    PENYELESAIAN SENGKETA INFORMASI PUBLIK SEBAGAI PENDEKATAN PENGELOLAAN KONFLIK DALAM MASYARAKAT

    Sengketa informasi publik berlaku jika pemohon informasi publik tidak memperoleh jawaban dan/atau respon yang sesuai dari badan publik. Sengketa dimaksud dapat dimaknai sebagai situasi konflik antara pemohon informasi dengan badan publik. Tujuan penelitian ini untuk mengetahui 2 (dua) hal, yakni tentang pengelolaan konflik melalui pemenuhan hak atas informasi publik yang berlangsung pasca perdamaian di Aceh serta pelayanan informasi publik pada badan publik negara di Aceh. Tulisan ini dilakukan melalui kajian dokumen dan wawancara dengan sejumlah pemohon penyelesaian sengketa informasi publik, akademisi, aktivis dan komisioner Komisi Informasi Aceh. Hasil yang diperoleh melalui penelitian bahwa pengelolaan konflik pasca kesepakatan damai melalui pemenuhan hak atas informasi publik sudah berlangsung sesuai cakupan wilayahnya. Berikutnya, pelayanan informasi publik pada badan publik negara di Aceh sudah berjalan sesuai UU KIP. Namun pun demikian, masih memerlukan pendampingan dan pembinaan oleh Pejabat Pengelola Informasi dan Dokumentasi Utama kepada Satuan Kerja Pemerintah Aceh dan Satuan Kerja Pemerintah Kabupaten/kota karena berbagai hambatan dan kendala. Berikutnya, mengenai pelayanan informasi publik pada badan publik negara di Aceh  pada umumnya sudah berjalan sesuai mekanisme yang diatur dalam Undang-undang Keterbukaan Informasi Publik dan Standar Layanan Informasi Publik.

    The aim of this study was to determine how electronic government is implemented to improve the quality of services in KPP Pratama Meulaboh, West Aceh Regency. The process of delivering services to the public is made simpler by implementing electronic government, which provides the community with the resources and information required. This study uses methods of qualitative research with a descriptive approach. It is quite good based on the results of the research carried out by the implementation of the electronic government in KPP Pratama Meulaboh. This can be seen from the existence of good communication within the scope of the KPP Pratama and to stakeholders (stakeholders), the overall adequate resources, the good behavior of policy makers and the bureaucratic structures that support the implementation of the electronic government

    In modern times, glamor is a trend that is followed or fulfilled by everyone, not only followed by people who live in urban areas but people who live in rural areas, so that the behavior and social changes in these communities can be categorized as problems in people’s lives in essence because it has deviated from previous life norms. This study aims to determine public opinion about the existing glamorous trends in the Jeuram village community in the district of Nagan Raya.     Pengembangan Pariwisata Berbasis Masyarakat di Kabupaten Nagan Raya

    Penelitian bertujuan memberikan gambaran mengenai pengelolaan pariwisata berbasisis masyarakat  dan faktor penghambat sektor pariwisata di Kabupaten Nagan Raya. Penelitian dilakukan dengan metode  kualitatif melalui pendekatan deskriptif guna memperoleh deskripsi pengembangan pariwisata berbasis masyarakat di Kabupaten Nagan Raya. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa dari penetapan lima indikator dalam pengembangan pariwisata berbasis masyarakat  hanya 3 (tiga) yang sudah berjalan bagus, yaitu partisipasi masyarakat, dukungan dari pihak pemerintah, dan penguatan asosiasi komunitas. Sementara dua indikator lainya masih terlihat kurang, terutama dalam hal pembagian keuntungan yang tidak sama serta indikator penggunaan sumber daya. Sedangkan  strategi yang dapat dilakukan untuk mengembangkan pariwisata berbasisi masyarakat di Kabupaten Nagan Raya terdiri dari penyediaan buah tangan atau oleh-oleh seperti aksesoris dari batu giok, makanan khas dan penataan parkir yang rapi

    This research was conducted because some of the people of Gampong Buntha still carried out political gratification in the process of selecting village officials. The purpose of this study was to determine the factors of political gratification in the Keuchik election. The theory used is the theory of social exchange. The research method used qualitative methods based on purposive sampling and data collection techniques through interviews and documentation. The results found that the factor of political gratification in society was due to 3 (three) things, namely; want to get a job, get a position back, the people fulfill their daily needs. The efforts made to prevent political gratification in the community in Buntha Village consist of 3 (three) parts, namely; give advance warning and understanding, good supervision and possible re-election.

    This research was conducted because of differences in the customs of delivery between villages, especially in Madat Village, Samadua District and Teungoh Rot Village, Meukek District, South Aceh Regency. This difference is very influential on families with limited economies. The purpose of this study was to determine the factors causing differences in delivery customs in delivery behavior in the community in South Aceh District. The method used is a qualitative method and the determination of informants by purposive sampling with data collection techniques through interviews and documentation. The results of the study illustrate that the factors causing differences in delivery customs in Madat Village, Samadua Subdistrict, South Aceh Regency are seen in 3 (three) parts, namely economic, social and cultural. Whereas in Rot Teungoh Village, Meukek District, South Aceh Regency, it is seen in 2 (two) factors, namely culture, and customary provisions in Rot Teungoh Village.

    In Aceh Barat Daya District, this essay examines the role of stakeholders as players in empowering the women's group "Agreed" through regional potential. This study employs a case study methodology and a qualitative research design. Data was gathered by observation, interviews, and documentation. Triangulation validity, reliability, and interactive analysis models were then used to analyze the data. The study's findings demonstrate that stakeholders have played a significant role as policy actors for empowerment programs since the implementation of the Participatory Missile Appraisal (PRA) and Participation Assessment Plan (MPA) processes, which prioritize community involvement. supported by the application of the ideas of corporate development, institutional development, and human development. However, it is clear from the existence of unresolved business issues like seasonal business, the lack of specialized training and enrichment of product innovation for groups, as well as the inability to organize businesses, that the needs of the "Agreed" women's group have not been met in practice as expected. So, solid cooperation between policy actors is needed in carrying out empowerment and more efforts to evaluate implementation to assess the level of success of the program being implemente

    The purpose of this study was to analyze and find out the various driving factors behind elderly women choosing jobs as parking attendants in West Aceh District. In addition, this study also aims to describe the socio-economic conditions of elderly women who work as parking attendants. Elderly women are a physically vulnerable group and can be targeted by criminals, such as fraud, violence, harassment, and discrimination. The theory used in this research is Coleman's rational choice. This study uses a descriptive qualitative method that prioritizes in-depth interviews with informants to obtain information relevant to the research focus. Qualitative research methods are also very useful for describing research results. The results of this study indicate that elderly women choose jobs as parking attendants mostly due to less established economic conditions. They hope that working as a parking attendant can solve their economic problems and can improve their social welfare

    The fulfillment of the right to public information has not taken place after 10 years of the implementation of Law Number 14 of 2008 concerning Public Information Openness (UU KIP). The research objective is to determine the obstacles and challenges of public agencies in carrying out their obligations and to find out social changes that apply after the implementation of the Public Information Openness Law. This research is qualitative research with a descriptive approach. Data collection relies on various literature related to research topics. The results of the study describe public agencies that have not carried out their obligations due to 4 (four) things, namely the unavailability of data in public agencies, not optimal information management and documentation officials in providing information services, the reluctance of public agencies to be open to the general public and the application of sanctions as a complaint offense. However, the implementation of the Public Information Openness Law has encouraged a social change in society through changes in behavior in public agencies and community.Keywords: Public Information, Public Agency, and Social Change
