The author discusses six points important in the diplomatic process of peace building. She begins in her first point outlining the development or evolution of peacekeeping in the modern world and details five more points that are important to the peace building process including the fact that peace must be home grown, there are mediators, allied states have a role, the role of diplomacy, and finally the role of institution building
The broadening of Fe II lines by neutral hydrogen collisions
Data for the broadening of 24188 Fe II lines by collisions with neutral
hydrogen atoms have been computed using the theory of Anstee & O'Mara as
extended to singly ionised species and higher orbital angular momentum states
by Barklem & O'Mara. Data have been computed for all Fe II lines between
observed energy levels in the line lists of Kurucz with log gf > -5 for which
the theory is applicable. The variable energy debt parameter Ep used in
computing the second order perturbation theory potential is chosen to be
consistent with the long range dispersion interaction constant C6 computed

Comments on alternative calculations of the broadening of spectral lines of neutral sodium by H-atom collisions
With the exception of the sodium D-lines recent calculations of line
broadening cross-sections for several multiplets of sodium by Leininger et al
(2000) are in substantial disagreement with cross-sections interpolated from
the tables of Anstee and O'Mara (1995) and Barklem and O'Mara (1997). The
discrepancy is as large as a factor of three for the 3p-4d multiplet. The two
theories are tested by using the results of each to synthesize lines in the
solar spectrum. It is found that generally the data from the theory of Anstee,
Barklem and O'Mara produce the best match to the observed solar spectrum. It is
found, using a simple model for reflection of the optical electron by the
potential barrier between the two atoms, that the reflection coefficient is too
large for avoided crossings with the upper states of subordinate lines to
contribute to line broadening, supporting the neglect of avoided ionic
crossings by Anstee, Barklem and O'Mara for these lines. The large
discrepancies between the two sets of calculations is a result of an
approximate treatment of avoided ionic crossings for these lines by Leininger

Overexpression of Mcl-1 exacerbates lymphocyte accumulation and autoimmune kidney disease in lpr mice
Cell death by apoptosis has a critical role during embryonic development and in maintaining tissue homeostasis. In mammals,
there are two converging apoptosis pathways: the ‘extrinsic’ pathway, which is triggered by engagement of cell surface ‘death
receptors’ such as Fas/APO-1; and the ‘intrinsic’ pathway, which is triggered by diverse cellular stresses, and is regulated by prosurvival
and pro-apoptotic members of the Bcl-2 family of proteins. Pro-survival Mcl-1, which can block activation of the proapoptotic
proteins, Bax and Bak, appears critical for the survival and maintenance of multiple haemopoietic cell types. To
investigate the impact on haemopoiesis of simultaneously inhibiting both apoptosis pathways, we introduced the vavP-Mcl-1
transgene, which causes overexpression of Mcl-1 protein in all haemopoietic lineages, into Faslpr/lpr mice, which lack functional
Fas and are prone to autoimmunity. The combined mutations had a modest impact on myelopoiesis, primarily an increase in the
macrophage/monocyte population in Mcl-1tg/lpr mice compared with lpr or Mcl-1tg mice. The impact on lymphopoiesis was
striking, with a marked elevation in all major lymphoid subsets, including the non-conventional double-negative (DN) T cells
(TCRβ+
CD4–
CD8–
B220+
) characteristic of Faslpr/lpr mice. Of note, the onset of autoimmunity was markedly accelerated in Mcl-1tg/lpr
mice compared with lpr mice, and this was preceded by an increase in immunoglobulin (Ig)-producing cells and circulating
autoantibodies. This degree of impact was surprising, given the relatively mild phenotype conferred by the vavP-Mcl-1 transgene
by itself: a two- to threefold elevation of peripheral B and T cells, no significant increase in the non-conventional DN T-cell
population and no autoimmune disease. Comparison of the phenotype with that of other susceptible mice suggests that the
development of autoimmune disease in Mcl-1tg/lpr mice may be influenced not only by Ig-producing cells but also other
haemopoietic cell types
Statistical equilibrium of silicon in the solar atmosphere
The statistical equilibrium of neutral and ionised silicon in the solar
photosphere is investigated. Line formation is discussed and the solar silicon
abundance determined. High-resolution solar spectra were used to determine
solar values by comparison with Si line synthesis
based on LTE and NLTE level populations. The results will be used in a
forthcoming paper for differential abundance analyses of metal-poor stars. A
detailed analysis of silicon line spectra leads to setting up realistic model
atoms, which are exposed to interactions in plane-parallel solar atmospheric
models. The resulting departure coefficients are entered into a line-by-line
analysis of the visible and near-infrared solar silicon spectrum. The
statistical equilibrium of \ion{Si}{i} turns out to depend marginally on
bound-free interaction processes, both radiative and collisional. Bound-bound
interaction processes do not play a significant role either, except for
hydrogen collisions, which have to be chosen adequately for fitting the cores
of the near-infrared lines. Except for some near-infrared lines, the NLTE
influence on the abundances is weak. Taking the deviations from LTE in silicon
into account, it is possible to calculate the ionisation equilibrium from
neutral and ionised lines. The solar abundance based on the experimental
-values of Garz corrected for the Becker et al.'s measurement is . Combined with an extended line sample with selected NIST -values, the
solar abundance is , with a nearly perfect ionisation

Node-balancing by edge-increments
Suppose you are given a graph with a weight assignment
and that your objective is to modify using legal
steps such that all vertices will have the same weight, where in each legal
step you are allowed to choose an edge and increment the weights of its end
points by .
In this paper we study several variants of this problem for graphs and
hypergraphs. On the combinatorial side we show connections with fundamental
results from matching theory such as Hall's Theorem and Tutte's Theorem. On the
algorithmic side we study the computational complexity of associated decision
problems.
Our main results are a characterization of the graphs for which any initial
assignment can be balanced by edge-increments and a strongly polynomial-time
algorithm that computes a balancing sequence of increments if one exists.Comment: 10 page
Mnt modulates Myc-driven lymphomagenesis
The transcriptional represser Mnt is a functional antagonist of the proto-oncoprotein Myc. Both Mnt and Myc utilise Max as an obligate partner for DNA binding, and Myc/Max and Mnt/Max complexes compete for occupancy at E-box DNA sequences in promoter regions. We have previously shown in transgenic mouse models that the phenotype and kinetics of onset of haemopoietic tumours varies with the level of Myc expression. We reasoned that a decrease in the level of Mnt would increase the functional level of Myc and accelerate Myc-driven tumorigenesis. We tested the impact of reduced Mnt in three models of myc transgenic mice and in p53+/− mice. To our surprise, mnt heterozygosity actually slowed Myc-driven tumorigenesis in vavP-MYC10 and Eμ-myc mice, suggesting that Mnt facilitates Myc-driven oncogenesis. To explore the underlying cause of the delay in tumour development, we enumerated Myc-driven cell populations in healthy young vavP-MYC10 and Eμ-myc mice, expecting that the reduced rate of leukaemogenesis in mnt heterozygous mice would be reflected in a reduced number of preleukaemic cells, due to increased apoptosis or reduced proliferation or both. However, no differences were apparent. Furthermore, when mnt+/+ and mnt+/− pre-B cells from healthy young Eμ-myc mice were compared in vitro, no differences were seen in their sensitivity to apoptosis or in cell size or cell cycling. Moreover, the frequencies of apoptotic, senescent and proliferating cells were comparable in vivo in mnt+/− and mnt+/+ Eμ-myc lymphomas. Thus, although mnt heterozygosity clearly slowed lymphomagenesis in vavP-MYC10 and Eμ-myc mice, the change(s) in cellular properties responsible for this effect remain to be identified
Sodium abundances in nearby disk stars
We present sodium abundances for a sample of nearby stars. All results have
been derived from NLTE statistical equilibrium calculations. The influence of
collisional interactions with electrons and hydrogen atoms is evaluated by
comparison of the solar spectrum with very precise fits to the Na I line cores.
The NLTE effects are more pronounced in metal-poor stars since the statistical
equilibrium is dominated by collisions of which at least the electronic
component is substantially reduced. The resulting influence on the
determination of sodium abundances is in a direction opposite to that found
previously for Mg and Al. The NLTE corrections are about -0.1 in thick-disk
stars with [Fe/H] about -0.6. Our [Na/Fe] abundance ratios are about solar for
thick- and thin-disk stars. The increase in [Na/Fe] as a function of [Fe/H] for
metal-rich stars found by Edvardsson et al. (1993) is confirmed. Our results
suggest that sodium yields increase with the metallicity, and quite large
amounts of sodium may be produced by AGB stars. We find that [Na/Fe]ratios,
together with either [Mg/Fe] ratio, kinematic data or stellar evolutionary
ages, make possible the individual discrimination between thin- and thick-disk
