    In re Harrods Ltd.: The Brussels Convention and the Proper Application of Forum Non Conveniens to Non-Contracting States

    Although the doctrine of forum non conveniens is unknown in Continental legal systems, Community law does not prevent English courts from preserving their discretion to stay proceedings, in conflicts involving a defendant domiciliary, in favor of more appropriate courts in a non-Contracting State. Where the provisions of the Brussels Convention do not address a legal question, the answer must be sought in the objectives and scheme of the Convention. The English Court of Appeals in Harrods properly understood that Community law does not require ritualistic reliance on the Convention\u27s jurisdiction conferring provisions in cases involving a defendant domiciled in a Contracting State and the jurisdiction of a court in a non-Contracting State

    Global phase synchronization in an array of time-delay systems

    We report the identification of global phase synchronization (GPS) in a linear array of unidirectionally coupled Mackey-Glass time-delay systems exhibiting highly non-phase-coherent chaotic attractors with complex topological structure. In particular, we show that the dynamical organization of all the coupled time-delay systems in the array to form GPS is achieved by sequential synchronization as a function of the coupling strength. Further, the asynchronous ones in the array with respect to the main sequentially synchronized cluster organize themselves to form clusters before they achieve synchronization with the main cluster. We have confirmed these results by estimating instantaneous phases including phase difference, average phase, average frequency, frequency ratio and their differences from suitably transformed phase coherent attractors after using a nonlinear transformation of the original non-phase-coherent attractors. The results are further corroborated using two other independent approaches based on recurrence analysis and the concept of localized sets from the original non-phase-coherent attractors directly without explicitly introducing the measure of phase.Comment: 11 pages, 13 figures, Appear in Physical Review

    Direct observation of 4+ to 2+ gamma transition in 8Be

    The low lying states in 8^8Be are believed to have a two-alpha cluster structure and hence a large intrinsic quadrupole deformation. An earlier calculation showed a large collective enhancement in gamma transition probability between the low lying states leading to a 4+^+ to 2+^+ gamma branch of 107\sim10^{-7} and a resonant radiative cross section of 134 nb for the α+α\alpha+\alpha entrance channel. We report here the first experimental evidence for this transition through a γαα\gamma-\alpha-\alpha coincidence measurement in the reaction 4^4He(α,αγ\alpha,\alpha \gamma)4^4He using a gas target. The measured cross sections on and off the 4+^+ resonance are 165 ±\pm 41 (stat) ±\pm35 (sys) nb and 39 ±\pm 25 (stat) ±\pm7 (sys) nb, respectively.Comment: Total 4 pages, 4 figures, in RevTeX format, submitted to PR

    Role of Threaded Tool Pin Profile and Rotational Speed on Generation of Defect Free Friction Stir AA 2014 Aluminium Alloy Welds

    Influence of threads on tool pin and rotational speeds on defect occurrence in friction stir welding (FSW) of aluminum alloy AA 2014 T6 plates has been studied. The effect of FSW forces on the evolution of mechanistic defects, caused in turn through a variation in heat generation during the process has also been examined. In case of conical tool pin, relatively lower rotational speeds resulted in unbounded zones and micro defects while high speeds caused excessive flash, thereby resulting in surface defects and voids inside the weld. The FSW joints were defect-free at moderate speeds, hinting an optimum heat generation and flow. Reaction forces on the tool pin, in the welding direction, were correlated with the defect formation. Tools equipped with a threaded conical pin profile resulted in sound welds, irrespective of the tool rotational speeds in the entire range of 400 rpm - 2400 rpm. The threaded conical pin, with a relatively larger frictional area, may be contributing to higher levels of heat generation compared to a plain conical pin. Further, positive displacement of the hot plasticised material by the threads will carry away excess heat from the advancing-to-the-retracting side and simultaneously downwards, thus confining all heat within the weld zone.

    Targeted search for the stochastic gravitational-wave background from the galactic millisecond pulsar population

    The millisecond pulsars, old-recycled objects spinning with high frequency O\mathcal{O}(kHz) sustaining the deformation from their spherical shape, may emit gravitational-waves (GW). These are one of the potential candidates contributing to the anisotropic stochastic gravitational-wave background (SGWB) observable in the ground-based GW detectors. Here, we present the results from a likelihood-based targeted search for the SGWB due to millisecond pulsars in the Milky Way, by analyzing the data from the first three observing runs of Advanced LIGO and Advanced Virgo detector. We assume that the shape of SGWB power spectra and the sky distribution is known a priori from the population synthesis model. The information of the ensemble source properties, i.e., the in-band number of pulsars, NobsN_{obs} and the averaged ellipticity, μϵ\mu_\epsilon is encoded in the maximum likelihood statistic. We do not find significant evidence for the SGWB signal from the considered source population. The best Bayesian upper limit with 95%95\% confidence for the parameters are Nobs8.8×104N_{obs}\leq8.8\times10^{4} and μϵ1.1×107\mu_\epsilon\leq1.1\times10^{-7}, which is comparable to the bounds on mean ellipticity with the GW observations of the individual pulsars. Finally, we show that for the plausible case of Nobs=40,000N_{obs}=40,000, with the one year of observations, the one-sigma sensitivity on μϵ\mu_\epsilon might reach 10810^{-8} and 2.7×1092.7\times10^{-9} for the second-generation detector network having A+ sensitivity and third-generation detector network respectively
