    Arctic polar vortex dynamics during winters 2014/2015 and 2020/2021

    The dynamic barrier of the polar vortex contributes to lowering the temperature inside the vortex in the lower stratosphere and prevents the penetration of air masses into the vortex. The presence of a dynamic barrier during winter is one of the criteria determining the possibility of ozone depletion from late winter to spring. We considered the dynamics of the Arctic polar vortex in the winters of 2014/2015 and 2020/2021 at the 50, 30 and 10 hPa levels by the vortex delineation method using the geopotential. In early January 2015 and 2021, sudden stratospheric warmings were recorded as a result of the splitting (4 January 2015) and the significant displacement (5 January 2021) of the polar vortex. In both cases, the weakening of the dynamic barrier of the polar vortex was observed. The polar vortex is characterized by the presence of a dynamic barrier, when the wind speed along the entire edge of the vortex is more than 20, 24 and 30 m/s at the 50, 30 and 10 hPa levels, respectively. A decrease in the average wind speed along the vortex edge below 30, 36 and 45 m/s, at the 50, 30 and 10 hPa levels, respectively, usually indicates a local decrease in the wind speed below 20, 24 and 30 m/s at these levels, i.e., indirectly indicates a weakening of the dynamic barrier.The dynamic barrier of the polar vortex contributes to lowering the temperature inside the vortex in the lower stratosphere and prevents the penetration of air masses into the vortex.     Semantic similarity and analysis of the word frequency dynamics

In this study a similarity in changes of frequencies dynamics for semantically related words was analyzed using word statistics extracted from more than 4.5 million books written over a period of 205 years. The approach is based on the correlation analysis of 1-grams frequency dynamics. We analyzed the frequencies correlation of synonym pairs, their corresponding antonymous groups and random words pairs. Also, we compared several metrics to find the most effective for assessing the degree of similarity in the dynamics of use of different words. Comparing differences between logarithmic rank variations in pairs of synonyms and random word pairs, significant differences are found, though they are smaller than it could be expected

    The article explores the traditions of choral conducting in the context of the professionalization of musical art, and the significance of the conductor's tradition for Ukrainian musical art and the spiritual culture of our people as a whole is found out. It was noted that the period of development of the Ukrainian national conductor education confirmed the pedagogical ideas about the introduction of national priorities and democratization of education, the importance of in-depth professionalization of the content, methods and forms of training choir conductors, educating students as bright creative individuals. It is proved that the performing art of conducting continues to evolve as the musical language becomes more complex, the level of skill of the orchestra students is growing.     Determining the influx rate of meteoric material to the earth based on measurements with a patrol TV camera from a single station

    We propose a technique for reducing the number of meteors observed at a single ground-based station to estimate the influx rate of meteoric material to the Earth (MAI-meteor activity index). We derive a formula that allows the meteor activity to be objectively estimated from the results of meteor detection by assuming that each meteor belongs to a stream with a uniform spatial particle distribution. As an example, we give meteor activity estimates obtained from the results of meteor detection by a patrol TV camera located at a single station. © 2007 Pleiades Publishing, Inc

    Models of civil servants’ digital competence: approaches to formation and evaluation

    The purpose of the study is to analyze the Russian practice of assessing the digital competence of civil servants and substantiate proposals for improving approaches to assessing and developing the competencies under study. The article presents an analysis of the existing requirements for the competence of Russian civil servants, officially fixed and the compliance of such requirements with the current and promising areas of activity of state bodies and the development of modern society in the context of digital transformation. The authors studied approaches to the formation and application of civil servants’ digital competence models, including on the basis of the job regulations content analysis. In the course of the study, the authors conclude that there is sufficient uniformity of approaches in the executive authorities regarding the content of qualification requirements, which is predetermined by the implementation of the methodological tools of the Ministry of Labor and Social Protection of the Russian Federation. But professional knowledge and skills in the field of information and communication technologies, in fact, duplicate the basic qualification requirements and do not reflect the use of information and communication technologies specifics in various industries and the differentiation of employees’ functionality depending on categories and groups of positions. The authors substantiate proposals regarding the formation of a model of digital competence, namely, the need to take into account the division of requirements into basic and professional ones, the reflection of differentiation into categories and groups of civil service positions

The author systematizes the elements of ecological culture, selected and described by modern researchers in the field of forming ecological culture and environmental consciousness of the person, systematizes them and establishes a functional relationship between them. The author considers the implementation of personal ecologically oriented activities to be the main purpose of forming ecological culture; therefore, the author proposes to enlarge the structure of ecological culture under consideration with such elements, as expert opinions and scientific environmental assessment (expert review).
