    Analysis of Practical Aspects in Implementing Basic Research Projects: International Experience, Ukrainian Realities and Prospects

    Peculiar features in implementing basic research projects as part of the innovation system and effective ways of strengthening the practical focus of basic research projects in Ukraine are studied. Peculiarities of basic research projects management are highlighted in light of theoretical aspects and global experiences in building up innovation systems. It is emphasized that a serious problem in basic research projects management is choice of effective forms of their financing. Main problems related with market promotion of basic research results in Ukraine are analyzed. Recommendations on development of innovation system and basic research in Ukraine through engaging domestic researchers in the global innovation system and the European Research Area are given.Досліджено особливості реалізації фундаментальних наукових проектів в рамках інноваційної системи, а також перспективні шляхи підвищення рівня практичної спрямованості фундаментальних наукових проектів в Україні. У рамках аналізу теоретичних аспектів та світового досвіду розвитку інноваційних систем розглянуто особливості менеджменту фундаментальних наукових проектів. Показано, що значною проблемою менеджменту фундаментальних наукових проектів є вибір ефективних форм їх фінансування. Проаналізовано основні проблеми, пов’язані з просуванням на ринок результатів фундаментальних досліджень в Україні. Надано рекомендації щодо розвитку інноваційної системи та фундаментальної науки в Україні на основі залучення вітчизняних вчених до глобальної інноваційної системи та європейського інноваційного простору.Исследованы особенности реализации фундаментальных научных проектов в рамках инновационной системы, а также перспективные пути повышения уровня практической направленности фундаментальных научных проектов в Украине. В рамках анализа теоретических аспектов и мирового опыта развития инновационных систем рассмотрены особенности менеджмента фундаментальных научных проектов. Показано, что значительной проблемой менеджмента фундаментальных научных проектов является выбор эффективных форм их финансирования. Проанализированы основные проблемы, связанные с продвижением на рынок результатов фундаментальных исследований в Украине.     Marketing communication strategies of colleges and universities based on spatial and temporal distribution of students

    The development of marketing strategies based on temporal and spatial student’s distribution is extremely important in order to win a niche in the market of educational services. The object of the study is information about the place of origin of the Henan Institute of Science and Technology students in 2016 and 2020. The data used are provided by the Office of Academic Affairs of Henan Institute of Science and Technology, which selects identity data of students admitted and registered at the university in 2016 and 2020. The temporal and spatial distribution and spatial aggregation characteristics of the student enrolments are analyzed, as well as factors affecting the quality of the student flows, such as geographic location, total number of students per year, and publicity. The paper uses spatial data analysis (ESDA), which determines the spatial weight between districts. Global Moran’s I index was used for spatial analysis. The analysis carried out on the example of Henan province showed that the number of graduates in each city in a given year directly affects the number of university entrants (in 2020, the largest number of school graduates was recorded in the cities of Zhoukou and Nanyang, which had the highest number of university entrants). The spatial arrangement of colleges and universities is identified as the main factor influencing the recruitment of students of each educational institution. The choice of colleges and universities by applicants and their parents in China is also determined by proximity to large cities, convenient transportation, and employment opportunities. It has been established that advertising educational services of universities is also an additional factor in their popularization and attraction of students. The important achievements and characteristics of the school should be highly summarized to ensure that all the information on the school brand is spread in the whole domain in a comprehensive manner. Different media should be selected for different students from different places. Attention should be paid to the use of new media such as WeChat, Micro-blog, Tiktok etc. Also, a significant role should be given to interpersonal communication and mobilization of the enthusiasm of graduates to increase the popularity of a particular educational institution. Colleges and universities should reflect on themselves, correct in time, and actively establish a complete, effective, and dynamic evaluation mechanism for marketing, to improve marketing strategies, including through surveys of graduates, students, parents and other stakeholders of higher education

    Problems of diagnostic management of congenital myotonia: to execute or to pardon

    Congenital myotonia is a monogenetic disease, hereditary neuromuscular chanalopathy that affects skeletal muscles. Two types of myotonia congenita exist; autosomal dominant myotonia congenita also called Thomsen disease (OMIM160800), and recessive generalized myotonia (RGM) or Becker myotonia (OMIM 255700). Because several CLCN1 mutations can cause either Becker myotonia or Thomsen myotonia, doctors usually rely on characteristic signs and symptoms to distinguish the two forms of myotonia congenita. However, diagnostic errors are very common at the level of primary health care. The authors present a clinical case of late diagnosis of congenital myotonia (variant pseudo-Becker) in 42 years old man. The features of the gas flow motion in the nodes of the granulator is studied.     High sensitivity GEM experiment on double beta decay of 76-Ge

    The GEM project is designed for the next generation 2 beta decay experiments with 76-Ge. One ton of ''naked'' HP Ge detectors (natural at the first GEM-I phase and enriched in 76-Ge to 86% at the second GEM-II stage) are operating in super-high purity liquid nitrogen contained in the Cu vacuum cryostat (sphere with diameter 5 m). The latest is placed in the water shield. Monte Carlo simulation evidently shows that sensitivity of the experiment (in terms of the T1/2 limit for neutrinoless 2 beta decay) is 10^27 yr with natural HP Ge crystals and 10^28 yr with enriched ones. These bounds corresponds to the restrictions on the neutrino mass less than 0.05 eV and 0.015 eV with natural and enriched detectors, respectively. Besides, the GEM-I set up could advance the current best limits on the existence of neutralinos - as dark matter candidates - by three order of magnitudes, and at the same time would be able to identify unambiguously the dark matter signal by detection of its seasonal modulation.Comment: LaTeX, 20 pages, 4 figure

    Association Between IL1B and SCN1A Polymorphism and Febrile Seizures in Children in Siberia

    Background: Febrile seizures (FS) are a benign, age-dependent, genetically determined state, in which the child’s brain is susceptible to epileptic seizures occurring in response to hyperthermia. We assessed whether polymorphisms of IL1B and SCN1A genes, encoding the proinflammatory cytokine IL1B and SCN1A, respectively, could help to predict FS development and find a new way to treat FS. Methods: We examined 121 children with FS and 30 children with HTS aged from 3 to 36 months. SNPs rs1143634 and rs16944 of IL1B gene, and rs3812718 and rs16851603 of SCN1A gene were determined by quantitative real-time PCR. Results: The analysis for rs1143634 revealed an association between the CC genotype and increased risk of FS development (OR 6.56; P=0.0008) against the background of acute respiratory viral infection. The same result was obtained for rs16944 (OR 3.13; P=0.04) and an association of two homozygous genotypes CC/CC. For rs3812718, the carriage of heterozygous genotype CT demonstrated a direct relationship with FS development (OR 44.95; P=0.000). Conclusion: Children with high FS risk need preventive treatment and joint observation of a pediatrician, pediatric infectionist, and a neurologist-epileptologist

    Methods of carotid endarterectomy

    This literature review is devoted to various carotid endarterectomy (CE) methods that exist today in Russia. The pros and cons of conventional and eversion technique of the operation are given. It is indicated that the former is associated with higher long-term rate of restenosis, aneurysm and patch infection. The second is associated with higher prevalence of intraoperative internal carotid artery (ICA) thrombosis due to intimal detachment distal to endarterectomy area. The following CE methods for patients with prolonged ICA involvement are described: neo bifurcation formation, autoarterial reconstruction, ICA autotransplantation, plastic using an occipital artery flap. The methods of CE with carotid body saving have been demonstrated: 1. Swallow tail type patch repair proposed by R.I. Izhbuldin; 2. S-shaped arteriotomy proposed by K. A. Antsupov; 3. Two types of operations proposed by R. А. Vinogradov; 4. Сutting off the ICA with sections of common and external carotid artery proposed by A. N. Kazantsev; 5. Glomus-saving ICA autotransplantation in patients with prolonged atherosclerotic involvement. The role of ICA transposition over the hypoglossal nerve in eversion CE is presented. The glomus-saving CE with ICA transposition, called Chik-Chirik CE, is described. Conclusions are drawn on the need to demonstrate all CE types in the novel Russian guidelines for the management of patients with of head and neck arterial diseases
