    Methods are presented to define and compute source multipoles of dynamical horizons in numerical relativity codes, extending previous work from the isolated and dynamical horizon formalisms in a manner that allows for the consideration of horizons that are not axisymmetric. These methods are then applied to a binary black hole merger simulation, providing evidence that the final remnant is a Kerr black hole, both through the (spatially) gauge-invariant recovery of the geometry of the apparent horizon, and through a detailed extraction of quasinormal ringing modes directly from the strong-field region.Comment: 12 pages, 13 figures.     Development of Scale Factors for Clarifier Design Based on Batch Settling Data

    Traditionally, batch settling tests have been employed to determine the values of the settling parameters V0 and K of the Vesilind equation which represents activated sludge settling velocity as a function of solids concentration. It remains unresolved how closely batch settling tests describe settling in full-scale clarifiers. An experimental procedure was developed to determine scale factors between batch settling and full-scale solids flux curves. An experimental protocol was determined for full-scale clarifier operation, including specific criteria of necessary instrumentation and operational flexibility. Several graphical techniques were evaluated and a procedure was selected to determine a scale factor between batch and full-scale settling. The specified procedure requires determination of underflow velocity and concentration. The scale factor was approximately 0.84 as applied to the limiting flux, thus clarifiers designed from batch settling tests would be underdesigned. In addition, a methodology was developed to account for batch flux curve variability in the form of a safety factor. Finally, a design procedure was recommended to calculate clarifier area based on the scale factor determined from the batch and full-scale experiments

    An autodock was demonstrated using straightforward techniques and real sensor hardware. A simulation testbed was established and validated. The sensor design was refined with improved optical performance and image processing noise mitigation techniques, and the sensor is ready for production from off-the-shelf components. The autonomous spacecraft architecture is defined. The areas of sensors, docking hardware, propulsion, and avionics are included in the design. The Guidance Navigation and Control architecture and requirements are developed. Modular structures suitable for automated control are used. The spacecraft system manager functions including configuration, resource, and redundancy management are defined. The requirements for autonomous spacecraft executive are defined. High level decisionmaking, mission planning, and mission contingency recovery are a part of this. The next step is to do flight demonstrations. After the presentation the following question was asked. How do you define validation? There are two components to validation definition: software simulation with formal and vigorous validation, and hardware and facility performance validated with respect to software already validated against analytical profile

    Preferences for Residential Development Attributes and Support for the Policy Process: Implications for Management and Conservation of Rural Landscapes

    The rural public may not only be concerned with the consequences of land management; residents may also have systematic preferences for policy instruments applied to management goals. Preferences for outcomes do not necessarily imply matching support for the underlying policy process. This study assesses relationships among support for elements of the policy process and preferences for management outcomes. Preferences are examined within the context of alternative proposals to manage growth and conserve landscape attributes in southern New England. Results are based on (a) stated preferences estimated from a multi-attribute contingent choice survey of rural residents, and (b) Likert-scale assessment of strength of support for land use policy tools. Findings indicate general but not universal correlation among policy support indicators and preferences for associated land use outcomes, but also confirm the suspicion that policy support and land use preference may not always coincide.Agricultural and Food Policy,

    Organizational Design for Spill Containment in Deepwater Drilling Operations in the Gulf of Mexico: Assessment of the Marine Well Containment Company (MWCC)

    The Deepwater Horizon oil spill in the Gulf of Mexico in April 2010 led to the deaths of 11 workers, a six-month moratorium on deepwater drilling in the Gulf, and nearly three months of massive engineering and logistics efforts to stop the spill. The series of failures before the well was finally capped and the spill contained revealed an inability to deal effectively with a well in deepwater and ultradeepwater. Ensuring that containment capabilities are adequate for drilling operations at these depths is therefore a salient challenge for government and industry. In this paper we assess the Marine Well Containment Company (MWCC), a consortium aimed at designing and building a system capable of containing future deepwater spills in the Gulf. We also consider alternatives for long-term readiness for deepwater spill containment. We focus on the roles of liability and regulation as determinants of readiness and the adequacy of incentives for technological innovation in oil spill containment technology to keep pace with advances in deepwater drilling capability. Liability and regulation can significantly influence the strength of these incentives.
