    A Policy Development Perspective on Drinking Water Policy

    This paper seeks to address the lack of knowledge in the water industry of how policy development can be understood to have shaped the development and application of European Union (EU) drinking water policy. In particular, the paper develops a comparative understanding of how policy development can be viewed as having affected the development and application of the Drinking Water Directive (80/778/EEC) in England/Wales and the Republic of Ireland. As a result of this focus, the paper explores policy development issues relating to conflicting interests, invalid causal theories, political symbolism, lack of attention to detail by policy makers, and the allocation of duties and resources. It is subsequently established that consideration of these issues is useful in fostering a focused understanding of how policy development may have affected policy application. Despite the significant changes which took place with regard to the development of the current Drinking Water Directive (98/883/EC), the paper concludes by arguing that greater attention should be accorded the conflicting interests and abilities of Member States during the development of EU water policy, particularly if attempts are to be made to identify measures targeted at improving the application of EU water policy in a diverse political and economic union of member states.Peer reviewedFinal Accepted Versio

    Identifying integrated options for agricultural climate change mitigation

    Purpose: In order to achieve reductions in greenhouse gas emissions it is essential that all industry sectors have the appropriate knowledge and tools to contribute. This includes agriculture, which is considered to contribute about a third of emissions globally. This paper reports on one such tool: IMPACCT: Integrated Management oPtions for Agricultural Climate Change miTigation. Design/methodology/approach: IMPACCT focuses on greenhouse gas emissions, carbon sequestration and associated mitigation options. However, it also attempts to include information on economic and other environmental impacts in order to provide a more holistic perspective. The model identifies mitigation options, likely economic impacts and any synergies and trade-offs with other environmental objectives. The model has been applied on 22 case study farms in seven member states. Findings: The tool presents some useful concepts for developing carbon calculators in the future. It has highlighted that calculators need to evolve from simply calculating emissions to identifying cost effective and integrated emissions reduction options. Practical implications: IMPACCT has potential to become an effective means of provided targeted guidance, as part of a broader knowledge transfer programme based on an integrated suite of guidance, tools and advice delivered via different media. Originality/value: IMPACCT is a new model that demonstrates how to take a more integrated approach to mitigating greenhouse gas emissions on farms across Europe.     Tuberculin screening of some selected Fulani lactating cows in north-central Nigeria

    The prevalence of mycobacterial infection among lactating Fulani cows was investigated in the Federal Capital Territory, Abuja and Kaduna State of Nigeria. Tuberculin testing using single comparative intradermal tuberculin test showed a 14.6 % positive, 4 % doubtful, and 81.4 % negative reactors. Mycobacterial infection was found to be present in the nomadic (constantly moving) and seminomadic (limited movement) management systems studied but management showed no significant effect on the prevalence of the disease. However, the prevalence was significantly higher in older age groups than the younger ones (P < 0.05).Peer reviewedSubmitted Versio

    Climate change increases risk of fusarium ear blight on wheat in central China

This article may be used for non-commercial purposes in accordance with Wiley Terms and Conditions for Self-Archiving.To estimate potential impact of climate change on wheat fusarium ear blight, simulated weather for the A1B climate change scenario was imported into a model for estimating fusarium ear blight in central China. In this work, a logistic weather-based regression model for estimating incidence of wheat fusarium ear blight in central China was developed, using up to 10 years (2001-2010) of disease, anthesis date and weather data available for 10 locations in Anhui and Hubei provinces. In the model, the weather variables were defined with respect to the anthesis date for each location in each year. The model suggested that incidence of fusarium ear blight is related to number of days of rainfall in a 30-day period after anthesis and that high temperatures before anthesis increase the incidence of disease. Validation was done to test whether this relationship was satisfied for another five locations in Anhui province with fusarium ear blight data for 4 to 5 years but no nearby weather data, using weather data generated by the regional climate modelling system PRECIS. How climate change may affect wheat anthesis date and fusarium ear blight in central China was investigated for period 2020-2050 using wheat growth model Sirius and climate data generated by PRECIS. The projection suggested that wheat anthesis dates will generally be earlier and fusarium ear blight incidence will increase substantially for most locations.Peer reviewedFinal Accepted Versio
