    A case study of maintenance of fire prevention

    One of the main objectives in the design of the building is to provide a structure that can meet the tastes of the owner and in accordance with the purpose of the building was developed. The building is designed well and will be able to use the space efficiently and has the aesthetic and attractive environment. In designing the building, security features, and then makes the maintenance of fire fighting equipment and fire prevention system should be considered accordingly. Most of the buildings built with a sophisticated design and has the tools and a good fire prevention system and modern technology, modern high. Unfortunately, the tools and the system is idle and low note about maintenance, resulting in the occurrence of fire equipment and systems were not functioning causing a fire easily. Considering the fact that the building was built for a specific use or activity, the safety of life due to fire should be given due consideration when designing the building. Maintenance must comprise from the outset when the building was originally designed. Appropriate measures need to be taken into account so that the occupants of the building on the top floor have the same or less risk than residents of buildings that are ranked above the ground. This can be done by performing security measures such as the maintenance of active and passive devices and fire suppression system partition as well as building and designing roads out good safety and appropriate to the occupants of the building

    Assessing Oral Communication Skills In Science: A Rubric Development

    This research was conducted to develop an analytical rubric for alternative assessment of scientific oral activities with the inculcation of 21st century skills. The aim of the research is to determine whether the developed analytical rubric is suitable for assessing oral communication skills in science activities by taking into account advice from a panel of 15 experts in science education to validate the rubric in three Delphi rounds and by using 5 experienced teachers as assessors to test the reliability of the rubric using an intra-class correlation coefficient (ICC). The study found that the analytical rubric has a high relevance percentage of 100% and high consensus of 75.0% as well as a high absolute agreement of 85.0% [ICC = .85 (95% CI, .69 to .94)]. This result shows that the analytical rubric developed is appropriate for assessing oral communication skills in school science activities. This effort is essential in realising the assessment of authentic outcomes, concurrent with 21st century needs. However, further research on the validity and reliability of the rubric is necessary

    Perbincangan artikel ini menjurus kepada peruntukan yang terdapat dalam Perlembagaan Persekutuan Malaysia yang berkaitan orang Melayu seperti kedudukan istimewa orang Melayu, tanah rizab Melayu, Rejimen Askar Melayu di Raja dan persempadanan kawasan pilihan raya. Metodologi kajian adalah menggunakan kaedah analisis kandungan dengan melihat kepada dokumen yang berkaitan dengan perlembagaan. Analisis menunjukkan peruntukan orang Melayu bukan sahaja setakat dalam Perkara 153, tetapi juga terangkum dalam Perkara 8(5)(f), Perkara 89 dan 90 dan Jadual Ketiga belas tentang persempadanan kawasan pilihan raya. Hal ini menunjukkan kedudukan orang Melayu dilindungi oleh Perlembagaan Persekutuan Malaysia dan mempunyai kedudukan istimewa berbanding etnik lain di Malaysia

    The achievement of water management objectives based on willingness to pay for a water service fee in tidal lowlands

    The objective of this study was to estimate willingness to pay for a water service fee (WSF) in order to assess the expected achievement of water management objectives in tidal lowlands. A survey was conducted in Telang, a tidal lowland area on the eastern coast of Sumatra, involving 500 water users randomly drawn from approximately 60,000 people living in the delta. Each respondent was interviewed to obtain information regarding socioeconomic status and the willingness to pay for WSF. The data were analyzed using multiple regresion to obtain the estimate of WSF and its affecting factors. Results indicated that the mean WSF was $11.40 US. With this WSF, only the improvement of water distribution objectives could expect to be achieved. Willingness to pay for WSF was significantly affected by the income of water users. Therefore, efforts to increase this willingness in order to achieve cost recovery and efficient water allocation should be directed towards the increase of income of water users

    Amalan rentas agama dan rentas budaya dalam masyarakat Malaysia hari ini telah menimbulkan polimik di kalangan masyarakat sama ada ianya menepati ajaran Islam atau tidak. Justeru, institusi fatwa baik di peringkat persekutuan mahupun di peringkat negeri, yang berautoriti dalam mengeluarkan hukum berkenaan isu ini harus memberi pencerahan supaya keharmonian masyarakat dan kesucian akidah terus terbela. Kajian secara menyeluruh terhadap fatwa yang sedia ada bagi mengawal agama dan akidah masyarakat perlu diambil perhatian bagi memastikan matlamat penjelasan dan penguatkuasaannya tercapai kerana fatwa yang dikeluarkan oleh mufti dan jawatankuasa fatwa pastinya bertujuan baik, bermatlamat mulia dan keperluannya selari dengan kehendak syarak yang ditetapkan oleh Allah melalui al-Quran dan al-Sunnah. Ianya sekaligus mampu memenuhi matlamat dan hikmah dalam memutuskan sesuatu hukum atau lebih dikenali sebagai “maqasid syariah”. Artikel ini ditulis untuk melihat sejauh mana keperluan maqasid syariah diambil perhatian dan diberi pertimbangan wajar dalam penentuan sesuatu fatwa yang dikeluarkan oleh Majlis Fatwa Kebangsaan dan institusi fatwa di beberapa buah negeri dalam isu yang berkaitan amalan rentas agama dan budaya dalam kalangan masyarakat di Malaysia dari tahun 2010 hingga 2015. Hasilnya, kertas ini mendapati bahawa kesemua fatwa yang telah diputuskan mengambil kira pengaplikasiaan maqasid syariah demi untuk menjaga dan mengukuhkan lagi tonggak agama, keturunan dan harta benda masyarakat Islam kita

    Water service valuation in tidal lowland agriculture

    Water service is a key factor in tidal lowland agriculture where water supply fluctuates following the tidal cycle. Under controlled situations, water can be properly supplied to farmland based on crop water requirements through proper operation and maintenance of the tidal irrigation system. This study aimed at estimating the value of water service in order to support the implementation of a water service fee. The benefit from water service is compared to a water service fee estimated from the cost of water distribution. To achieve the objective, the study employed production function estimation with rice as the main crop. Data were collected through a field survey on randomly selected farmers at Telang Delta, the rice production centre for tidal lowlands of South Sumatra, Indonesia. The result indicates that the value of water service in rice production is higher than any estimates of a water service fee. Proven to be a significant determinant of rice production, it has been suggested that water service should obtain financial support from farmers who benefited from available water service

    The zakat institution plays an important role in preaching the rules of conducts and doctrines based on syari’ah for Muslim community lives. Among others, the zakat institution plays a vital role in explaining the community on the zakat management system. This is due to the fact that zakat, when managed wisely will help to eradicate poverty in the Muslim community. Current practise in Terengganu shows that there are a number of illegitimate ‘amil (zakat collectors) whom are not appointed by the government. Thus, this paper emphasises on the relevancy of fatwa in making the payment and management of zakat becomes much more sustainable, and thus making it more justifiable, and beneficial to the social stability among Muslims in Terengganu. The research found out that the fatwa given by the office of the mufti and his committees is very much relevant with the need of the community, which is, that the zakat (almsgiving) properties need to be managed efficiently and distributed equally to the target groups so that the sustainable of the social welfare in Terengganu is well taken care of.   Keywords: relevancy, fatwa, zakat distribution, social justifying system, community, Terengganu.     Institusi fatwa memainkan peranan yang penting dalam penyebaran maklumat hukum kepada masyarakat Islam agar kehidupan mereka berlandaskan syariah. Antara usaha yang dimainkan oleh institusi fatwa di Terengganu adalah menjelaskan kepada masyarakat berhubung pengurusan sistem pengurusan zakat. Ini kerana zakat merupakan salah satu kaedah yang boleh menyelesaikan bebanan kemiskinan yang melanda masyarakat Islam. Dalam situasi yang ada di Terengganu, pengurusan pembayaran dan agihan zakat ini bukan sahaja dilakukan oleh pihak pemerintah, bahkan terdapat juga segelintir masyarakat yang bertindak seolah-olah sebagai amil meskipun tidak dilantik oleh pihak pemerintah. Justeru artikel ini menumpukan kepada kerelevanan fatwa dalam melestarikan pengurusan pengagihan zakat agar ia dapat diagihkan kepada golongan yang benar-benar memerlukannya sekaligus dapat mewujudkan satu sistem jaminan sosial dalam kalangan masyarakat Islam di Terengganu.     Economic valuation of Shadegan International Wetland, Iran: notes for conservation

    Wetlands are among the most productive ecosystems on the earth. They produce various market and non-market goods and services, which have a significant role in human welfare. Despite the great opportunities from sustainable development, wetlands all over the world are under serious threat from a diverse range of non-sustainable activities. One of the major reasons for excessive depletion and the conversion of wetland resources is due to underestimating the non-market values of wetlands during development decisions. Shadegan International Wetland (SIW) in southern Iran is one of these wetland areas that is threatened by undervaluation and overexploitation from commercial activities. This study utilizes the contingent valuation method to estimate the economic benefits of SIW from the view point of peoples’ willingness to pay (WTP). The logit model was defined based on dichotomous choice to measure individuals’ WTP. The estimated mean WTP was US$ 1.74 per household as a onetime donation. This study concludes that the benefits of SIW to society could encourage managers to set priorities to ensure that the health of the ecosystem, its integrity, and its uniqueness would be conserved in a proper manner

    Utilization of Agarwood Distillation Waste in Oilwell Cement and Its Effect on Free Water and Porosity

    The intent of this research is to utilize the waste produced by distillation process of Agarwood oil and convert it into a profitable oilwell cement additive. Common problem during oilwell cementing is free wáter separation. This problem could weaken cement at the top, gas migration problem and non uniform density of cement slurry that are even worst in cementing deviated well. Another concern on cementing design is the porosity of the hardened cement. If the cement is too porous, it can lead to gas migration and casing corrosion. All tests were conducted according to API Specification-10B. Free water test was determined at different concentrations of Agarwood Waste Additive (AWA), different inclination angles and different temperatures. Based on the findings, it was observed that zero free water was produced when 2% BWOC of AWA was used at all angles. The findings also revealed that AWA can maintain good thermal stability as it could maintain zero free water at increased temperature up to 60˚C. The porosity of AWA cement was comparable with standard API neat cement as the porosity did not differ much at 2% BWOC of AWA. Therefore, it can be concluded that the AWA is suitable to be used as an additive in oil well cement (OWC) with 2% BWOC is taken as the optimum concentration
