    Japan’s Under-Researched Visible Minorities: Applying Critical Race Theory to Racialization Dynamics in a Non-White Society

    Critical Race Theory (CRT), an analytical framework grounded in American legal academia, uncovers power relationships between a racialized enfranchised majority and a disenfranchised minority. Although applied primarily to countries and societies with Caucasian majorities to analyze White Privilege this Article applies CRT to Japan, a non-White majority society. After discussing how scholarship on Japan has hitherto ignored a fundamental factor within racialization studies—the effects of skin color on the concept of “Japaneseness”—this Article examines an example of published research on the Post-WWII “konketsuji problem.” This research finds blind spots in the analysis, and re-examines it through CRT to uncover more nuanced power dynamics. This exercise attempts to illustrate the universality of nation-state racialization processes, and advocates the expansion of Whiteness Studies beyond Caucasian-majority societies into worldwide Colorism dynamics in general

    "Embedded Racism" In Japan's Official Registry Systems: Towards A Japanese Critical Race Theory

    Critical Race Theory (CRT), grounded in American legal theories of power and dominance, has been increasingly applied to other countries to analyse racialised power relationships between social groups. Applying CRT to Japanese society, where "racism" is officially denied as a factor in the systemic differentiation of peoples into a dominant majority and disenfranchised minorities, nevertheless reveals racialised paradigms behind deciding who is a "member" of society (as in a citizen) and who is not (as in, a non-citizen), systematically allocating privilege to people with "Japanese blood." This research focuses on recent changes to Japan's official registry systems vis-à-vis non-citizens. Historically, the Family Registry (koseki) and the Resident Registry (jūmin kihon daichō) have employed biological conceits to give systemic advantages (in terms of citizenship, employment, access to social welfare and official recognition as residents and family members) to "Wajin" (Japan's dominant social group with "Japanese blood") over "Non-Wajin." Although the Resident Registry system was amended in July 2012 to allow equal registry of noncitizens, this research finds under CRT methodology that the dominant Wajin majority did not further enfranchise or cede power to the disenfranchised non-citizen minority.     Racist Racism: Complicating Whiteness Through the Privilege & Discrimination of Westerners in Japan

    With no anti-discrimination legislation, strong Confucian-inspired ingroup mentality, and a belief in their mono-ethnicity, Japan is marred by a culture of widespread discrimination. Although it has ratified the International Convention for the Elimination of All Forms of Racial Discrimination, and guarantees equality in its Constitution, all those who differ from the closely circumscribed norm are excluded culturally, and legally. Whites’ position in this milieu is complicated because of the West’s unique historical relationship with Japan, and due to the perception of white global dominance. Although admired and arguably privileged over other outsiders, Caucasians are nevertheless mocked and discriminated against—openly, frequently, and with impunity. The concept of racism, as funneled through critical race theory’s (“CRT”) reliance on homogeneous white privilege, lacks dialectic space to address their experiences of discrimination. Yet both CRT analytical tools and desire for praxis, and Confucian respect for human dignity have much to offer in expanding discrimination discourse, exposing the concept of racism as Western-centric, supporting equality, and giving voice to victims who do not fit the victim norm. In the process, this enlarged theoretical and analytical space can help alleviate Japan’s labor shortage, prompting multi-faceted reforms, and achieving true Confucian harmony and democracy. I propose to create new discourse, situated within expanded CRT and whiteness studies, while providing analytical coverage to a group of Caucasians rarely mentioned in popular or scholarly literature.
