This is the translation of the second chapter (Considérations générales sur l'époque moderne et sur le moyen âge qui l'a préparée) and the third chapter (Des sciences au moyen âge) of the book Considérations sur la Marche des idées et des événements dans les temps modernes (1872), of Augustin Cournot. The translation of this work was carried out by the Translation Group of the Department of Philosophy of the University of Brasilia, coordinated by Professor Philippe Lacour. The group proposes to translate regularly works of French philosophy still unpublished in Portuguese. Hume: The Power of Abduction and Simple Observation in Economics

In Hume's epistemology, induction leads to discovery in matters of fact. However, because of the poor data Hume analyzes the balance of trade with a thought experiment, doing what Mill makes explicit afterwards: reason from assumptions, to reach conclusions which are true in the abstract. Hume's potential explanation, what Peirce later calls abduction, is backed by a case study, the price revolution of the 16th century, which supports half his abductive inference, when money supply is multiplied fivefold. Given that economics reasons abductively, Hume's attention to realistic hypotheses and the adjustment process matters

Modern Industrial Economics and Competition Policy: Open Problems and Possible Limits

Naturally, competition policy is based on competition economics made applicable in terms of law and its enforcement. Within the different branches of competition economics, modern industrial economics, or more precisely gametheoretic oligopoly theory, has become the dominating paradigm both in the U.S. (since the 1990s Post-Chicago movement) and in the EU (so-called more economic approach in the 2000s). This contribution reviews the state of the art in antitrust-oriented modern industrial economics and, in particular, critically discusses open questions and possible limits of basing antitrust on modern industrial economics. In doing so, it provides some hints how to escape current enforcement problems in industrial economics-based competition policy on both sides of the Atlantic. In particular, the paper advocates a change of the way modern industrial economics is used in competition policy: instead of more and more case-by-cases analyses, the insights from modern industrial economics should be used to design better competition rules
