    Vocabulary is a critical early marker of language development. The MacArthur Bates Communicative Development Inventory has been adapted to dozens of languages, and provides a bird’s-eye view of children’s early vocabularies which can be informative for both research and clinical purposes. We present an update to the American Sign Language Communicative Development Inventory (the ASL-CDI 2.0, https://www.aslcdi.org), a normed assessment of early ASL vocabulary that can be widely administered online by individuals with no formal training in sign language linguistics. The ASL-CDI 2.0 includes receptive and expressive vocabulary, and a Gestures and Phrases section; it also introduces an online interface that presents ASL signs as videos. We validated the ASL-CDI 2.0 with expressive and receptive in-person tasks administered to a subset of participants. The norming sample presented here consists of 120 deaf children (ages 9 to 73 months) with deaf parents. We present an analysis of the measurement properties of the ASL-CDI 2.0. Vocabulary increases with age, as expected. We see an early noun bias that shifts with age, and a lag between receptive and expressive vocabulary.     MS-150: Battle of Gettysburg 150th Commemoration Collection

    This collection contains physical items and documents as well as digital resources. It seeks to preserve the course and experience of the commemoration of the 150th Anniversary of the Battle of Gettysburg and other related historical events. The documents and publications contained within the collection not only record the many commemorative events that were held over a two-year period but also how those events progressed. Detailed coverage in the form of DVDs has been collected of many events, while the outline of many more has been captured through the compilation of their programs and other event information. Much of the official battle reenactment has been recorded in an extensive array of digital photographs, and the guides provided for and used by visitors demonstrate the resources available to assist in choosing which of the dazzling array of events to attend. The collection of artifacts and memorabilia serves as but a sample of the all that was available to the public to obtain from the commemoration, and thus offers a glimpse into how some may themselves remember the Sesquicentennial festivities in years to come. Special Collections and College Archives Finding Aids are discovery tools used to describe and provide access to our holdings. Finding aids include historical and biographical information about each collection in addition to inventories of their content.     Extending Foster Care to Age 21: Weighing the Costs to Government against the Benefits to Youth

    The Fostering Connections to Success and Increasing Adoptions Act of 2008 allows states to claim federal reimbursement for the costs of caring for and supervising Title IV-E eligible foster youth until their 21st birthday. This issue brief provides preliminary estimates of what the potential costs to government and the benefits to young people would be if states extend foster care to age 21. The analysis focuses on the increase in postsecondary educational attainment associated with allowing foster youth to remain in care until they are 21 years old and the resulting increase in lifetime earnings associated with postsecondary education. Researchers estimate that lifetime earnings would increase an average of two dollars for every dollar spent on keeping foster youth in care beyond age 18

    Multilevel governance challenges in transitioning towards a national approach for REDD+:Evidence from 23 subnational REDD+ initiatives

    Although REDD+ was conceived as a national approach to reducing emissions from deforestation and forest degradation, many of the early advances have been at the subnational level. It is critical to link these subnational efforts to emerging national REDD+ frameworks, including with respect to finance and benefit distribution, setting reference levels, measurement, reporting and verification (MRV), land policy and safeguards. We use evidence from interviews with proponents from 23 subnational REDD+ initiatives in six countries to characterize the multilevel governance challenges for REDD+. We analyse the differences in perceived challenges between subnational jurisdictional programs and project-based initiatives, and then analyse proponents’ perceptions of the relationship between government policies at multiple levels and these REDD+ initiatives. We find important multilevel governance challenges related to vertical coordination and information sharing and horizontal and inter-sectoral tensions, as well as concerns over accountability, equity and justice. Though the shift to a nested, jurisdictional or national REDD+ is sometimes approached as a technical design issue, this must be accompanied by an understanding of the interests and power relations among actors at different levels. We outline challenges and suggest priority areas for future research and policy, as countries move towards a national REDD+ system
