The failure of the centralized management system and the intense over-exploitation of benthonic resources along the Chilean coast motivated the design and implementation of an innovative co-management policy in 1999. Although its positive effects have already been recognized at biological and organizational level, doubts have been posed with regards to its economic sustainability. In this paper, we present a bio-economic evaluation at national level for one of the most important and valuable benthonic resources, the Loco ecosystem. A dynamic simulation model is developed in order to compare and evaluate the effectiveness of the traditional centralized management and the co-management system recently implemented in Chile. The results show that the amount of captures and effort devoted during the centralized management period were significantly underestimated due to the existence of illegal captures. On the other side, the results reveal that, after a fearful beginning, the values for revenues, capture and stock were larger than those that would have been obtained in case the former centralized system had persisted.natural resource modeling, marine policy, co-management policy, artisanal fisheries management, Territorial Use Right Fisheries, Industrial Organization, Resource /Energy Economics and Policy,

    Turbo EP-based Equalization: a Filter-Type Implementation

This manuscript has been submitted to Transactions on Communications on September 7, 2017; revised on January 10, 2018 and March 27, 2018; and accepted on April 25, 2018 We propose a novel filter-type equalizer to improve the solution of the linear minimum-mean squared-error (LMMSE) turbo equalizer, with computational complexity constrained to be quadratic in the filter length. When high-order modulations and/or large memory channels are used the optimal BCJR equalizer is unavailable, due to its computational complexity. In this scenario, the filter-type LMMSE turbo equalization exhibits a good performance compared to other approximations. In this paper, we show that this solution can be significantly improved by using expectation propagation (EP) in the estimation of the a posteriori probabilities. First, it yields a more accurate estimation of the extrinsic distribution to be sent to the channel decoder. Second, compared to other solutions based on EP the computational complexity of the proposed solution is constrained to be quadratic in the length of the finite impulse response (FIR). In addition, we review previous EP-based turbo equalization implementations. Instead of considering default uniform priors we exploit the outputs of the decoder. Some simulation results are included to show that this new EP-based filter remarkably outperforms the turbo approach of previous versions of the EP algorithm and also improves the LMMSE solution, with and without turbo equalization

Two RNA-binding motifs in eIF3 direct HCV IRES-dependent translation.

The initiation of protein synthesis plays an essential regulatory role in human biology. At the center of the initiation pathway, the 13-subunit eukaryotic translation initiation factor 3 (eIF3) controls access of other initiation factors and mRNA to the ribosome by unknown mechanisms. Using electron microscopy (EM), bioinformatics and biochemical experiments, we identify two highly conserved RNA-binding motifs in eIF3 that direct translation initiation from the hepatitis C virus internal ribosome entry site (HCV IRES) RNA. Mutations in the RNA-binding motif of subunit eIF3a weaken eIF3 binding to the HCV IRES and the 40S ribosomal subunit, thereby suppressing eIF2-dependent recognition of the start codon. Mutations in the eIF3c RNA-binding motif also reduce 40S ribosomal subunit binding to eIF3, and inhibit eIF5B-dependent steps downstream of start codon recognition. These results provide the first connection between the structure of the central translation initiation factor eIF3 and recognition of the HCV genomic RNA start codon, molecular interactions that likely extend to the human transcriptome

Electrochemical treatment of aluminium alloy 7075 in aqueous solutions of imidazolium phosphonate and phosphate ionic liquids and scratch resistance of the resultant materials

The abilitiy of 1-ethyl-3-methylimidazolium ethylphosphonate ([ImPhosphonate]) and 1-ethyl-3-methylimidazolium diethylphosphate ([ImPhosphate]) ionic liquids (ILs) to interact with anodized Al7075 T6 aluminium alloy has been studied via electrochemical techniques under different applied potentials, inside and outside the passivation regions. SEM, EDX and XPS analysis have been used to study the composition of the surface coatings. The abrasion resistance after treatment with the ILs has been studied by scratch tests under progressive load, and compared with the performance of the unprotected material and the anodized alloy. While conventional anodization only improves the abrasion resistance of Al7075 in a 30%, the maximum reduction of the penetration depth, 86% with respect to Al7075 and 79% with respect to the anodized alloy, is obtained for the material treated with [ImPhosphonate] at 1 V, in the passivation region. Under these conditions, a phosphorus-containing alumina layer is formed. Applied voltages outside the passivation region for each IL activate the dissolution of the alumina layer and reduce abrasion resistance, not only with respect to the anodized material, but also with respect to the unprotected alloy. This work received the financial support of the Ministerio de Economía y Competitividad (MINECO, Spain) and the EU FEDER Program (Grant MAT2014-55384-P), and the Fundación Séneca, Agencia de Ciencia y Tecnología de la Región de Murcia for a “Ayuda a las Unidades y Grupos de Excelencia Científica de la Región de Murcia (Programa Séneca 2014)” (Grant 19877/GERM/14)
