Demographic changes as a challenge for local policy. Example of Rokietnica in the Poznań agglomeration
The Poznań agglomeration is one of the most interesting case studies of the development of suburban areas in Poland. As a result of intensive migrations to the Poznań suburban zone (growth of 35,9% of inhabitants in years 2002-2015), communes are obliged to face the needs of growing population which age structure is dominated mostly by young people. The processes of socio-demographic and spatial changes affect on the need for forward-looking analysis of the challenges and needs of the transformed population in the areas of urban planning, services, infrastructure and intercommunal cooperation. The purpose of this article was to identify the challenges associated with the suburbanization at Rokietnica – one of the fastest growing communes in the Poznań agglomeration, where local authorities take various steps to face the negative effects of the Poznań suburban zone dynamic development.Aglomeracja poznańska stanowi jeden z najszybciej rozwijających się obszarów podmiejskich w Polsce. Intensywne procesy migracyjne na tym obszarze spowodowały w latach 2002–2015 wzrost liczby mieszkańców o 35,9%, wpływając na konieczność sprostania przez władze lokalne nowym wyzwaniom związanym ze zmianami demograficznymi oraz przestrzennymi. Celem autorki artykułu jest identyfikacja procesów zachodzących w podpoznańskiej gminie Rokietnica, w której pomimo znaczącego przyrostu ludności udało się w ostatnich latach podjąć kroki przeciwdziałające negatywnym skutkom intensywnej suburbanizacji
Public Participation Geographic Information Systems (PPGIS) in decision-making processes in spatial management
Wydział Geografii Społeczno-Ekonomicznej i Gospodarki PrzestrzennejPraca przedstawia wyniki badań poświęconych ocenie możliwości i efektów stosowania partycypacyjnych systemów informacji geograficznej (PPGIS) w procesach decyzyjnych w gospodarce przestrzennej, na przykładzie dziewięciu studiów przypadku z obszaru aglomeracji poznańskiej. W części teoretycznej pracy dokonano usystematyzowania Załącznik nr 2 do zarządzenia nr 110/2009/2010 Rektora UAM z dnia 20 listopada 2009 roku dotychczasowego stanu wiedzy na temat teoretycznych, interdyscyplinarnych uwarunkowań stosowania partycypacyjnych systemów informacji geograficznej, wskazując na uzasadnienie dla ich stosowania i rozwoju w procesach decyzyjnych w gospodarce przestrzennej – w kontekście upodmiotowienia społeczeństwa w gospodarce przestrzennej i jego roli w modelach zarządzania w samorządach, a także rozwoju społeczeństwa informacyjnego. Z kolei w części badawczej, nawiązując do celów poznawczych pracy, dokonano identyfikacji uwarunkowań prawnych, instytucjonalnych oraz społecznych stosowania PPGIS, wskazano możliwe obszary ich stosowania, przedstawiono charakterystykę społeczno-demograficzną oraz przestrzenną osób, które uczestniczyły w przeprowadzonych konsultacjach społecznych. Ponadto, dokonano oceny znaczenia PPGIS w procesach decyzyjnych w gospodarce przestrzennej oraz określono wpływ PPGIS na osiągany poziom partycypacji społecznej. W części aplikacyjnej przedstawiono model praktyczny stosowania PPGIS w gospodarce przestrzennej oraz sformułowano rekomendacje.The doctoral dissertation presents the results of research on the assessment of the possibilities and effects of the use of Public Participation Geographic Information Systems (PPGIS) in decision-making processes in spatial management, on the example of nine case studies from the Poznań agglomeration. The theoretical part of the thesis presents the current state of knowledge on interdisciplinary conditions for the use of PPGIS, indicating the justification for their use and development in decision-making processes in spatial management. The theoretical background was presented in the context of empowerment of the society in spatial management, participatory models of governance, and development of the information society. In the research part of the thesis (referring to objectives of the thesis) legal, institutional and social conditions for the use of PPGIS were identified, as well as possible areas of their application and the socio-demographic and spatial characteristics of participants of the public consultation processes. Moreover, the significance of PPGIS in decision-making processes in spatial management was assessed together with the impact of PPGIS on the achieved level of public participation. The application part presents a practical model of using PPGIS in spatial management and recommendations for the future development of tools and field of knowledge
The Use of PPGIS: Towards Reaching a Meaningful Public Participation in Spatial Planning
Publikacja pod tytułem „The Use of PPGIS: Towards Reaching a Meaningful Public Participation in Spatial Planning” autorstwa dr Edyty Bąkowskiej--Waldmann i prof. dr. hab. Tomasza Kaczmarka przedstawia wyniki badań przeprowadzonych w latach 2015–2021 na terenie aglomeracji poznańskiej, poświęconych pilotażowym wdrożeniom aplikacji internetowych PPGIS służących wspieraniu procesów konsultacji społecznych w planowaniu przestrzennym. Badania dotyczyły implementacji wyników procesów konsultacji społecznych do podejmowanych decyzji, motywacji władz lokalnych do stosowania PPGIS oraz oceny możliwości dalszego zastosowania narzędzi w planowaniu przestrzennym w badanych jednostkach. W artykule podjęto dyskusję na temat roli PPGIS w procesach decyzyjnych w gospodarce przestrzennej i zarządzaniu w jednostkach samorządu terytorialnego. W efekcie ewaluacji dwóch procesów planistycznych wykazano brak bezpośredniego wpływu wyników konsultacji społecznych na decyzje planistyczne przy jednoczesnej identyfikacji przyczyn tych ograniczeń i możliwych działań służących zwiększaniu potencjału PPGIS w procesach zarządzania w jednostkach samorządu terytorialnego
Legal and organizational framework for the use of geoweb methods for public participation in spatial planning in Poland: experiences, opinions and challenges
Geoweb methods offer an alternative to commonly used public participation methods in spatial planning.
This paper discusses two such geoweb methods – geo-questionnaire and geo-discussion in the context of their initial
applications within the spatial planning processes in Poland. The paper presents legal and organizational framework
for the implementation of methods, provides their development details, and assesses insights gained from their deployment
in the context of spatial planning in Poland. The analysed case studies encompass different spatial scales
ranging from major cities in Poland (Poznań and Łódź) to suburban municipalities (Rokietnica and Swarzędz in
Poznań Agglomeration). The studies have been substantiated by interviews with urban planners and local authorities
on the use and value of Geoweb methods in public consultations
Geo-questionnaire in urban planning – preliminary results of the experimental application in Poland
Changes in the attitude of local authorities towards the public participation in the decision making processes have prompted development of new methods of such involvement. As far as the urban planning is concerned, of particular potential is the so-called Public Participation Geographic Information Systems (PPGIS). One of the tools used for the purpose is a geo-questionnaire, combining the benefits of a standard questionnaire and a map, which permits collecting information on particular sites and on the respondents’ ideas on localisation of new objects and functionalities.Within the project “Geoportal supporting public participation in urban planning”, in the years 2015–2016, a study was undertaken to explore the effectiveness and usefulness of the geo-questionnaire. Five pilot studies were performed in the Poznań and Łódź agglomerations. The geo-questionnaires concerned the local spatial management plan in Rokietnica (Poznań agglomeration), landscape protection in Łódź, conception of the transportation system development in Łódź, conception of urban design of the Łazarski Market in Poznań, and the Map of Local Needs in the city center of Poznań. The aim of the study was to present the preliminary results of the initial implementations of geo-questionnaire developed within the project Geoportal supporting public participation in urban planning. The applications of geo-questionnaire have been analysed taking into account the characteristics of implementation areas, characteristics of users, the effectiveness of recruitment methods and opinions about the tool from two points of view: the respondents and the recipients of results
Public Participation GIS for sustainable urban mobility planning: methods, applications and challenges
Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of Poznań and Łodź. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The article outlines future research directions stressing the need for systematic case study evaluation
Organisation and diversification of the educational market in Poland: The case of the Poznań agglomeration
The political changes in Poland after 1989 affected the formation of a self-reliant society. One of the results
was the decentralisation of public tasks in the field of education, with the relevant competences transmitted to local
governments. Since then, communes have been responsible for ensuring equal access to public education, but at the
same time a non-public education market has been developing. Important for changes in the Polish educational system
was also a reform started in 1999 which led to the transformation of the two-level system of education existing since
1968 into a three-level structure.
The first non-public schools began to form as an alternative to public ones. Currently, non-public schools are mainly
run by non-governmental organisations, religious institutions or social associations. In the general opinion, the quality
of education in non-public schools is higher than in public ones (smaller classes, better contact between student
and teacher, an individual approach to each student). In the face of education-model changes it is important to create
a wide range of learning opportunities for everyone. It is also not about competition, but cooperation among all institutions
involved in education provision. In this article, the progressive diversification of the educational market is
presented on the example of the Poznań agglomeration.
A diversified educational system, its commercialisation, and the creation of new educational opportunities for children
and young people beyond the basic programme of education are undoubtedly benefits for the Polish society. The
growing competition among the wide range of educational institutions (also taking into account institutions organising
extra-curricular classes), from a theoretical point of view, should help to improve the quality of education in the entire
market of educational services. As a consequence, these trends, together with demographic changes, may invite the
question about the prospects of public schools in their present form in the future

Lokalne prognozy demograficzne jako podstawa planowania sieci szkolnej – przykład gmin Tarnowo Podgórne i Rokietnica w aglomeracji poznańskiej
Gminy aglomeracji poznańskiej, szczególnie te graniczące z Poznaniem,charakteryzuje w ostatnich latach duża dynamika przyrostu ludności, wynikająca przedewszystkim z napływu nowych, młodych mieszkańców. Zmiany liczby i struktury ludnościwedług wieku powodują, że władze publiczne stają przed poważnymi wyzwaniamizwiązanymi z zapewnieniem dostępności szkół dla dzieci i młodzieży.
