    On Methods of Checking Digital Out-Of-Step Protection Devices

    The article addressed the issue of commissioning task that must take place before putting out-ofstep protection into operation. Most of the developers of digital out-of-step protection devices utilize control of impedance vector locus parameter during transient in a power system to detect its out-of-step operation, however checking the setting of such protection in the field conditions using existing means is often a challenging work. To facilitate the commissioning of such devices and provide means to automatize the process so as to rid of human factor the authors suggest means of simulating impedance vector locus with the desired parameters on the complex plane to check distance out-of-step protection. The means for checking current-oscillation based out-of-step protection is also considered. The results of a transient simulation representing instantaneous values of currents and voltages are saved in the international oscillography recording format COMTRADE, which makes it possible to carry out comprehensive verification of emergency control equipment using any kind of testing equipment that is able to generate the corresponding electrical signals stored in such format

    Genome-Wide Study of Drug Resistant Mycobacterium tuberculosis and Its Intra-Host Evolution during Treatment

    The emergence of drug resistant Mycobacterium tuberculosis (MTB) strains has become a global public health problem, while, at the same time, there has been development of new antimicrobial agents. The main goals of this study were to determine new variants associated with drug resistance in MTB and to observe which polymorphisms emerge in MTB genomes after anti-tuberculosis treatment. We performed whole-genome sequencing of 152 MTB isolates including 70 isolates as 32 series of pre- and post-treatment MTB. Based on genotypes and phenotypic drug susceptibility, we conducted phylogenetic convergence-based genome-wide association study (GWAS) with streptomycin-, isoniazid-, rifampicin-, ethambutol-, fluoroquinolones-, and aminoglycosides-resistant MTB against susceptible ones. GWAS revealed statistically significant associations of SNPs within Rv2820c, cyp123 and indels in Rv1269c, Rv1907c, Rv1883c, Rv2407, Rv3785 genes with resistant MTB phenotypes. Comparisons of serial isolates showed that treatment induced different patterns of intra-host evolution. We found indels within Rv1435c and ppsA that were not lineage-specific. In addition, Beijing-specific polymorphisms within Rv0036c, Rv0678, Rv3433c, and dop genes were detected in post-treatment isolates. The appearance of Rv3785 frameshift insertion in 2 post-treatment strains compared to pre-treatment was also observed. We propose that the insertion within Rv3785, which was a GWAS hit, might affect cell wall biosynthesis and probably mediates a compensatory mechanism in response to treatment. These results may shed light on the mechanisms of MTB adaptation to chemotherapy and drug resistance formation

    Poor but not by choice(s): The persistence of cognitive biases across economic groups

    While economic inequality continues to rise within countries, efforts to address it have been largely ineffective, particularly those involving behavioral approaches. It is often implied but not tested that patterns among low-income individuals may be a factor impeding behavioral interventions aimed at improving upward economic mobility. To test this, we assessed rates of ten cognitive biases across nearly 5,000 participants from 27 countries, comparing between low-income adults and individuals that had overcome financial disadvantages as children, known as positive deviants. Using discrete and complex models, we find robust evidence of no differences within or between groups or countries. We therefore conclude without reservation that choices impeded by cognitive biases alone cannot explain why some individuals do not experience upward economic mobility. Policies must combine both behavioral and structural interventions to improve financial well-being across populations
