Developing competences of public management and administration specialists: implementation of foreign experience in Ukraine
The paper focuses on the comparative analysis of professional competences development in public management and administration university programmes and the possibilities of implementation of international experience in Ukraine. Using the methods of comparative and system-functional analysis, synthesis and generalisation, the authors concentrate on the features of curriculums in public administration field taking into account the current realities of social development. The most common methods of training in the field of public administration and their practical focus are analysed. Particular attention is paid to the methods of problem-based learning in public administration, including case studies, case scenarios, and simulation games as part of the education gamification. The authors carried out an essential comparison of competences adopted in the European public administration training and those defined in the Ukrainian Standard of Higher Education in this area and revealed that the Ukrainian Standard lacks a pool of competencies related to the development and analysis of public policy
Improvement of Human Capital Development: A Factor in Increasing the Mobilisation Potential of Ukraine
Based on historical, legal, and sociological research conducted within a research project funded by the Ministry of Education and Science of Ukraine titled "Improvement of human capital development: a factor in increasing the mobilisation potential of Ukraine", theoretical and methodological principles for improving the mobilisation potential of Ukraine through human capital formation mechanisms are substantiated in this paper. An overview of the main approaches to the recruitment of armies in the context of historical evolution is conducted, and a list of actual and potential threats to a reduction of Ukraine's mobilisation potential is updated. Factors of motivation and demotivation influencing the participation or otherwise of Ukrainian youth in military mobilisation are defined. Optimal legal models for military mobilisation in a democratic constitutional state are also proposed. A general strategy whereby the policy of formation of patriotism through education and media for the actualisation of the mobilisation potential of Ukraine may be realised is also outlined. The article aims to develop conceptual bases for improving the mobilisation potential of Ukraine based on optimising the mechanisms of human capital formation. It also aims to enhance the mobilisation potential of Ukraine as a system-forming factor in ensuring the state's defence capabilities
Improving the Management Accounting System of a Trade Organization in a Competitive Environment
The aim of the article is to substantiate the need for management accounting and the key principles of building its system in trade enterprises in order to further improve the efficiency of their economic activities. It is noted that under modern conditions management accounting of trade organizations through its functions acts as the information basis for managing their activities. The main goal of the introduction and use of a modern management accounting system in an enterprise has been defined, namely, the adequate and timely provision of all management levels with planned, factual, and forecast information necessary for making sound management decisions based on prompt and detailed collection, systematization, and analysis of information. To build a comprehensive but not excessive management accounting system in trade enterprises, the stages of its formation are proposed, namely: forming accounting policies for management accounting; specifying responsibility centers; compiling a list of reports and their specification; determining break-even point; planning revenue. To solve the problems of the establishment and use of a management accounting system, it is proposed to adhere to certain principles and approaches in its development, implementation, and application. The key elements that determine the overall management accounting information system — responsibility centers, business processes, regulations, results, and performance indicators — are highlighted. The comprehensive approach proposed will allow to effectively solve the problems that arose due to the lack of uniform methodological approaches and sufficient practice of management accounting in trade enterprises
Transformation of Industrial Parks in the Direction of Providing of the Purposes Achievement of Sustainable Development
The presented research is devoted to the problems of achieving the goals of sustainable development, which will contribute to the development of industrial parks and their transformation into eco-industrial parks. The importance of the functioning of industrial parks and their transformation into eco-industrial ones in the direction of achieving sustainable development goals is substantiated. The development of industrial parks and their transformation through the coordination of dynamic development processes and the establishment of a system of mutually beneficial relations, due to the peculiarities of their functioning aimed at achieving sustainable development goals ensure the achievement of sustainable spatial development. Transformation of industrial parks will contribute to: increasing tax revenues of local budgets, increasing employment in the regions, raising public awareness of the need for environmentally friendly, energy efficient production, increasing the balance and harmony of social, economic and environmental development, modernization of territorial communities and regional enterprises resources and increase entrepreneurial initiative, rational use of available resources, intensification of small and medium enterprises, including innovation. The authors' scientific achievements are the substantiation of the principles of functioning of industrial parks in order to achieve the goals of sustainable development, which are based on a systematic approach and provide for the transformation into eco-industrial parks

FEATURES AND SHORTCOMINGS OF WORLD SYSTEM OF COUNTERACTION TO MONEY LAUNDERING AND FINANCING OF TERRORISM
Urgency of the research. Existence of such phenomena as money laundering (ML) and financing of terrorism (FT) represents huge danger both to national economies, and to geopolitical and geoeconomic stability in general. Target setting. Features of the world system of counteraction to ML/FT limit its institutional and operational capacities and in certain cases may be tool of sheltering doubtful actions. Actual scientific researches and issues analysis. From the perspective of economic science there are two phenomena which influence the counteraction to ML/FT: substantial adequacy of the repressive measures and a substantial failure of countries to adopt adequate preventive measures. Uninvestigated parts of general matters defining. The system of organization of this policy in global and regional scale may strengthen regulatory actions of the countries or legitimize the situation when the some subjects uses system’s shortcomings for doing doubtful actions. But prerequisites of that are not investigated. The research objective. The article aims to reveal main institutional features and shortcomings of the world system of counteraction to ML/FT. The statement of basic materials. Main institutions of world system of counteraction to ML/FT are considered. It is found that it is a network based on multilateral participation in procedures of monitoring of the movement of illegal financial flows. Its main features are heterogeneity in the status, experience, the list of participants of FATF-style bodies, a possibility of influence of participants on the course and results of monitoring. Conclusions. The world system of counteraction to ML/FT assumes balancing of interests of participants so gaps in implementation of real actions by certain country exist. Such institutional format is a prerequisite of insufficient effectiveness of the system because of the lack of the mechanism of coercion and the fact that questions of specific sanctions pass into political plane

The Information Support of the Internal Control of Receivables and Accounts Payable
The article substantiates the necessity of organization of internal audit of receivables and accounts payable at the trade enterprises, which will allow the decision-makers to obtain confirmation of the validity of the accountance data. The theoretical substantiation of bases of monitoring together with necessity of its carrying out in the accountance system of accounts receivable and accounts payable was considered. The scheme on interaction of subjects of control has been proposed, in terms of which each of the examined subjects of control is in constant information interaction with other divisions. To effectively control the movement of debt, trade organizations are encouraged to use the forms of operational reporting developed as part of improving internal audit as a tool to enhance the efficiency of the internal control system
The use of synchronous and asynchronous teaching methods in pedagogical education in COVID-19 terms
The purpose of the academic paper lies in determining the ratio of synchronous and asynchronous teaching methods in modern pedagogy on the example of the analysis of the activity of higher education institutions within the conditions of quarantine restrictions. The sociological survey was conducted in two stages. Stage I – July – September 2021 (stage of information collection: opinion poll). The second stage is October 2021 (analytical). The advantages of synchronous teaching and learning have been determined, namely: easy interaction; real-time mode; questioning, instant answers, motivation, and help, immediate feedback from the teacher, group classes, high concentration. The disadvantages of synchronous teaching and learning have been identified, namely: physical compliance with the schedule, poor implementation of individualization, appropriate training, poor content of the digital learning platform, poor organization of various communication channels, and low level of digital alternative. The list of benefits of asynchronous learning has been revealed as follows: flexibility, antilocalization, economy, time mobility, one’s own working pace, the schedule convenience, point definition of the purposes. It has been found that the drawbacks of asynchronous learning are as follows: a decrease in an academic discipline, a decrease in socialization, feedback difficulty, limited contact, isolation, the need for self-discipline
Efficiency of a combined fitness program for improving physical condition in young women
The purpose of this study was to evaluate the effectiveness of a combined exercise program focused on the improvement of young women’s physical condition. Materials and methods. The study involved 62 healthy women (an average age of 29.4 years). More than 50 parameters were assessed (anthropometric indicators, physical capacity and motor abilities, functional status of the cardiorespiratory system, etc.). The structure of physical condition of the women was identified using the factor analysis. The transforming experiment lasted for 14 months. Results. The physical development indicators had the largest contribution (33.4 %) to the total variance of physical characteristics of the subjects. The second factor related to the functional state and physical performance accounted for 21.6 %, the third factor related to coordination abilities accounted for 19.8 %, and the fourth factor related to physical fitness accounted for 10.3 % of the total variance. Those four factors explained 85.1 % of the total variance. The 35 indicators, which were selected by the factor analysis and characterized the women’s physical condition, were used as criteria for the effectiveness of the proposed exercise program. Participation in the exercise program significantly affected the morphological status of women. Functional indicators of the cardiovascular system improved significantly, including resting heart rate decreased by 16.2 % (p < 0.05). Muscle strength increased by 32.2 % (p < 0.05), speed and strength endurance and speed endurance increased by 31.5 % and 49.1 %, respectively (p < 0.05). Exercises targeting coordination abilities lead to improvements in balance ability of women as assessed by the Romberg test (increase by 94.0 %, p < 0.05) and by the Flamingo test (increase by 65.6 %, p < 0.05). Conclusions. The study confirmed the effectiveness of the combined exercise program according to selected criteria. There were significant (p < 0.05) positive changes in physical condition components including physical development, physical fitness, functional state of the cardiorespiratory system and in body balance
