    INFORMATIZATION OF THE MODERN EDUCATIONAL SPACE OF HIGHER EDUCATION FROM THE POSITION OF THE CONSCIOUS APPROACH

    The accumulated human knowledge becomes available in electronic format. Universal access to the global network is changing modern methods of teaching, education, and management. Learners are ready to use network technologies quite consciously and intuitively. The aim of the study is to identify and design the links between the development of modern society and the higher education system via information and communication technologies. The novelty of the study lies in the identification of an informative-conscious approach in the higher education system as an independent one. The study was conducted on the basis of the application of theoretical research methods. The methodological basis of the study was conceptual approach and an appeal to the origins of modern education informatization. In the field of the conducted research, aimed at the social-philosophical analysis of pedagogical activities and education, the close causality of the development of education from the development of the modern society informatization was educed. In the higher education system was individualized informative-conscious approach, that is based on the field of information and communication technologies and has the basis of an informative identity. 

    Modern Aspects of Cultural and Historical Heritage Involvement in Tourism Activities in Russia

    The paper focuses on problems and prospects of cultural tourism development in Russia. The results of overall research at national, regional and local levels and case studies held in several regions of Russia are presented. They confirm that Russia’s huge cultural and historical heritage is still inefficiently used in tourism. In recent years the growing demand for cultural tours remains largely pending due to lack of modern tourist products and their insufficient promotion. The use of iconic and flagship attractions for increasing the destination attractiveness as well as culture-tourism interaction in regional development are being discussed. Currently, particular attention is paid to events based on cultural and historical sites. “National Calendar of Events” and national “Russian Event Award” are established to encourage event tourism growth. State policy in cultural tourism management in Russia is now changing mainly from the separate “growth points” development to the organization of interregional tourist routes based on diverse cultural heritage. Effective interaction of cultural heritage and tourism industry requires special measures and platforms based on the partnership of a vast number of stakeholders

    Machine Learning Model Updates in Edge Computing: An Optimal Stopping Theory Approach

    This work studies a sequential decision making methodology of when to update machine learning models in Edge Computing environments given underlying changes in the contextual data distribution. The proposed model focuses on updates scheduling and takes into consideration the optimal decision time for minimizing the network overhead. At the same time it preserves the prediction accuracy of models based on the principles of the Optimal Stopping Theory (OST). The paper reports on a comparative analysis between the proposed approach and other policies proposed in the respective literature while providing an evaluation of the performances using linear and support vector regression models. Our evaluation process is realized over real contextual data streams to reveal the strengths and weaknesses of the proposed strategy
