    Community and company capacity: the challenge of resource-led development in Zambia's 'New Copperbelt'

    Relationships between the extractive industries, society and development are often symbolized by unfulfilled expectations and even conflict. The poor, rural, politically marginalized and indigenous communities often face the greatest impacts by the extraction of energy and non-energy minerals. This paper explores the challenge of resource-led development in Zambia’s ‘New Copperbelt’, i.e. the Northwestern Province. It demonstrates how Kansanshi, a mid-tier mining company, has struggled with various community development aspects from resettlement and compensation, hiring and employment, as well as local government interactions, to formulating a coherent corporate social responsibility (CSR) and infrastructure project strategy. Findings suggest that community capacity to hold Kansanshi and local government to account is relatively weak. Recommendations include aligning CSR strategies with district, regional and national development objectives, as well as building linkages between local civil society organizations (CSOs) and national/international nongovernmental organizations (NGOs) to enable communities around the mine to share experiences, lessons learned, and effective company and local government engagement strategies

    Unpacking Brazil’s leadership in the global biofuels arena: Brazilian ethanol diplomacy in Africa

    Biofuels represent an opportunity for Brazil to exert global leadership by substantially scaling up the production, consumption, and international trade of bioethanol. Africa represents an ideal venue in which to do this, given its suitable agro-climatic conditions and extensive land area. Brazil has consequently sought to establish bilateral partnerships with African countries, as well as North-South-South trilateral partnerships involving the EU and US. However, empirically grounded assessments of how Brazil’s leadership aspirations have unfolded in practice through these partnerships are limited. In this article, we examine Brazil’s potential to exert global political leadership, by analyzing its policy-based, structural, and instrumental qualities in making bilateral and trilateral inroads regarding bioethanol production in Africa. Interviews in Brazil, Africa, and Europe suggest that both the bilateral and trilateral avenues have produced meager results. Lack of domestic strategy and vision, economic recession, and a fragmented alliance network have reduced Brazil’s capacity to achieve its ethanol diplomacy objectives

    Fuelling friendships or driving divergence? Legitimacy, coherence, and negotiation in Brazilian perceptions of European and American biofuels governance

    Traditional global powers like the European Union and the United States are seeing the rise of emerging powers like Brazil as prospective cooperation partners. Examining how traditional powers are perceived by their emerging counterparts offers critical insights into the prerequisites for effective and durable partnerships. While the literature on external perceptions has expanded considerably, a comparative perspective on how emerging powers perceive the policies of the two transatlantic powers in issue-specific areas is lacking. We present a framework of explanatory variables (legitimacy, coherence and negotiating style) and apply it to interview data and the literature to unravel Brazil's relations on biofuels with the EU and US, including through trilateral partnerships with third countries. Our data show that while Brazil's partnership with the US has progressed, the one with the EU has struggled to advance. Our paper seeks to explain these differences using our framework, advance understanding on the external perceptions of the international role and collaborative posture of the EU and US, and provide policy insights for the fruitful conduct of partnerships

    Links between climate change mitigation, adaptation and development in land policy and ecosystem restoration projects: lessons from South Africa

    Links between climate change adaptation, mitigation and development co-benefits in land policy and ecosystem restoration projects are hampered by limited understanding of how multi-faceted policy, institutions and projects interact. This paper explores perceptions of co-benefits produced by two community-level projects that pursue ecosystem restoration in South Africa. It develops a new analytical framework to assess the enabling and constraining factors in delivering triple wins for adaptation, mitigation and development. The aim is to investigate the potential for integrating community perspectives into policy and project development and implementation. Data collected through mixed-methods (policy analysis, semi-structured interviews, participatory site visits and focus groups) are analysed using thematic analysis. We find that while the projects investigated have potential to deliver triple wins, siloed approaches presently hinder effective implementation. In particular, project focus on job creation hampers the achievement of longer-term mitigation and adaptation benefits. Operational flexibility, long-term goals, multi-sectoral cooperation and enabling frameworks are imperative to the achievement of triple wins. Findings provide valuable lessons that can be applied across sub-Saharan Africa towards achieving triple wins in climate and development policy and practice, especially those developed with job creation and ecological restoration aims

    Delivering Climate-Development Co-Benefits through Multi-Stakeholder Forestry Projects in Madagascar: Opportunities and Challenges

    This paper explores multi-stakeholder perspectives on the extent to which forestry projects that pursue ecological restoration and rehabilitation in Madagascar engage with local communities and can co-deliver climate-development benefits. Drawing on mixed methods (policy analysis, semi-structured interviews, participatory site visits and focus groups) in two different forestry contexts, we show that by strengthening access to capital availability, projects can enhance local adaptive capacity and mitigation and deliver local development. We show that active consideration of ecological conservation and action plans early in project design and implementation can co-develop and support monitoring and reporting systems, needed to progress towards integrated climate-compatible development approaches. Climate mitigation benefits remain poorly quantified due to limited interest in, and low capacity to generate, carbon revenues. Monitoring alone does not ensure carbon benefits will materialize, and this research stresses that institutional considerations and strengthened engagement and cooperation between practitioners and communities are key in achieving both climate mitigation and community development impacts. Multiple benefits can be fostered by aligning objectives of multiple landscape actors (i.e., community needs and project developers) and by systematically linking project deliverables, outputs, outcomes and impacts over time, grounded in a theory of change focused on ensuring community buy-in and planning for delivery of tangible benefits

    Lack of Cross-Sector and Cross-Level Policy Coherence and Consistency Limits Urban Green Infrastructure Implementation in Malawi

    The quality, quantity and accessibility of urban greenspaces and green infrastructure offer multiple benefits for city dwellers, the environment and urban sustainability. Green infrastructure provides a wide range of environmental, social, cultural, climate change adaptation, and mitigation benefits. However, for green infrastructure to do so, it needs to be integrated into national policy and city-planning strategies in ways that recognize its value and importance. Consequently, consistency and coherence between policy sectors and levels is essential. The more prominent urban green infrastructure is in national level policy, the easier it will be to ensure coherence and consistency between sectors and levels, as well as avoid national and local initiatives hindering each other's effectiveness. Integrating urban green infrastructure into planning processes should be a priority for all cities, but even more so for those in sub-Saharan Africa, which are undergoing rapid expansion. Here we focus on Malawi, one of the most rapidly urbanizing countries in sub-Saharan Africa. We collated and reviewed national-level and city-level policies and strategies, ranging from housing to transport to biodiversity, in order to determine, based on vertical and horizontal integration processes, whether urban greenspaces and green infrastructure have been incorporated into planning and management priorities. We found little evidence that urban greenspaces and green infrastructure are incorporated into national-level decision-making processes. In contrast, promoting and enhancing urban greenspace and green infrastructure was a priority in planning and strategy documents produced by the Lilongwe and Mzuzu City Councils. Better institutional coordination and policy coherence across national level sectors that affect urban greenspaces and green infrastructure is required if their multiple benefits are to be realized

    How do sectoral policies support climate compatible development? An empirical analysis focusing on southern Africa

    Promoting inclusive and sustainable economic and social development whilst simultaneously adapting to climate change impacts and mitigating greenhouse gas emissions – Climate Compatible Development (CCD) – requires coherent policy approaches that span multiple sectors. This paper develops and applies a qualitative content analysis to assess national sector policies of ten southern African countries to determine their approaches for water, agriculture, forestry and energy and their compatibility with the aims of the three dimensions of CCD (development, climate adaptation and climate mitigation). Results indicate that sector policies currently only partially support shifts towards CCD, with approaches that both complement and detract from CCD being prioritized by national governments. Agriculture offers the greatest number of potentially viable approaches capable of achieving the development, adaptation and mitigation aims inherent in CCD, while energy the least. National governments should focus on developing coherent, cross-sector approaches that deliver such potential triple wins in order to promote new forms of inclusive and sustainable economic and social development, whilst facilitating adaptation to climate change impacts and supporting mitigation activities. Doing so will also go a long way towards ensuring the progress needed for achieving the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) to the Paris Climate Agreement

    European union leadership in biofuels regulation: Europe as a normative power?

    The rapid emergence of the European Union (EU) as a leader in global environmental politics has led many scholars to argue in favour of the EU being a ‘normative power’ in international relations. This paper critically examines the EU's biofuels policy and evaluates whether its attempts to lead by example and shape international practice in this field could support such arguments. Europe's biofuel policies are evaluated through a sustainable development lens, so as to determine the extent to which it has embraced a holistic approach to sustainability. While not dismissing that the identity of the EU is indeed an explanatory factor and that normative intentions may well be regarded as a motivating force, this study argues that an interest-based perspective on international environmental regulation offers a supplementary view of how an actor's preferences for an international regime are shaped. By erecting barriers aimed at shielding its own inefficient domestic biofuels production the EU is in essence placing trade competitiveness and economic growth above environmental protection, thus permitting sustainability concerns to be addressed only in part
