    Fiscal Policy Coordination within a Monetary Union in the Presence of Risk Premia

    This paper extends the differential game analysis of Engwerda et al (2002)on the interaction between fiscal stabilisation policies in a two-country monetary union. It considers the effect on the behaviour of authorities when there are country and/or union risk premia that depend on the fiscal position of both countries in the monetary union. These effects are discussed in the context of a monetary authority adopting a fixed rate and a Taylor rule, respectively, for its monetary policy.     Efficient scheduling algorithms for quality-of-service guarantees in the Internet

    Thesis (Ph.D.)--Massachusetts Institute of Technology, Dept. of Electrical Engineering and Computer Science, 2000.Includes bibliographical references (p. 167-172).The unifying theme of this thesis is the design of packet schedulers to provide quality-of- service (QoS) guarantees for various networking problem settings. There is a dual emphasis on both theoretical justification and simulation evaluation. We have worked on several widely different problem settings - optical networks, input-queued crossbar switches, and CDMA wireless networks - and we found that the same set of scheduling techniques can be applied successfully in all these cases to provide per-flow bandwidth, delay and max-min fairness guarantees. We formulated the abstract scheduling problems as a sum of two aspects. First, the particular problem setting imposes constraints which dictate what kinds of transmission patterns are allowed by the physical hardware resources, i.e., what are the feasible solutions. Second, the users require some form of QoS guarantees, which translate into optimality criteria judging the feasible solutions. The abstract problem is how to design an algorithm that finds an optimal (or near-optimal) solution among the feasible ones. Our schedulers are based on a credit scheme. Specifically, flows receive credits at their guaranteed rate, and the arrival stream is compared to the credit stream acting as a reference. From this comparison, we derive various parameters such as the amount of unspent credits of a flow and the waiting time of a packet since its corresponding credit arrived. We then design algorithms which prioritize flows based on these parameters. We demonstrate, both by rigorous theoretical proofs and by simulations, that these parameters can be bounded.     The Relationship between Stress, Work Hours and Depressive Symptoms among Migrant Factory Workers in China

    This study sought to identify the relationship between work hours, stress, and depressive symptoms among migrant factory workers in China (N = 911). Using correlational analyses, the researcher arrived at results that indicated there was a weak but significant positive correlation between working hours and stress levels; a significant moderate relationship between working hours and depression levels, and a significant association between stress levels and depressive symptoms among migrant factory workers in China. Additionally, multiple regression analysis found a significant correlation between depressive symptoms and dorm-living (environmental factor) in the participants. Data indicated social support and gender difference were found to have significant influence in stress levels and depressive symptoms among migrant factory workers in China

    Aspirin for the prevention of cognitive decline in the elderly: rationale and design of a neuro-vascular imaging study (ENVIS-ion)

    <p>Abstract</p> <p>Background</p> <p>This paper describes the rationale and design of the ENVIS-ion Study, which aims to determine whether low-dose aspirin reduces the development of white matter hyper-intense (WMH) lesions and silent brain infarction (SBI). Additional aims include determining whether a) changes in retinal vascular imaging (RVI) parameters parallel changes in brain magnetic resonance imaging (MRI); b) changes in RVI parameters are observed with aspirin therapy; c) baseline cognitive function correlates with MRI and RVI parameters; d) changes in cognitive function correlate with changes in brain MRI and RVI and e) whether factors such as age, gender or blood pressure influence the above associations.</p> <p>Methods/Design</p> <p>Double-blind, placebo-controlled trial of three years duration set in two Australian academic medical centre outpatient clinics. This study will enrol 600 adults aged 70 years and over with normal cognitive function and without overt cardiovascular disease. Subjects will undergo cognitive testing, brain MRI and RVI at baseline and after 3 years of study treatment. All subjects will be recruited from a 19,000-patient clinical outcome trial conducted in Australia and the United States that will evaluate the effects of aspirin in maintaining disability-free longevity over 5 years. The intervention will be aspirin 100 mg daily versus matching placebo, randomized on a 1:1 basis.</p> <p>Discussion</p> <p>This study will improve understanding of the mechanisms at the level of brain and vascular structure that underlie the effects of aspirin on cognitive function.     Oregon Health & Science University (OHSU) Department of Family Medicine (DFM) formed the COVID-19 Inquiry Group to rapidly identify, evaluate, synthesize, and disseminate existing evidence to answer COVID-19-related questions for their community. After answers to questions from the community are finalized, team administrators submit answers for authorization by an institutional oversight committee.     PulseNet International: vision for the implementation of whole genome sequencing (WGS) for global food-borne disease surveillance

The network comprises the national and regional laboratory networks of Africa, Asia Pacific, Canada, Europe, Latin America and the Caribbean, the Middle East, and the United States. The PulseNet International vision is the standardised use of whole genome sequencing (WGS) to identify and subtype food-borne bacterial pathogens worldwide, replacing traditional methods to strengthen preparedness and response, reduce global social and economic disease burden, and save lives. To meet the needs of real-time surveillance, the PulseNet International network will standardise subtyping via WGS using whole genome multilocus sequence typing (wgMLST), which delivers sufficiently high resolution and epidemiological concordance, plus unambiguous nomenclature for the purposes of surveillance. Standardised protocols, validation studies, quality control programmes, database and nomenclature development, and training should support the implementation and decentralisation of WGS. Ideally, WGS data collected for surveillance purposes should be publicly available, in real time where possible, respecting data protection policies. WGS data are suitable for surveillance and outbreak purposes and for answering scientific questions pertaining to source attribution, antimicrobial resistance, transmission patterns, and virulence, which will further enable the protection and improvement of public health with respect to food-borne disease.info:eu-repo/semantics/publishedVersio

    Increasing Drug Resistance in Extensively Drug-Resistant Tuberculosis, South Africa

    We expanded second-line tuberculosis (TB) drug susceptibility testing for extensively drug-resistant Mycobacterium tuberculosis isolates from South Africa. Of 19 patients with extensively drug-resistant TB identified during February 2008–April 2009, 13 (68%) had isolates resistant to all 8 drugs tested. This resistance leaves no effective treatment with available drugs in South Africa
