Inverse Scattering and Acousto-Optic Imaging
We propose a tomographic method to reconstruct the optical properties of a
highly-scattering medium from incoherent acousto-optic measurements. The method
is based on the solution to an inverse problem for the diffusion equation and
makes use of the principle of interior control of boundary measurements by an

Modification of Nanodiamonds by Xenon Implantation: A Molecular Dynamics Study
Xenon implantation into nanodiamonds is studied using molecular dynamics. The
nanodiamonds range in size from 2-10 nm and the primary knock-on (PKA) energy
extends up to 40 keV. For small nanodiamonds an energy-window effect occurs in
which PKA energies of around 6 keV destroy the nanodiamond, while in larger
nanodiamonds the radiation cascade is increasingly similar to those in bulk
material. Destruction of the small nanodiamonds occurs due to thermal annealing
associated with the small size of the particles and the absence of a heat-loss
path. Simulations are also performed for a range of impact parameters, and for
a series of double-nanodiamond systems in which a heat-loss path is present.
The latter show that the thermal shock caused by the impact occurs on the
timescale of a few picoseconds. These findings are relevant to ion-beam
modification of nanoparticles by noble gases as well as meteoritic studies
where implantation is proposed as the mechanism for xenon incorporation in
pre-solar nanodiamonds

Traps of multi-level governance. Lessons from the implementation of the Water Framework Directive in Italy
During recent decades, different patterns of multi-level governance (MLG) have spread across Europe as a consequence of Europeanisation of public policies, which have increasingly adopted decentralized and participatory procedures conceived as a tool of more effective and accountable policy-making. It appears, however, that the implementation of operational designs based on MLG may be rather problematic and it does not necessarily bring to the expected performance improvements. Referring to the case of the EU Water Framework Directive (2000/60/EC), which conceives the creation of new multi-level institutional settings as a key tool for enacting a new holistic approach to water management and protection, this article explores the difficulties that the implementation of such settings has brought in Italy, despite some favorable pre-conditions existing in the country. Evidence is provided that along with institutional and agency variables, the implementation effectiveness of MLG arrangements promoted by the EU can be challenged by their inherent characteristics

Measuring well-being across Europe: Description of the ESS Well-being Module and preliminary findings
It has become customary to judge the success of a society through the use of objective indicators, predominantly economic and social ones. Yet in most developed nations, increases in income, education and health have arguably not produced comparable increases in happiness or life satisfaction. While much has been learned from the introduction of subjective measures of global happiness or life satisfaction into surveys, significant recent progress in the development of high-quality subjective measures of personal and social well-being has not been fully exploited. This paper describes the development of a set of well- being indicators which were included in Round 3 of the European Social Survey. This well-being Module seeks to evaluate the success of European countries in promoting the personal and social well-being of their citizens. In addition to providing a better understanding of domain-specific measures, such as those relating to family, work and income, the design of the Well-being Module recognises that advancement in the field requires us to look beyond measures which focus on how people feel (happiness, pleasure, satisfaction) to measures which are more concerned with how well they function. This also shifts the emphasis from relatively transient states of well-being to measures of more sustainable well-being. The ESS Well-being Module represents one of the first systematic attempts to create a set of policy-relevant national well-being accounts.well-being ; European social survey ; questionnaire design
