    [Excerpt] This paper addresses the question: should the world’s top universities be led by top researchers, and are they? The lifetime citations are counted by hand of the leaders of the world’s top 100 universities identified in a global university ranking. These numbers are then normalized by adjusting for the different citation conventions across academic disciplines. Two statistical measures are used -- Pearson\u27s correlation coefficient and Spearman\u27s rho. This study documents a positive correlation between the lifetime citations of a University’s president and the position of that university in the global ranking. Better universities are run by better researchers. The results are not driven by outliers. That the top universities in the world -- who have the widest choice of candidates -- systematically appoint top researchers as their vice chancellors and presidents seems important to understand. This paper also shows that the pattern of presidents life-time citations follows a version of Lotka’s power law. There are two main areas of contribution. First, this paper attempts to use bibliometric data to address a performance- related question of a type not seen before (to the author’s knowledge). Second, despite the importance of research to research universities -- as described in many mission-statements -- no studies currently exist that ask whether it matters if the head of a research university is himself or herself a committed researcher.     If the best universities in the world – who have the widest choice of candidates – systematically appoint top researchers as their vice chancellors and presidents, is this one form of evidence that, on average, better researchers make better leaders? This paper addresses the first part of the question: are they currently appointing distinguished researchers? The study documents a positive correlation between the lifetime citations of a university’s president and the position of that university in a world ranking. The lifetime citations are counted by hand of the leaders of the top 100 universities identified by the Institute of Higher Education at Shanghai Jiao Tong University in their ‘Academic Ranking of World Universities’ (2004). These numbers are then normalised by adjusting for the different citation conventions across academic disciplines. The results are not driven by outliers. This paper posits the theory that there are two central components involved in leading research universities: managerial expertise and inherent knowledge. It is suggested here that active and successful researchers may have greater inherent knowledge about the academy that in turn informs their role as leader.leadership, research university presidents, citations, world university rankings.

    Physician-Leaders and Hospital Performance: Is There an Association?

    Although it has long been conjectured that having physicians in leadership positions is valuable for hospital performance, there is no published empirical work on the hypothesis. This cross-sectional study reports the first evidence. Data are collected on the top-100 U.S. hospitals in 2009, as identified by a widely-used media-generated ranking of quality, in three specialties: Cancer, Digestive Disorders, and Heart and Heart Surgery. The personal histories of the 300 chief executive officers of these hospitals are then traced by hand. The CEOs are classified into physicians and non-physician managers.     A study of search intermediary working notes: implications for IR system design

    This paper reports findings from an exploratory study investigating working notes created during encoding and external storage (EES) processes, by human search intermediates using a Boolean information retrieval (JR) system. EES processes have been an important area of research in educational contexts where students create and use notes to facilitate learning. In the context of interactive IR, encoding can be conceptualized as the process of creating working notes to help in the understanding and translating a user's information problem into a search strategy suitable for use with an IR system. External storage is the process of using working notes to facilitate interaction with IR systems. Analysis of 221 sets of working notes created by human search intermediaries revealed extensive use of EES processes and the creation of working notes of textual, numerical and graphical entities. Nearly 70% of recorded working notes were textual/numerical entities, nearly 30% were graphical entities and 0.73% were indiscernible. Segmentation devices were also used in 48% of the working notes. The creation of working notes during EES processes was a fundamental element within the mediated, interactive IR process. Implications for the design of IR interfaces to support users' EES processes and further research is discussed

    Disability, Health, and Multiple Chronic Conditions Among People Eligible for Both Medicare and Medicaid, 2005–2010.

    Abstract Introduction People who are eligible for both Medicare and Medicaid (dual eligibles) and who have disabilities and multiple chronic conditions (MCC) present challenges for treatment, preventive services, and cost-effective access to care within the US health system. We sought to better understand dual eligibles and their association with MCC, accounting for sociodemographic factors inclusive of functional disability category. Methods Medical Expenditure Panel Survey (MEPS) data for 2005 through 2010 were stratified by ages 18 to 64 and 65 or older to account for unique subsets of dual eligibles. Prevalence of MCC was calculated for those with physical disabilities, physical plus cognitive disabilities, and all others, accounting for sociodemographic and health-related factors. Adjusted odds for having MCC were calculated by using logistic regression. Results Of dual eligibles aged 18 to 64, 53% had MCC compared with 73.5% of those aged 65 or older. Sixty-five percent of all dual eligibles had 2 or more chronic conditions, and among dual eligibles aged 65 or older with physical disabilities and cognitive limitations, 35% had 4 or more, with hypertension and arthritis the most common conditions. Dual eligibles aged 18 to 64 who had a usual source of medical care had a 127% increased likelihood of having MCC compared with those who did not have a usual source of care. Conclusion Attention to disability can be a component to helping further understand the relationship between health and chronic conditions for dual eligible populations and other segments of our society with complex health and medical needs

    Deep carbon storage potential of buried floodplain soils.

    Soils account for the largest terrestrial pool of carbon and have the potential for even greater quantities of carbon sequestration. Typical soil carbon (C) stocks used in global carbon models only account for the upper 1 meter of soil. Previously unaccounted for deep carbon pools (>1 m) were generally considered to provide a negligible input to total C contents and represent less dynamic C pools. Here we assess deep soil C pools associated with an alluvial floodplain ecosystem transitioning from agricultural production to restoration of native vegetation. We analyzed the soil organic carbon (SOC) concentrations of 87 surface soil samples (0-15 cm) and 23 subsurface boreholes (0-3 m). We evaluated the quantitative importance of the burial process in the sequestration of subsurface C and found our subsurface soils (0-3 m) contained considerably more C than typical C stocks of 0-1 m. This deep unaccounted soil C could have considerable implications for global C accounting. We compared differences in surface soil C related to vegetation and land use history and determined that flooding restoration could promote greater C accumulation in surface soils. We conclude deep floodplain soils may store substantial quantities of C and floodplain restoration should promote active C sequestration

    Cross Validation Of Neural Network Applications For Automatic New Topic Identification

    There are recent studies in the literature on automatic topic-shift identification in Web search engine user sessions; however most of this work applied their topic-shift identification algorithms on data logs from a single search engine. The purpose of this study is to provide the cross-validation of an artificial neural network application to automatically identify topic changes in a web search engine user session by using data logs of different search engines for training and testing the neural network. Sample data logs from the Norwegian search engine FAST (currently owned by Overture) and Excite are used in this study. Findings of this study suggest that it could be possible to identify topic shifts and continuations successfully on a particular search engine user session using neural networks that are trained on a different search engine data log
