The integration of a border area of hispanic monarchy: Buenos Aires 17th century

En el contexto de la reflexión sobre la reconfiguración que experimentó la monarquía promediando el siglo XVII, este trabajo propone una aproximación a la integración de Buenos Aires en la monarquía durante el reinado de Felipe IV desde una triple perspectiva. En primer lugar, se aborda la cuestión de la articulación del espacio rioplatense con el objetivo de situar al enclave en el proceso de organización jurisdiccional y política del territorio y en su estructuración comercial. En segundo lugar se analiza el discurso político por medio del cual el cabildo de la ciudad -controlado por los mercaderes, devenidos también en productores- desplegó una conceptualización del enclave, de su relación con la Corona y de la función de lo local dentro de un cuerpo político mayor. Finalmente se estudia la relación funcional entre el comercio porteño –en sus distintas variantes aunque con una participación significativa de extranjeros, en muchos casos enemigos de la monarquía-, el fortalecimiento de la élite local y el mantenimiento del aparato administrativo y militarIn the context of the reflection on the reconfiguration experienced by the Hispanic Monarchy, half way through the seventeenth century, this work proposes an approach to the integration of Buenos Aires into the monarchy during the reign of Felipe IV from three different perspectives. In the first place, the question of the articulation of the River Plate area is addressed with the objective of placing the enclave in the process of jurisdictional and political organization of the territory and in its commercial structuring. Secondly, we analyze the political discourse by means of which the town council -controlled by the merchants, also turned into producers- deployed a conceptualization of the enclave, of its relationship with the Crown and the function of the local within a Major political body. Privanza, patronazgo y fiscalidad indiana en la corte de Madrid durante el reinado de Felipe IV

Entre los años 1629 y 1632, el gobierno central de la Monarquía, controlado por el conde-duque de Olivares, se abocó a la elaboración de un voluminoso conjunto de medidas fiscales que tenían como destinatarios a los virreinatos americanos. A través del estudio de las diferentes alternativas de este caso, el presente artículo propone demostrar que, si bien las diversas instituciones implicadas en este proceso estuvieran compuestas por numerosos parientes, allegados y protegidos del valido, la toma de decisiones continuó nutriéndose de lealtades, criterios o intereses no siempre concurrentes con los del favorito real. Frente a sus demandas, el Consejo de Indias preservó unos apreciables márgenes de maniobra. En este caso puntual, la condición de los actores parece brindarles un sustento para obrar con una libertad que, probablemente, en otras circunstancias no hubieran podido poner en práctica a raíz de sus lazos con el valido y la desigualdad de su condición.Between the years 1629 and 1632 the central government of the Monarchy, controlled by the Count- Duke of Olivares, committed itself to the elaboration of a hefty set of fiscal measures designed for the American viceroyalties. The current article proposes that through the study of the diverse alternatives for said objective, it can be shown that even though the different institutions implicated in the process were composed of numerous relatives, close friends and protégés of the court favorite, the decisionmaking process continued to be fed by loyalties, criteria or interests that were not always concurrent with those of the royal favourite. Against his demands, the Council of the Indies maintained an appre ciable freedom of action.
