Enforcing higher labour standards within developing country value chains: consequences for MNEs and informal actors in a dual economy
The 2013 Rana Plaza disaster led external stakeholders to insist on higher labour standards in apparel global value chains (GVCs). Stakeholders now expect MNEs to take ‘full-chain’ responsibility. However, the increased monitoring and enforcement costs of a large network of suppliers have been non-trivial. MNEs instead implement a ‘cascading compliance’ approach, coupled with a partial re-internalization. Elevated costs are further exacerbated in developing countries where the informal and formal sector are linked, and cost competitiveness greatly depends on this duality. Monitoring actors in the informal sector is difficult, and few informal actors can achieve compliance. GVCs have therefore reduced informal sector engagement by excluding non-compliant actors and investing in greater automation. By seeking to strictly enforce compliance, MNEs are attenuating some of the positive effects of MNE investment, particularly the prospects for employment creation (especially among women), and enterprise growth in the informal sector. I discuss how these observations might inform other cross-disciplinary work in development, ethics, and sociology. Finally, I note implications for IB theory from the disparities between the ownership, control and responsibility boundaries of the firm
Breakdown of magnons in a strongly spin-orbital coupled magnet
The description of quantized collective excitations stands as a landmark in the quantum theory of condensed matter. A prominent example occurs in conventional magnets, which support bosonic magnons—quantized harmonic fluctuations of the ordered spins. In striking contrast is the recent discovery that strongly spin-orbital-coupled magnets, such as α-RuCl3, may display a broad excitation continuum inconsistent with conventional magnons. Due to incomplete knowledge of the underlying interactions unraveling the nature of this continuum remains challenging. The most discussed explanation refers to a coherent continuum of fractional excitations analogous to the celebrated Kitaev spin liquid. Here, we present a more general scenario. We propose that the observed continuum represents incoherent excitations originating from strong magnetic anharmonicity that naturally occurs in such materials. This scenario fully explains the observed inelastic magnetic response of α-RuCl3 and reveals the presence of nontrivial excitations in such materials extending well beyond the Kitaev state

Recombination of X-ray-Generated Radical Ion Pairs in Alkane Solution Assembles Optically Inaccessible Exciplexes from a Series of Perfluorinated <i>para</i>-Oligophenylenes with <i>N</i>,<i>N</i>-Dimethylaniline
We demonstrate that a series of perfluorinated para-oligophenylenes C6F5-(C6F4)n-C6F5 (n = 1–3) produce exciplexes with N,N-dimethylaniline (DMA) in degassed X-irradiated n-dodecane solutions. The optical characterization of the compounds shows that their short fluorescence lifetimes (ca. 1.2 ns) and UV-Vis absorption spectra, overlapping with the spectrum of DMA with molar absorption coefficients of 2.7–4.6 × 104 M−1cm−1, preclude the standard photochemical exciplex formation pathway via selective optical generation of the local excited state of the donor and its bulk quenching by the acceptor. However, under X-rays, the efficient assembly of such exciplexes proceeds via the recombination of radical ion pairs, which delivers the two partners close to each other and ensures a sufficient energy deposition. The exciplex emission is completely quenched by the equilibration of the solution with air, providing a lower bound of exciplex emission lifetime of ca. 200 ns. The recombination nature of the exciplexes is confirmed by the magnetic field sensitivity of the exciplex emission band inherited from the magnetic field sensitivity from the recombination of spin-correlated radical ion pairs. Exciplex formation in such systems is further supported by DFT calculations. These first exciplexes from fully fluorinated compounds show the largest known red shift of the exciplex emission from the local emission band, suggesting the potential of perfluoro compounds for optimizing optical emitters
