Interaction Between Public Authorities and Stakeholders in Social Media (Comparative Analysis of the Regional Practician)
The wide functionality of social media allows the authorities of the territorial subject to choose a variety of models for using this information resource for organizing interaction in the space of public communications. The purpose of the present research is to explore the practice of public authorities organizing interaction with stakeholders in social media. The study took into consideration official accounts of regional state and municipal structures, as well as regional accounts of federal executive authorities in social networks ”Vkontakte”, ”Odnoklassniki”, Facebook, Instagram and Twitter. The analysis has shown that in the median region, the number of government accounts is almost twice as high as the social network “Vkontakte”, while the structure of official accounts of Moscow authorities is more differentiated by social networks. Despite a 10-fold increase in the number of Muscovites over residents of the Kursk region, the share of subscribers to official government accounts in them among the General population is comparable. The intensity of the use of feedback forms for official accounts of the authorities of the Kursk region exceeds similar indicators of Moscow city. But at the same time, the publication activity of official accounts the Kursk region authorities is lower than in Moscow.

Society and State Responsibilities for Security in the Digital Network Space: The Opinions of Citizens and Experts
This article is devoted to the study of the role of state bodies and civil structures in ensuring the security of the digital network space. The purpose of this work was to determine the subjective opinions of citizens about the boundaries of society and state responsibility for security in the digital network space. This sociological study included a combined online and offline survey, as well as a survey of experts. A sample of 1,000 respondents aged 16 years and older was recruited, which was representative on gender and age grounds. The sample for the expert survey consisted of 90 specialists across areas of activity. Based on the results, the authors concluded that in order to legitimize power, it is necessary to re-distinguish states and societies from the responsibility of ensuring personal and public security. Respondents considered the state and society to be equally responsible for the moral components of personal security, and that the state is responsible for protecting the personal data of citizens and ensuring public security. Experts were inclined to believe that both personal and public security in the digital network environment should be provided by authorities.

Hecke Transformations of Conformal Blocks in WZW Theory. I. KZB Equations for Non-Trivial Bundles
We describe new families of the Knizhnik-Zamolodchikov-Bernard (KZB) equations related to the WZW-theory corresponding to the adjoint G-bundles of different topological types over complex curves Σg,n of genus g with n marked points. The bundles are defined by their characteristic classes - elements of H²(Σg,n,Z(G)), where Z(G) is a center of the simple complex Lie group G. The KZB equations are the horizontality condition for the projectively flat connection (the KZB connection) defined on the bundle of conformal blocks over the moduli space of curves. The space of conformal blocks has been known to be decomposed into a few sectors corresponding to the characteristic classes of the underlying bundles. The KZB connection preserves these sectors. In this paper we construct the connection explicitly for elliptic curves with marked points and prove its flatness
Monopoles and Modifications of Bundles over Elliptic Curves
Modifications of bundles over complex curves is an operation that allows one to construct a new bundle from a given one. Modifications can change a topological type of bundle. We describe the topological type in terms of the characteristic classes of the bundle. Being applied to the Higgs bundles modifications establish an equivalence between different classical integrable systems. Following Kapustin and Witten we define the modifications in terms of monopole solutions of the Bogomolny equation. We find the Dirac monopole solution in the case R × (elliptic curve). This solution is a three-dimensional generalization of the Kronecker series. We give two representations for this solution and derive a functional equation for it generalizing the Kronecker results. Study of the Linked Dipole Chain Model in heavy quark production at the Tevatron
We present calculations of charm and beauty production at Tevatron within the
framework of kT-factorization, using the unintegrated gluon distributions as
obtained from the Linked Dipole Chain model. The analysis covers transverse
momentum and rapidity distributions and the azimuthal correlations between b
and bbar quarks (or rather muons from their decay) which are powerful tests for
the different unintegrated gluon distributions. We compare the theoretical
results with recent experimental data taken by D0 and CDF collaborations at the
Tevatron Run I and II.Comment: 16 page
Unintegrated gluon distributions in D* and dijet associated photoproduction at HERA
We consider the photoproduction of D* mesons associated with two hadron jets
at HERA collider in the framework of the kt-factorization approach. The
unintegrated gluon densities in a proton are obtained from the full CCFM, from
unified BFKL-DGLAP evolution equations as well as from the Kimber-Martin-Ryskin
prescription. Resolved photon contributions are reproduced by the initial-state
gluon radiation. We investigate different production rates and make comparison
with the recent experimental data taken by the ZEUS collaboration. Special
attention is put on the specific dijet correlations which can provide unique
information about non-collinear gluon evolution dynamics.Comment: 31 pages, 18 figure
The CCFM Monte Carlo generator CASCADE 2.2.0
CASCADE is a full hadron level Monte Carlo event generator for ep, \gamma p
and p\bar{p} and pp processes, which uses the CCFM evolution equation for the
initial state cascade in a backward evolution approach supplemented with off -
shell matrix elements for the hard scattering. A detailed program description
is given, with emphasis on parameters the user wants to change and variables
which completely specify the generated events
Solution of the Kwiecinski evolution equations for unintegrated parton distributions using the Mellin transform
The Kwiecinski equations for the QCD evolution of the unintegrated parton
distributions in the transverse-coordinate space (b) are analyzed with the help
of the Mellin-transform method. The equations are solved numerically in the
general case, as well as in a small-b expansion which converges fast for b
Lambda_QCD sufficiently small. We also discuss the asymptotic limit of large bQ
and show that the distributions generated by the evolution decrease with b
according to a power law. Numerical results are presented for the pion
distributions with a simple valence-like initial condition at the low scale,
following from chiral large-N_c quark models. We use two models: the Spectral
Quark Model and the Nambu--Jona-Lasinio model. Formal aspects of the equations,
such as the analytic form of the b-dependent anomalous dimensions, their
analytic structure, as well as the limits of unintegrated parton densities at x
-> 0, x -> 1, and at large b, are discussed in detail. The effect of spreading
of the transverse momentum with the increasing scale is confirmed, with
growing asymptotically as Q^2 alpha(Q^2). Approximate formulas for
for each parton species is given, which may be used in practical

Inclusive J/Psi photoproduction and polarization at HERA in the kt-factorization approach
We investigate the inclusive photoproduction of J/Psi mesons at HERA within
the framework of the kt-factorization QCD approach. Our consideration is based
on the color singlet model supplemented with the relevant off-shell matrix
elements and the CCFM and KMR unintegrated gluon densities in a proton and in a
photon. Both the direct and resolved photon contributions are taken into
account. Our predictions are compared with the recent experimental data taken
by the H1 and ZEUS collaborations. Special attention is put on the J/Psi
polarization parameters lambda and nu which are sensitive to the production
