    Investing in Adoption: Exploring Child Development Accounts for Children Adopted from Foster Care

    Adoption is arguably the most powerful intervention available for children in foster care who are unable to be restored to their birth families. Adoption promises stability and a family for life, in contrast to foster care or guardianship, which are expected to end when the child reaches adulthood. In comparison to foster care, adoption is associated with better educational, financial, and social outcomes. However, because children adopted out of foster care have had adverse experiences, they may have additional support needs in later years. These unknown costs can be off-putting to potential adoptive parents, who may not be in the financial position to pay for costly services which may be needed to address trauma and support psychosocial functioning. To address this issue, countries such as the U.S., U.K., and the state of New South Wales in Australia have introduced adoption subsidies and allowances for adoptive families. This article suggests that financial supports for adoption could be extended by introducing Child Development Accounts for children adopted from foster care. Child Development Accounts have been used to encourage savings among youth in foster care and other target populations. These programs function by providing matched funds for purposes enabling positive development. The paper argues that Child Development Accounts for children adopted from care could potentially benefit a highly-vulnerable group of children and support them to access services and achieve more positive life outcomes

    Teaching about diverse families through case studies and authentic performance assessment

    Authentic performance assessment connects active learning pedagogy with assessment of student learning. For family sciences, authentic performance assessment presents an opportunity to evaluate knowledge and skills related to working with families within the classroom context. This form of assessment can be combined with popular teaching strategies, like using family case studies, to provide application and context for course content. This article reviews the literature on authentic performance assessment and its application in the family science literature, and provides an example of an authentic performance assessment in a course on understanding and working with diverse families. The discussion provides suggestions for instructors in family science considering a shift from traditional to authentic assessment

    Policy advocacy organizations: A framework linking theory and practice

    The practice of policy advocacy by organizations has outpaced its theoretical development. Yet the importance of a theoretical grounding for advocacy campaigns has increased with the need for accountability and an understanding of advocates\u27 contributions to policy development. This article synthesizes practitioner and academic literature on policy advocacy and proposes a conceptual framework of policy advocacy inputs, activities, and outcomes. Five distinct advocacy strategies are hypothesized: enhancing a democratic environment, applying public pressure, influencing decision makers, direct reform, and implementation change. This framework provides guidelines for organizations to strategically engage policy processes, while directing a research agenda on advocacy organizations

    We all have a role in protecting children: end the silence on abuse

    The recent string of major child sexual assault scandals, in Australia and other countries, can create a feeling of disgust and an urge to look away from an ugly reality. Yet we must confront and take collective responsibility for child protection by acknowledging that it happens every day and that we have to talk about it. Societal silence on child sexual abuse protects perpetrators and enables abuse to continue. Child sexual assault is a lot more common than we may think. The Australian Institute of Family Studies reported in 2013 that as many as one in six boys and one in three girls has experienced sexual abuse. Most recently, the media reported sexual exploitation on a mass scale of an estimated 1,400 children in Rotherdam, UK, between 1997 and 2013, and the failure of social services and the police to intervene appropriately. The Rotherdam report is full of examples of how children were groomed for eventual abuse in public view, receiving inappropriate gifts and attention from men

    Practices to improve communication between birth parents and permanent families

    Background: Support to maintain important family relationships is seen as a right for children in permanent care in Australia. In New South Wales, newly legislated permanency principles prioritise open adoption over long-term foster care and require plans for ongoing, face-to-face (known as direct) birth family contact for children in permanent placements. Countries with similar child welfare systems do not place the same emphasis on contact after permanent removal and it is especially uncommon to see direct contact given priority in open adoption. The problem: There is mixed evidence on the benefits of contact for children in permanent care. The quality of the relationship between birth relatives and caregivers is critical to the success of contact. Casework support is key to promoting understanding and communication between children’s birth parents and permanent carers or adoptive parents. The emerging permanency model in New South Wales does not yet have an evidence base and most caseworkers lack the skills to help these families build a constructive relationship in the interests of ongoing contact for children. The solution: Casework practices developed for use in child welfare placements elsewhere may be successfully applied to New South Wales to help build the practical skills needed to facilitate openness, empathy and respectful interactions. These practices need to be tested and refined to build an evidence base on what works to support ongoing direct contact for children who are permanently removed from parental care

    Co-design with people with lived experience : designing resources to communicate with children and young people in care about their family time contact visits

    Contact visits, or family time, enable children in out-of-home care to sustain relationships with their birth families. In Australia, direct contact including face-to-face visits is typical for children on long-term orders, including guardianship and open adoption. Caseworkers are charged with supporting relationships between children's birth family members and carers and ensuring contact is safe and child-centred. This article describes how people with lived experience of family time in out-of-home care have collaborated with researchers to co-design practical resources, in the context of an action research study aimed at changing caseworker practice. These resources include a book for young children and a book for older children and adolescents, which both use trauma-informed language and empower their audiences to know their rights and ask for what they need. Additional resources include co-designed tip sheets for family members and carers. People who have personally experienced the care system have unique insights into the experience of family time in out-of-home care and how it can be improved. In partnership, researchers and people with lived experience can identify the gaps in knowledge and practice resources, and co-design resources that integrate lived experience and research findings, underpinned by theory

    Policy capacity focuses on the managerial and organizational abilities to inform policy decisions with sound research and analysis, and facilitate policy implementation with operational efficiency. It stems from a view of the policy process that is rational and positivistic, in which optimal policy choices can be identified, selected, and implemented with objectivity. By itself, however, policy capacity neglects the political aspects of policy-making that can dominate the process, even in health policies. These technical capabilities are certainly needed to advance reforms in health policies, but they are not sufficient.     From maid to mother: Transforming facilities, staff training, and caregiver dignity in an institutional facility for young children in Nepal

    This article provides a case study of a project to improve the health, safety, and development of children birth to 6 years old in a large orphanage in Nepal. Two interventions were conducted: improvement of physical infrastructure and training, mentoring, and support for caregiving staff. As a result of these interventions, positive outcomes in terms of children\u27s health and development have been observed, including reduction of communicable diseases and increased social interactions with caregivers. As part of the new training initiative, the caregivers began to meet regularly to share their ideas and experiences, and came to realize their vital role in the holistic development of the children in their care. One important change was a greater sense of dignity for the caregivers. The caregivers were formerly called Maids(Aaya), but asked to be called Mothers(Aama). The project also faced challenges, including communication barriers related to organizational structure

    It’s Like I Have an Advantage in All This: Experiences of Advocacy by Parents of Children with Disabilities from Professional Backgrounds

    Supports and services for children with disabilities are not distributed equitably. There are disparities in access to and quality of services for children with disabilities from low-income and ethnic minority groups. There are likely many contributors to these disparities, but one factor may be barriers to access that require parents to advocate to obtain services for their children. This qualitative study explores advocacy experiences of parents of children with disabilities (n=40) who have a high level of education and/or professional achievement. Parents described relying heavily on their professional and educational backgrounds in advocacy, and some commented upon the “advantage” they had in accessing services. In the context of an international shift in developmental services policy towards self-determination and privatization, parents and guardians will play an even larger role in decision-making about services with their dependents with disabilities. The findings of this study suggest that support and training for parents and guardians as they navigate this new policy environment is especially critical given the role of parental knowledge and skills in advocacy activities
