatric disorders including depression.
In our highly mediatized world, mass communications in diverse forms are decisive for people’s knowledge and understandings of the world and their place in it. From critical studies we know that the media consistently marginalize, denigrate and neglect particular ethnic and cultural groups. Where media do focus on such groups much of the reporting is negative and stereotyping. Achievements are ignored or minimized while representations of those groups as problems for and threats to the dominant are highlighted.
In this paper we consider the particular case of media representations of the indigenous Maori of Aotearoa New Zealand. We review extant studies to argue that detailed and systematic study is necessary for the development of critical, local media scholarship. Such scholarship is necessary if the current media impact on Maori health and wellbeing is to be mitigated. While such considerations may not have been traditional concerns of health psychology we, following George Albee (2003), argue for them as affirming the need for critical public health psychology
