Time evolution of the behaviour of Brazilian legislative Representatives using a complex network approach

The follow up of Representative behavior after elections is imperative for a democratic Representative system, at the very least to punish betrayal with no re-election. Our goal was to show how to follow Representatives' and how to show behavior in real situations and observe trends in political crises including the onset of game changing political instabilities. We used correlation and correlation distance matrices of Brazilian Representative votes during four presidential terms. Re-ordering these matrices with Minimal Spanning Trees displays the dynamical formation of clusters for the sixteen year period, which includes one Presidential impeachment. The reordered matrices, colored by correlation strength and by the parties clearly show the origin of observed clusters and their evolution over time. When large clusters provide government support cluster breaks, political instability arises, which could lead to an impeachment, a trend we observed three years before the Brazilian President was impeached. We believe this method could be applied to foresee other political storms.Comment: 11 pages, 4 Figure

Un Análisis de cointegración con corrección de errores de las Fugas de Capital y la Inestabilidad Política en México , An econometric model of capital flight in Mexico

Resumen El presente estudio se centra en analizar los factores que provocan el éxodo de capital en México, entre los que se incluyen: el saldo en cuenta corriente, el grado de sobrevaluación de la moneda, el diferencial en las tasas de interés entre México y Estados Unidos y el diferencial en las tasas de inflación México-Estados Unidos. De igual forma, se incluyen factores como la inestabilidad política y las llamadas crisis recurrentes en el análisis de las fugas de Capital en México. Asimismo, se plantean los modelos más comunes para la estimación de la fuga de capital aplicados a México. Abstract The study is centered on the model of capital flight from Mexico. Prototype design of a mobile app oriented to adults with obesity

Obesity in adults is a worldwide problem, which is why different countries, through their health-related agencies, implement policies to fight this disease. One of the tools is the use of a mobile application that controls obesity. In this sense, the prototype was designed taking into account different items such as physical activities, body mass index, calorie intake, and food options, among others. The objective of the research is to design a mobile app that allows us to control of obesity in adults. The methodology used is design thinking which allows us to use a systematic approach to reach the objective. An interview was conducted to identify the needs of the user and obtain information regarding their essential needs. In addition, a survey was carried out, the outcome shows satisfaction with a 58% acceptance rate. The beneficiaries of this research are adults who suffer from obesity and healthcare centers. Likewise, research has a positive impact since it focuses on solving problems directly related to health issues

Análise de Impacto Regulatório No Processo Legislativo: relevância nas proposições legislativas aprovadas em 2020 pela Câmara dos Deputados

Direito.A análise de impacto regulatório (AIR) é uma ferramenta utilizada em diversos países para auxiliar o regulador a tomar decisões com base em estudos de custo-benefício, alternativas comparadas e melhores práticas internacionais com a finalidade de decidir adotar ou não determinada medida de regulação da atividade econômica. A qualidade regulatória de um país impacta diretamente na sua capacidade de atrair investimentos e superar crises econômicas, motivo pelo qual o tema se mostra especialmente relevante no atual cenário brasileiro. Desta forma, o presente trabalho busca responder à seguinte pergunta: “a análise de impacto regulatório foi utilizada como instrumento relevante de tomada de decisão para aprovação de proposições legislativas pela Câmara dos Deputados no ano de 2020?”. A hipótese considerada é negativa. Através de pesquisa bibliográfica e de análise do processo legislativo, por meio do método de abordagem dedutivo, concluiu-se que a ferramenta de análise de impacto regulatório não foi utilizada como instrumento relevante de tomada de decisão no processo legislativo no âmbito da Câmara dos Deputados no ano de 2020.Regulatory impact analysis (RIA) is a tool used in several countries to help regulators make decisions based on cost-benefit studies, compared alternatives and best international practices in order to decide whether or not to adopt a certain regulatory measure of economic activity. The regulatory quality of a country directly impacts its ability to attract investments and overcome economic crises, which is why the issue is particularly relevant in Brazil’s current scenario. Thus, the present work seeks to answer the following question: “was the regulatory impact analysis used as a relevant decision-making tool for the approval of legislative proposals by the Chamber of Deputies in 2020?”. The considered hypothesis is negative. Through bibliographical research and analysis of the legislative process, through the method of deductive approach, it was concluded that the regulatory impact analysis tool was not used as a relevant decision-making tool in the legislative process within the Chamber of Deputies in the year 2020

Matrimonio civil en Colombia: Constituciones y leyes (1853, 1863, 1886) – Código Civil (1873, 1887)

In this article we will perform a comparative and iushistórico study of civil marriage in Colombia, based on the main requirements and procedures established in the constitutions of 1853, 1863 and the political charter of 1886 (Law 20 July 1853), the Civil Code of 1873 (Law 84) and Civil Code of 1887 (Law 57), and the identification of “legal transplants” (or normative transfers) from the Civil Code of the Republic of Chile (Andrés Bello of 1857).En este artículo presentamos un estudio comparado e iushistórico del matrimonio civil en Colombia, destacando los principales requisitos y los procedimientos establecidos en las constituciones de 1853, 1863 y la carta política de 1886, en relación a las normas que consagran el matrimonio civil (Ley 20 de julio de 1853), el Código Civil de 1873 (Ley 84) y el Civil de 1887 (Ley 57 ); identificamos además los “trasplantes legales” (o transferencias normativas) del Código Civil de la República de Chile (Andrés Bello, 1857)

Um panorama da abordagem da segurança da informação na propriedade intelectual pelas instituições de ciência e tecnologia

Dissertação (mestrado)—Rede Nacional em Propriedade Intelectual e Transferência de Tecnologia para a Inovação, Universidade de Brasília, Centro de Apoio ao Desenvolvimento Tecnológico, Programa de Pós-Graduação em Propriedade Intelectual e Transferência de Tecnologia para a Inovação, 2019.O presente estudo apresenta um panorama nacional e internacional dos controles relacionados à segurança da informação, utilizados pelas Instituições de Ciência e Tecnologia (ICT) em suas atividades relacionadas à Propriedade Intelectual. Para esta análise foram selecionadas Instituições de renome internacional, divididas em três estrangeiras (Harvard, MIT e Oxford) e quatro nacionais (UFSC, UFRJ, UnB e Unicamp). A metodologia utilizada usou como referencial as recomendações das normas ABNT NBR ISO/IEC 27001 e 27002, e permitiu mapear os principais controles adotados pelas ICT, além de indicar as Instituições que possuem um Sistema de Gestão de Segurança da Informação (SGSI) mais completo e abrangente. A partir desse mapeamento, analisou-se o impacto dos principais controles nas atividades institucionais que envolvem Propriedade Intelectual. Concluiu-se que a adoção de um SGSI é crucial para o desenvolvimento de atividades relacionadas à Propriedade Intelectual, tais como a proteção de ativos intangíveis e a transferência de tecnologias. Observou-se que, comparando-se as ICT nacionais com as estrangeiras, estas apresentam um Sistema de Gestão de Segurança da Informação mais abrangente, em relação à PI. Destacou-se ainda, que as normas e as diretrizes das ICT nacionais, para segurança da informação, são direcionadas para TI, não abordando aspectos importantes para PI. Neste sentido, foi apresentado uma proposta de check-list de protocolo de segurança da informação para ser implementado nas ICT.The present study presents a national and international panorama of the information security controls used by Science and Technology Institutions (STI) in their activities related to Intellectual Property. For this analysis, internationally renowned institutions were selected, divided into three foreign universities (Harvard, MIT and Oxford) and four Brazilian universities (UFSC, UFRJ, UnB and Unicamp). The methodology used used as a reference the recommendations of ABNT NBR ISO / IEC 27001 and 27002, and allowed mapping the main controls adopted by the ICTs, besides indicating the Institutions that have a more complete and comprehensive Information Security Management System (ISMS). From this mapping, the impact of the main controls on the institutional activities involving Intellectual Property was analyzed. It was concluded that the adoption of an ISMS is crucial for the development of activities related to Intellectual Property, such as the protection of intangible assets and the transfer of technologies. It was observed that, comparing national and foreign ICT, they present a more comprehensive Information Security Management System in relation to IP. It was also pointed out that the norms and guidelines of national ICT for information security are directed to IT, not addressing important aspects of IP. Agentes y web semántica: elementos claves para el futuro del e-learning

Es indudable que la Web ha sido uno de los componentes que han colaborado con los procesos de enseñanza-aprendizaje, pero la inmensa cantidad de información que se encuentra en la red hace que el nivel de dificultad para buscar, acceder, presentar y mantener la información que requieren los usuarios, tanto estudiantes como docentes, sea muy alto, debido a que el contenido de la información es presentada principalmente en lenguaje natural; para dar solución a esto, se propone transformar la actual Web para que supla estas deficiencias, aplicando a éste el concepto de ontología, dando origen a la “Web Semántica”, y así optimizar dichos procesos pedagógicos. El objetivo de este documento es, inicialmente, presentar los conceptos y aspectos básicos que giran en torno a dicho concepto, además de mostrar algunas investigaciones que se han realizado al respecto. Finalmente, se presenta una propuesta de un modelo para ser aplicado en los procesos de enseñanza-aprendizaje en la Web del futuro
