Outlook for the economic development of Northern regions of Asian Russia

Northern territories in Asian Part of Russia hold significant mineral resource abundance. This region can also be viewed as an outstanding geopolitical and military potential of Russia. On the other hand, economic development here is embarrassed with severe climatic conditions, underpopulation and unavailability of infrastructure. Targeting to proportion costs and benefits of the rising economic activity on the territory we analyze its prospects and challenges. For the central point would be taken intricacies with transport component when running projects of the local deposits deployment. As non-ferrous metals are the most likely to form the essential branch of Northern industry, they will originate substantial material flow in the area. This leads us to the point local transportation lines should be improved by far. Sea carriage is almost exclusive mode of transportation available for the purposes of Arctic littoral regions and furthermore the list expensive. Therefore reinforcement of Northern Sea Route (NSR) plays the vital role in developing of in question regions' economy. Multisectoral multi-regional model allows to link growth of non-ferrous metals complex and progress of sea transport corridor (NSR). Suppose the whole country is oriented for the maximization of public welfare and economic growth rate. In these terms our investigation led to a key-note conclusion: long-term goals of the whole country are attained superior when running active economical policy in the North. The crux is large non-ferrous metals sector companies are ready to enter the area if the government provides substantial financial support for infrastructure improvements. Simultaneously, in our case economic development should not implicate people to settle the territory. Rotation system is implied. All potential resource abundant zones are to be attached to the congruent NSR harbors, thereby regional centers. The system of aqua-territorial industrial complexes is suggested as an efficient form of economic life in Northern regions of Asian Russia

Characteristics of Distances of Competitions in Sports Tourism

У статті проаналізовано та застосовано метод узагальнення законодавчих документів, науково-дослідної та науково-методичної літератури, висвітлено погляди фахівців на організацію процесу підготовки й побудову дистанцій змагань зі спортивного туризму. При плануванні дистанцій потрібно враховувати цілі та завдання, які поставлені перед конкрет ними змаганнями. На масовому рівні – це насамперед про- паганда туризму й навчання, обмін досвідом, а на найвищому рівні – перевірка підго- товленості та виявлення найсильніших учасників та ко- манд. У туристських змаганнях, протягом багатьох років склалися традиції, визначені набір етапів і методика їх проходження, причому на перше місце організатори повинні ставити питання безпеки учасників. Плануючи дистанцію, потрібно враховувати її складність і відповідність підготовленості учасників до мети й завдань, які ставлять організатори змагань. Якщо поставлену технічно та тактично складну дистанцію пройдуть менше половини команд, віддача від таких змагань буде незначна. Ось тут дуже важлива роль інспектора змагань, який повинен як експерт оцінити відповідність класу дистанції рівню підготовки учасників і, якщо буде потреба – рекомендувати начальникам дистанції спростити її, понизити клас. Це досягається насамперед не зміною схеми дистанції, її протяжністю, а спрощенням технічно складних етапів. Вимоги до дистанцій і до етапів –динамічність, видовищність. Важливим під час планування дистанцій змагань є пора року, природні особливості регіону, клімат, погодні умови, які потрібно враховувати відповідно до виду туризму. Найважливішим при плануванні дистанцій є збереження життя та здоров’я учасників. Завданням нашого дослідження було проаналізувати особливості дистанцій змагань і технічних етапів у пішохідному туризмі. Накопичені знання, правильно організовані змагання та сплановані дистанції дадуть змогу визначити сильніших учасників, висвітлити ефективність тренувального процесу, покращити результати виступів у змаганнях. In the article it is carried out the analysis and applied the method of generalization of legislative documents, scientific-research and scientific- methodological literature, presented points of view of specialists on organization of the process of preparation and building distances of sports tourism competitions. While planning distances it is necessary to take into account aims and tasks which are set before a specific competition. At the mass level – it is, first of all, propaganda of tourism and education, change of experience, and at the highest level – testing of preparedness and revealing the strongest participants and teams. In tourist competitions, during many years, there were established traditions, defined a set of stages and methodology of their undergoing, moreover, the question of participants’ safety should be put on the first place. While planning a distance it is necessary to take into account its complexity and accordance with readiness of participants to goals and tasks which are set by organizers of competitions. If less than half of the teams pass technically and tactically complicated distance, this means that efficiency of such competitions is insignificant. Here an important role is played by a competition inspector who should estimate accordance of the class of a distance with the level of preparedness of participant, and if necessary, recommend to chiefs of a distance to simplify it and abase its class. This is reached, first of all, not by change of a distance scheme, its length, but simplifying of technically complicated stages. Requirements for distances and stages –dynamism and spectacular component. While planning a distance for competitions it is necessary to take into account such factors as season, natural peculiarities of a region, natural conditions which should be taken into account depending of a kind of tourism. The most important thing while planning a distance is saving of lives and health of participants. The objective of our study is to analyze peculiarities of competition distances and technical stages in hiking. Accumulated knowledge, correctly organized competitions and planned distances would allow to define the strongest competitors, highlight the effectiveness of the training process, improve the results of performances at competitions

Assessing the economic implications of carbon emissions on climate change: Estimating the impact using methane-adjusted DICE model.

This study aims to highlight the importance of accurately estimating methane emissions, one of the most dangerous and important greenhouse gases in the context of climate change. By incorporating methane emissions as a variable within the integrated assessment model DICE (Dynamic Integrated Climate-Economy model), we investigate how these emissions influence temperature changes and subsequently impact economic policies, including climate economic policies, carbon pricing, and non-price factors. We use the existing DICE- 2020 and DICE-2023 models as references for our analysis. In addition to industrial emissions that can be detected through satellite observations, we address the challenge of estimating natural emissions from wetlands and permafrost, which leak gradually and are difficult to detect. By considering these emissions, we account for their exogenous nature and their divergence from the current situation. Our study reveals that incorporating methane emissions into the DICE model has significant implications for global temperature outcomes and subsequent policy changes. We find that by implementing existing methane reduction policies, which includes cutting the level of methane emissions in half and increase the carbon price in 4 times to 500 USD per ton, it is possible to achieve the more ambitious goal of limiting the global temperature increase to 1.5 ◦C by 2100 in an optimistic scenario instead of the common target of 2 ◦C.
