Algunas notas sobre el consumo y comercialización de tejidos en Castilla a comienzos del siglo XVII: la encuesta de 1618

El presente artículo ofrece algunas notas sobre el consumo y la comercialización de textiles en varias áreas de Castilla en las primeras décadas del siglo XVII a partir de una nueva fuente documental: la encuesta de 1618. La primera parte expone las características de la fuente documental. En la segunda se analizan las transacciones de tejidos atendiendo a la fibra empleada en su elaboración. La tercera parte presenta algunas notas sobre la tipología de los tejidos vendidos en Castilla en 1614-16. Esto nos permite analizar las áreas de comercialización de dos géneros representativos de la pañería castellana: los paños segovianos y los de Córdoba, Úbeda y Baeza. Por último, a partir del estudio del consumo de tejidos por vecino en varios partidos y distritos y del análisis de las relaciones de intercambio entre los precios del trigo y los de varios tejidos en 1614-16 se detectan varios indicios que apuntan a unos niveles de consumo de tejidos más elevados en Andalucía que en Castilla la Vieja.This article deals with the consumption and marketing of textiles in some Castilian areas during the first decades of the 17th century. The study uses a new documentary source: the 1618 inquiry. Part one describes the main characteristics of this documentary source. The second part analyzes textiles sales according to the fibre the different fabrics were made of. The third part presents some notes on the typology of the textiles sold in the country. This allows us to describe the marketing areas of two highly representative products of the Castilian woollen industry: the Segovian and Andalusian cloth. Finally, in the fourth and last part we have estimated the consumption of textile fabrics by household. This analysis has also been completed with a study of the terms of trade between grain and some textile fabrics between 1614 and 1616. Bread provision in seventeenth century Madrid

El mercado del pan era el más importante de los mercados de abastos, pero también el que contaba con el más complejo sistema de intervención. Los objetivos de la política de abastos eran asegurar un suministro continuo a precios estables y moderados. Los instrumentos incluían la regulación de los precios del grano y el pan, la provisión directa a través del pósito municipal y, en el caso de la corte, el pan de registro. En este trabajo examinamos la política de tasas, las disposiciones del gobierno y el comportamiento de los precios del pan en Madrid y del trigo en los mercados de origen.Bread market was the most important provision markets, so the complexity of intervention system. The aim of provision policy was to guarantee the continuous supply of bread at moderate and stable prices. The means included the regulation the price, the direct provision by the public granary and, in the case of the court, the named registered bread. Structure and Change of the Royal Fisel Revenues in Seventeenth Century Castile

El examen de las relaciones de rentas compiladas por los ministros de hacienda en momentos de crisis o dificultades financieras ofrece una buena imagen de la estructura y valor de los ingresos de la Corona de Castilla desde finales del siglo XVI y a lo largo del XVII. Gracias a estos documentos es posible medir el aumento de la carga tributaria durante la escalada fiscal del reinado de Felipe IV y la importancia de las medidas de alivio aprobadas en el de Carlos II, así como el peso de los ingresos estrictamente fiscales respecto a los extraordinarios. El artículo se detiene asimismo en el análisis de la evolución de la carga tributaria en términos «reales» planteando algunas de sus repercusiones sobre la economía y la población de Castilla.The study of a group of fiscal relations compiled by royal ministers in some moments of the XVIth and XVIIth centuries offers an accurate view of both the amount and the structure of the fiscal revenues collected by the Castilian Crown from 1577 to 1688. These documentary sources have allowed us to measure the increase of the tax burden during the reign of Philip IV and the importance of the measures subsequently adopted during the reign of Charles II to lighten such burden. Simultaneously, our sources have also allowed us to compare the amount and the evolution of the ordinary taxes collected by the Crown to that of the extraordinary incomes. Impuestos municipales, precios y salarios reales en la Castilla del siglo XVII: el caso de Madrid

Este artículo analiza el papel de los impuestos municipales y en qué medida estos tributos hicieron subir los precios en torno a un 20% y bajar los salarios reales entre un 15 y un 20% en Madrid durante los años que median entre 1596 y 1700, resultados que bien pueden considerarse representativos de una tendencia general en las ciudades castellanas del siglo XVII. De un modo más general, los autores citados, utilizando documentación del Archivo Histórico Nacional, del Archivo General de Palacio y del Archivo General de Simancas, afirman que la suma del pago de los impuestos reales y de los impuestos municipales, es decir, de la fiscalidad en su conjunto, tuvo una decisiva influencia en la decadencia de la hasta entonces floreciente red urbana del reino castellano, pues, entre otras cosas, redujo la competitividad de las manufacturas que se fabricaban en dichas ciudades. Cualquier estudio de los impuestos cobrados por la villa durante este período conduce al análisis de las estrechas relaciones financieras entre la Corona y su capital. Para reunir la suma que Madrid otorgó a la Corona mediante donativos, la ciudad pidió prestadas estas cantidades. A cambio, la Real Hacienda transfirió a Madrid la mayor parte de los impuestos reales que se cobraban en la villa y su distrito fiscal, permitiendo también que Madrid introdujera nuevos impuestos municipales para pagar los intereses y amortizar el principal de las sumas tomadas en préstamo.This essay analyzes the influence of the indirect taxes levied by Madrid on price and wage levels in the Castilian capital and shows that at the end of the seventeenth century indirect taxes raised price levels around 15-20%, reducing real wages to the same measure. The Madrilian case suggests that indirect taxation should have exerted a strong influence in the growing problems of the Castilian cities during the seventeenth century crisis, damaging the competitiveness of the urban industries. The study of Madrid´s case leds to the consideration of the close financial relationships between the Crown and its capital city during the Seventeenth Century. The Crown asked Madrid many «donativos», especially after 1653, and to raise the sums raised in such «donativos» Madrid developed its debt, issuing bonds or «censos». Fiscal policy and prices in 17th century Castile: the wine prices in Madrid 1606-1700

El presente artıulo analiza la relacioón entre la fiscalidad y los precios en la Castilla del siglo XVII a través de un estudio de la influencia de los impuestos reales y municipales sobre el precio del litro de vino ordinario en Madrid entre 1606 y 1700. El primer apartado presenta los diversos tributos reales y municipales cobrados sobre el vino en Madrid, y demuestra que este producto fue el que más ingresos fiscales aportó tanto a la Hacienda Real como a la municipal. La segunda parte estudia el modo en que las autoridades estimaban el valor de los impuestos monetarios y en especie cobrados recaudados sobre este producto. El tercer apartado muestra que el peso de los impuestos municipales y reales cobrados sobre el litro de vino creció a lo largo del período. Si hacia 1606-10 estos impuestos representaban el 30 por cien del precio de venta del vino, en el último tercio del siglo este porcentaje creció hasta el del 60-65 por cien.This article deals with the relations between taxation and prices levels in seventeenth century Castile through an analysis of the influence of royal and municipal taxes on the retail prices of cheap wine in Madrid between 1606 and 1700. First part describes the taxes levied on cheap wine by the Castilian Crown and the town council in Madrid. Both kinds of taxes provided the Royal and the City Treasuries with the most important part of their tax revenues. Second part analyzes how the Royal and the city authorities estimated the monetary value of the taxes and excises levied on this beverage. Lastly, third part shows that the burden of the royal and municipal taxes levied on a litre of cheap wine rose during the period. The Urban Tax System in Castile in the Seventeenth Century: The Case of Madrid

This paper deals with the history of urban taxation in XVIIth century Castile through an study focused on Madrid. During the XVIIth century the Castilian cities granted many monetary aids (“servicios”) to the Crown (part I). This drove the expansión of urban indebtedness and the introduction of new indirect taxes in most Castilian cities, which exerted an important, although far from overwhelming, influence on the rise of price levels and the simultaneous fall of real wages in Madrid and, presumibly, other Castilian cities (part II). In return for these “servicios”, the Crown transferred Madrid most of the “servicios de millones” levied in the capital and this reduced the capacity of the Royal Treasury to increase its revenues in the long term (part III)

font-family: ";StempelGaramond-Roman";,";sans-serif";;" lang="EN-US">The hegemony of indirect taxation was one of the main hallmarks of the Castilian fiscal system during the Early Modern Period. It is commonly acknowledged that the burden of such taxation fell squarely upon the consumers and the aim of this essay is to analyze who really paid the taxes collected upon wine in XVIIth century Madrid. First part shows how the growing fiscal burden collected upon wine caused the development of a massive fraud which harmed the members of the publicans’ guild and the Crown and City Treasuries, benefiting all those who could sell wine in the black market. Second part indicates that in spite of the continuous introduction of taxes on wine in Madrid during the century the consumption levels of this beverage (in «per capita» terms) experienced a rather moderate fall. It could be argued that thanks to the development of fraud the city consumers could buy cheap wine in the black market, but the evidence offered here suggests that this was not the case. In fact, the wine sold in the black market was only 5-10% cheaper than that sold legally by the members of the publicans’ guild. As showed in third part, the prices of the wine sold both in the legal and black markets in XVIIth century Madrid rose always well above the New Castile prices index, so the moderate fall in the consumption levels of this beverage should be explained, then, as result of its rather rigid demand. Taking all this together, it may be said that the burden of the taxes collected on wine in XVIIth century Madrid fell upon the consumers, as indicated by the traditional view, but also upon the publicans and the Crown and the City Treasuries, and that the main beneficiaries of this were all those who could sell wine in the black market.</span></p
