    Concorrência tributária entre regiões da Rússia e seus indicadores

    The article focuses on approaches to assessing the competitive advantages of regions of Russia in the area of taxation, the main approaches to the definition of tax competition at the present stage used in the scientific literature, are considered; emphasis on the influence of internal tax competition on social and economic development of the regions; the possibilities of using a number of quantitative and qualitative indicators to assess the competitive advantages of the regions in the area of taxation are summarized; ranking of the regions of Russia by using tax authorities to provide tax benefits of corporate income tax paid to the budget of the Russian Federation constituent, was performed; the conclusion about the relationship of investment activity and the availability of competitive advantages in the area of taxation was made; the development problems of the regional competitive advantages in the area of taxation and prospects for their solution are described.El artículo se centra en los enfoques para evaluar las ventajas competitivas de las regiones de Rusia en el área de la tributación, se consideran los principales enfoques para la definición de competencia fiscal en la etapa actual utilizados en la literatura científica; énfasis en la influencia de la competencia fiscal interna sobre el desarrollo social y económico de las regiones; se resumen las posibilidades de utilizar una serie de indicadores cuantitativos y cualitativos para evaluar las ventajas competitivas de las regiones en el área de la tributación; clasificación de las regiones de Rusia mediante el uso de las autoridades fiscales para proporcionar los beneficios fiscales del impuesto sobre la renta corporativo pagado al presupuesto del constituyente de la Federación de Rusia; se llegó a la conclusión sobre la relación de la actividad inversora y la disponibilidad de ventajas competitivas en el área de tributación; se describen los problemas de desarrollo de las ventajas competitivas regionales en el área de impuestos y las perspectivas para su solución. O artigo enfoca as abordagens para avaliar as vantagens competitivas das regiões russas na área de tributação, considerando as principais abordagens para a definição de concorrência tributária no atual estágio utilizado na literatura científica; ênfase na influência da concorrência fiscal interna no desenvolvimento social e econômico das regiões; as possibilidades de utilizar uma série de indicadores quantitativos e qualitativos para avaliar as vantagens competitivas das regiões na área de tributação são resumidas; classificação das regiões da Rússia, usando as autoridades fiscais para fornecer os benefíciosfiscais do imposto de renda corporativo pago ao orçamento do constituinte da Federação Russa; chegouse à conclusão sobre a relação entre a atividade de investimento e a disponibilidade de vantagens competitivas na área de tributação; São descritos os problemas de desenvolvimento de vantagenscompetitivas regionais na área tributária e as perspectivas de sua solução

    Analysis of environment state in technogenic region and its threat to public health.

    The purpose of the research is to give a complex hygienic evaluation of environment state in Donetsk region and to determine the degree of their potential danger to population health. It includes air pollution, water contamination, state of soil. Nearly 43000 samples of air, 32000 drinking water samples and 4500 soil samples were analyzed. Regions with the highest rate of environmental pollution were defined. It was found that the main sources of environment pollution in Donetsk region are ferrous and nonferrous metallurgy enterprises, power, coal, building industry and transport. All other sources ac­count for only 5-10% of total emissions. Level of harmful technogenic pressing on population’s health was determined

    Response of Tb(III) and Eu(III) centered luminescence on phase transitions in aqueous solutions of triblock copolymers

    The work introduces the temperature induced quenching of Tb(III) and Eu(III) centered luminescence sensitized by ligands 2,2':6',2″-terpyridine and difloxacin in aqueous solutions of triblock copolymers, namely (PEO)13(PPO)30(PEO)13 (L64), (PPO)14(PEO)24(PPO)14 (17R4) and (PPO)8(PEO)22(PPO)8 (10R5). The results reveal the temperature induced shifting of the complex formation equilibriums in solutions of the triblock copolymers as the reason of the quenching of Eu(III) and Tb(III) centered luminescence. The correlation between the temperature induced quenching and the aggregation behavior of the triblock copolymers is revealed. Both the nature of the ligand and the architecture of the triblock copolymer affect the Tb(III) and Eu(III) centered luminescence response to the temperature induced phase transitions. © 2014 Elsevier B.V

    Comparative indicators of morphology and seed productivity in rare <i>Iris</i> L. spp. within their natural habitats and under cultivation in the Southern Urals

    Background. Wild irises are promising for cultivation and use in breeding practice. Many of them are included in Red Lists, as they disappear under the impact of anthropogenic factors. It is biologically important to study their morphometric and reproductive parameters, so that the most stable and highly ornamental species could be recommended for expanding the range of flower plants.Materials and methods. Biological features of four Iris L. species rarely occurring in the Southern Urals: I. pseudacorus L., I. pumila L., I. scariosa Wild. ex Link, and I. humilis Georgi, were studied in 2012–2017 in 23 natural and 4 introduced cenopopulations. Individual parameters were compared for 25 medium-age plants from each cenopopulation in their mass-flowering and fruiting phase according to 11 biometric parameters using conventional methods. Statistical significance of the differences was assessed using Student’s t-test.Results. Comparison of morphometric parameters of four rare Iris spp. naturally occurring and introduced in Bashkortostan during six years of research showed significant differences between cenopopulations at a 5% significance level for most traits of I. pumila and I. pseudacorus. As for I. scariosa and I. humilis, differences were mostly insignificant (at tfact&lt; 2.064). Mean values of most reproductive parameters for I. scariosa, I. humilis and I. pseudacorus were significantly lower under introduction conditions than in natural populations. Under cultivation, seed productivity of I. pumila increased. Variability of most morphometric features of the studied irises was within normal response limits for the studied species. When cultivated in the environments of the Bashkir Cis-Urals, they bloom and bear fruit every year, except for I. humilis.Conclusion. Of the four rare Iris spp., I. pumila is recommended for landscaping settlements in the South Urals as the most stable species

    Inclusive tourism is a way of looking at tourism activities and services, involving all people, visitors and residents, in the same activities and creating dialogue, peace and human development. In turn, the dynamics of inclusive tourism is likely to depend on an economic model that reflects current trends in the personalization of the tourism offer. The aim of the research: to consider the issues of the conceptual apparatus of inclusive tourism, aspects of the formation of inclusive tourism. Research objective: to analyze the works of domestic and foreign scientists and specialists in the field of inclusive tourism, to offer the author’s definition of inclusive tourism. Research methods: analysis of normative legal documents, the method of comparative analysis and generalization, construction of own hypotheses. As a result of the study it was concluded that the analysis of the regulatory framework governing the development of tourism shows its insufficient perfection, as so far it does not reflect the development of inclusive tourism, also during the study of scientific research on this topic the author’s definition of “inclusive tourism” is given

    Receptor properties of calix[4]resorcinarenes toward tetramethylammonium and choline cations in micellar solutions of sodium dodecyl sulfate

    Concentration range of solubilization of calix[4]resorcinarene (H 8L) in sodium dodecyl sulfate (SDS) micelles was found. The interaction of the deprotonated form of H8L (tetraanions [H4L] 4-) with tetramethylammonium (TMA) and choline cations in micellar solutions of SDS was studied by pH-metry and NMR spectroscopy. The concentration dependences of the change in the cloud point in a multicomponent system TMA (choline)-[H4L]4-SDS-tetrabutylammonium bromide were determined. A correlation of these dependences with host-guest binding processes was found. The sharp change in the cloud points of the corresponding micellar solutions in concentration regions of TMA (0-5.10-4 mol L -1) and choline (0-1.1.10-3 mol L-1) is caused by the formation of inclusion complexes TMA (choline)-[H4L] 4- at the interface of the aqueous and micellar pseudophases. © 2006 Springer Science+Business Media, Inc

    The discrimination between phospholipids of diverse structure and phosphacoumarins of various hydrophobicity through fluorescent response of Tb-doped silica nanoparticles decorated by cationic surfactant

    The work represents colloids of silica nanoparticles displaying fluorescent response on biorelevant compounds exemplified by phosphacoumarins and phospholipids. The luminescent properties of the colloids arise from Tb(III) complexes doped into silica nanoparticles (SNs). The noncovalent decoration of SNs by dicationic surfactant with further interfacial binding of dye anions enables to develop colloids programmed to display a substrate induced fluorescent response. The latter results from the quenching of Tb(III) centered luminescence by dye anions through dynamic mechanism and subsequent displacement of quenching anions by the non-quenching substrates from the interface of SNs. Both negative charge and hydrophobicity of substrates are the key factors affecting the selectivity of the substrate induced fluorescent response. The peculiar effects of zwitter-ionic and anionic phospholipids on the fluorescent response have been revealed. The applicability of the fluorescent procedure in the sensing of impurities in commercial phosphatidylcholine is also introduced. © 2012 Elsevier B.V. All rights reserved

    Effect of silica coating and further silica surface decoration by phospholipid bilayer on quenching of Tb(III) complexes by adrenochrome

Abstract The present report introduces regularities and mechanisms of Tb(III)-centered luminescence quenching by adrenochrome for Tb(III)-p-sulfonatothiacalix[4]arene complexes in the aqueous solutions and the same complexes doped into silica nanoparticles. The choice of adrenochrome (the oxidized form of adrenaline) as quencher originates from its quenching effect on the Tb(III)-centered luminescence, which discriminates it from adrenaline and dopamine. The quenching through dynamic mechanism of the Tb(III) complexes in the solutions results from their concentration induced collision with adrenochrome molecules. The quenching of the Tb(III)-doped silica nanoparticles also occurs through dynamic mechanism, although it is insignificant due to the shielding effect of the silica surface. The inclusion of the Tb(III)-doped silica nanoparticles into phospholipid bilayers influences the quenching of the Tb(III)-centered luminescence by adrenochrome due to its binding with the bilayers deposited onto silica nanoparticles

    Interfacial adsorption and stripping of ions as a reason of stimuli responsive luminescence of Tb-doped silica nanoparticles

    Herein we introduce the "on-off-on" switching of Tb-centered luminescence as a result of reversible adsorption of Fe III ions at the silica/water interface of Tb-doped silica nanoparticles and the stripping effect of anions. The interfacial adsorption of Fe III ions results in the charge neutralization and aggregation of Tb-doped silica nanoparticles, accompanied by significant quenching of Tb-centered luminescence. The analysis of the steady state and time resolved quenching measurements reveals both static and dynamic quenching mechanisms. The addition of EDTA and some phosphates, including ATP results in the deaggregation of nanoparticles due to the complex formation with Fe III ions and following stripping of FeIII ions from the silica surface. The "off-on" switching of Tb-centered luminescence resulted from the stripping effect of biorelevant phosphates is a good basis for further bioanalytical application. © 2011 Elsevier B.V.
