    Demonstration method is used widely in the teaching and learning (T&L) of Technical and Vocational Education (TVE) field. However, this method is difficult to be repeated as it is time consuming. Therefore, the use of video in T&L is an alternative for preparation, repetition, reinforcement and enrichment. Thus, this study is carried out to develop constructs of instructional video model learning based on Project-oriented Problem Based Learning (PoPBL) and Competency Based Education (CBE) in TVE. The research uses exploratory mixed method design. The instruments of the research are structured interview and questionnaires. Samples of this study comprise five PoPBL experts, five CBE experts and 272 lecturers of Electric Technology Course at Vocational College. Data collected from the interview with the PoPBL and CBE experts were used to develop questionnaire items for the lecturers of Electric Technology Course at Vocational College. Raw data of the questionnaires were analyzed using exploratory factor analysis (EFA) in SPSS 18.0 software. Next, constructs that have been explored were tested through confirmatory factor analysis (CFA) using SPSS Amos 16.0 Software. As a result, constructs of instructional video model learning based on PoPBL and CBE were developed with suitable model fit, where CMIN/DF=2.202, CFI=0.939 and RMSEA=0.067. Findings of the study produced construct of instructional video model learning through the combination of PoPBL and CBE which were learning content, instruction delivery, video design and video quality. Hopefully, results from this research could be used as guidelines and references in developing instructional video in TVE

    The Effect of Psychological Well-Being on Students’ Perception of Online Learning During the COVID-19 Pandemic

    The outbreak of COVID-19 has led to a global lockdown, and universities have shifted to online learning. Despite the various efforts made by universities for students' online learning during the pandemic, not much has been identified about how students perceived online learning and how it affected their psychological well-being (PWB). This study examines the differences between male and female students' perceptions of online learning during the pandemic. A quantitative research design was used to measure the effect of PWB among students on online learning during the pandemic. The population consisted of first-year students in Technical and Vocational Education and Training (TVET) from Bachelor of Technology programs; hence, 127 respondents were sampled. A validated researcher-developed questionnaire was used to test the reliability of the study. The collected data were analyzed using descriptive statistics. Spearman Rho correlation and Mann-Whitney U were used to test the hypotheses at a p-value less than 0.05 level of significance. The findings revealed a PWB effect on students' perceptions of online learning. Meanwhile, there was no significant difference between genders affected by PWB in students' perceptions of online learning during the pandemic. Therefore, it is recommended to focus on one of the six elements of PWB regarding the perception of online learning among students

    FREEDOM OF INFORMATION IN MALAYSIA: INTERNATIONAL LEGAL INSTRUMENTS AND RESTRICTIONS UNDER NATIONAL LAW

    The acceptance of Freedom of Information (FOI) as a fundamental mechanism for enhancing accountability and transparency in the public sector is widely recognized. Numerous international legal instruments (Conventions) have advocated for the establishment and enforcement of legal frameworks pertaining to the FOI. The FOI legislation serves two essential functions, namely enhancing democratic engagement and mitigating corruption within the public sphere. Despite the acceptability of FOI on the global stage, Malaysia lacks a comprehensive legal framework to address the right to access information, except for Selangor and Penang. Additionally, there are various national legislations that hinder the exercise of FOI. This article’s objective is to examine the use of the FOI concept within the framework of international legal instruments as well as the challenges posed by Malaysian national laws that impose limitations on its implementation. The objective is achieved by employing a doctrinal methodology that incorporates international legal instruments as well as Malaysia’s legislations (Constitution, Acts and Enactments) pertaining to the FOI. The findings show the restrictions under national law make it difficult to implement FOI legal regimes in Malaysia. This paper argues that implementing FOI can only be materialized through a comprehensive review of existing laws and administrative structure reform by adapting universal standards on FOI as stated under international legal instruments. This article serves as guidelines for policymakers intending to address FOI as the anti-corruption mechanism in public sectors. Moreover, recommendations are made for the implementation of FOI into Malaysia’s domestic laws

    Conceptual framework of video learning based on POPBL

    Demonstration method is often used in technical and vocational teaching. This has led to a longer period of teaching and learning (T&L) and is difficult to be repeated if the student missed it. In addition, the diversity of students' backgrounds affects how they think, insofar; influence their thinking skills and the knowledge exhibited. Therefore, the use of video in T&L is the latest alternative to allow students to see the process involved in practical and stimulate students' ability to engage in T&L. This should be added to the Competency-based Education (CBE) and Project Oriented Problem Based Learning (POPBL) because the concept of learning is appropriate for compentecy-based education as well as to establish the characteristics of the competencies required by employers. Therefore, this study was undertaken to identify the conceptual framework of video learning based on POPBL and CBE. This conceptual framework was built based on the analysis results of previous study and will be tested by experts for further research

    Dalam Rancangan Malaysia ke Sebelas (RMK 11), pembangunan modal insan yang berkemahiran dan berpengetahuan diberi penekanan oleh kerajaan untuk memacu arus pembangunan negara demi mencapai status negara maju pada tahun 2020. Bagi merealisasikan matlamat ini, penambahbaikan harus dilakukan dalam sistem pendidikan kini dengan memberi penekanan dalam pengajaran dan pembelajaran. Untuk menambah baik kaedah pengajaran dan pembelajaran kini, pengkaji menjalankan kajian untuk mengenal pasti kekangan dan masalah dalam pengajaran dan pembelajaran yang dihadapi oleh pensyarah dan pelajar bagi Kursus Teknologi Elektrik di Kolej Vokasional. Sampel kajian ini terdiri daripada sebelas orang pensyarah di Kolej Vokasional yang mengajar Kursus Teknologi Elektrik di Semenanjung Malaysia. Reka bentuk kajian ini adalah kajian kualitatif. Instrumen kajian yang digunakan adalah temu bual tidak berstruktur. Kaedah analisis data adalah menggunakan analisis tema terhadap traskrip temu bual. Dapatan kajian ini mendapati terdapat tiga masalah yang dihadapi oleh pensyarah dan pelajar dalam pengajaran dan pembelajaran bagi Kursus Teknologi Elektrik di Kolej Vokasiona iaitu kekangan masa, peratan terhad dan tidak terkini serta pelajar berasa bosan dan tidak menunjukkan minat untuk mendalami teori pembelajaran. Implikasi daripada kajian ini dapat digunakan sebagai panduan dalam kajian-kajian akan datang untuk mencari penyelesaian kepada masalah yang dinyatakan dalam kajian ini

    Radiation protection literacy and its associated factors among healthcare workers in Negeri Sembilan

    Background: Ionizing radiation can be an occupational hazard that need protection when in the form of particle which can produce biological changes to cells, tissues or organs. About 19.7% of worldwide average radiation dose is due to the medical use of radiation. In Malaysia, about 700,000 X-ray examinations were performed in 2014. The objective of this study is to assess the level and predictors for radiation protection literacy among healthcare workers in Negeri Sembilan. Materials and Methods: A cross-sectional study was conducted in health facilities in Negeri Sembilan from April 2018 to June 2018 among 151 healthcare workers. Respondents were selected based on their workplace using proportionate stratified random sampling method and data was obtained using validated self-administered questionnaire that focused on knowledge, attitude and practices on radiation protection. Data were analyzed using IBM SPSS version 23.0. Result: 52.3% of respondents had high knowledge, 80.8% had positive attitude and 56.3 % had good practice on radiation protection. Significant predictors for high knowledge were the use of radiation hazard monitoring device and being a radiation worker meanwhile for positive attitude was received medical surveillance. Significant predictors for good practice were the use of radiation hazard monitoring, being a radiation worker, being a health professional and being a health associate professional. Conclusion: Attitude on radiation protection among healthcare workers in Negeri Sembilan was still positive despite knowledge and practice was marginal. Future radiation protection awareness programme, education and training should be strengthen in order to improve radiation protection literacy among healthcare worker in Negeri Sembilan

    Elements of Competency for Facility Engineers in The Field of Refrigeration and Air Conditioning

    The challenge for institutions of higher learning today is to provide the human capital that this industry desperately needs. Past studies have shown that most graduates of local institutions of higher learning do not have the necessary work skills and competencies in the market and there seems to be mismatch in the preparation of graduates for the local job market. In this regard, universities are often blamed for failing to meet the needs of industry and employers. On this basis, this study is hoped to open further discussion space and can help the parties involved in making improvements to improve the quality of graduates especially producing skilled workforce according to industry demand. This study aims to explore the elements of competency that a facility engineer should have in the field of air conditioning and air conditioning. This study was done to provide a comprehensive overview of the elements of competency that need to be presented to the Facility Engineers in order to help the graduates of the Refrigeration and Air Conditioning Technology course at Universiti Tun Hussein Onn Malaysia (UTHM) to be better prepared for the occupational environment. This study used the Modified Delphi Technique – MDT approach for the purpose of obtaining expert approval on constructs in questionnaire instruments as well as using literature survey study through analysis documents. The research instrument used was a set of questionnaires prepared to obtain evaluation from experts. The data were processed by using Statistical Package for the Social Sciences (SPSS) software to obtain the mean score, median and Interquartile Range (IQR) for each item. The findings of the literature review through document analysis produced ten elements and 64 items. Meanwhile, the findings of the modified Delphi study produced the competence of Facility Engineers which has 10 elements and 62 items

    Characterization and structural analysis of RF magnetron sputtered strontium stannate thin films

    This paper presents physical and morphology properties of strontium stannate (SrSnO3) perovskite-type as a candidate of an n-type material thin film for organic-inorganic hybrid diode heterojunction for optoelectronics application. Typical wet-process of SrSnO3 deposition produce thick film and having 10-8 S/cm order in conductivity. The SrSnO3 thin films were deposited on ITO glass substrates by RF magnetron sputtering using a purity 99.9% SrSnO3 target with 5.0 mTorr of gas pressure and 100 W of RF power at room temperature. The gas composition of pure argon (75%) and reactive oxygen gas (25%) was used for 60 min. XRD diffraction patterns revealed that the thin films are orthorhombic crystal structure with lattice parameter a=5.7040 Ǻ, b=8.06 Ǻ and c=5.7080 Ǻ with a strong orientation in the (002) direction. SEM images showed that films exhibited uniform surface morphology with a roughness average of Ra=2.258 nm and thickness of 311 nm. The EDX spectrum confirmed the presence of O, Sr, and Sn elements in the films with 75.22%, 8.29%, 16.49% in atomic number, respectively. The films were having a conductivity of 8.33x102 S/cm with low resistivity of 12.4x10-3 W-cm

    Students' Acceptance Level of Augmented Reality Technology Applied to Teaching Tools Chiller Simulation System

    Along with the development of technology, Augmented Reality (AR) has been used as a teaching aid to facilitate the teaching and learning process. Nevertheless, the use of AR technology in teaching and learning session in Vocational College is still at a minimal level. Therefore, this study was conducted to identify the level of students' acceptance of AR technology from the aspects of perceived usefulness, perceived ease of use and attitude. A total of 114 students who took the Diploma in Refrigeration and Air Conditioning (PPU) program at Batu Pahat Vocational College, Kluang Vocational College, Muar Vocational College and Segamat Vocational College were involved in this study. The distribution of the questionnaire for this study is using google form through the online platform. This study uses descriptive analysis method (mean and standard deviation). The reliability value for this study instrument is α = 0.890. Overall, the results of the study showed that the level of perceived usefulness, the level of perceived ease of use and the level of attitude were at a high level with a mean value (M = 4.34, M = 4.36, M = 4.25). In conclusion, the results of this study indicate that most students have a high level of acceptance of the use of AR technology in teaching and learning session. In this regard, Vocational College should strive to enhance the use of AR technology so that the teaching and learning process can be carried out more effectively
