    Models of normative consolidation of the municipal police constitutional and legal status

    The article is devoted to the comparative legal analysis of normative general and specialized legal acts, which indirectly or directly fix the constitutional and legal status of the lower level of public order protection bodies - the municipal police. The relevance of this study is explained by the attribution of local self-government bodies to the number of subjects of public order protection in the Russian Federation through the establishment of the municipal police, after the adoption of a specialized law on the municipal police. The comparative legal study made it possible to highlight the existing models of normative consolidation of the municipal police constitutional and legal status in accordance with the form of state structure

    On the properties of the CTR encryption mode of the Magma and Kuznyechik block ciphers with re-keying method based on CryptoPro Key Meshing

    This paper presents a security bound in the standard security model for the Magma cipher CTR encryption mode and the «CryptoPro Key Meshing» (CPKM) re-keying method that was previously used with the GOST 28147-89 cipher. We enumerate the main requirements that should be followed during the development of re-keying methods, then we propose a modified method and justify its advantages over CPKM. We also obtain certain results about the operational features of the Kuznyechik cipher CTR encryption mode with several re-keying methods

    LEVELS OF SITUATIONAL AND PERSONAL ANXIETY IN OLDER AGE GROUPS

    The prevalence of anxiety disorders in older age groups is becoming a significant burden on public health. Compared with other age groups, elderly people suffering from mental illness, especially with anxiety disorders, often remain without proper diagnosis and treatment. Underestimation of anxiety disorder and its insufficient therapy can create difficulties in correcting general medical problems and be a factor in the progression of somatic disease. Purpose. To study age-related characteristics of levels of situational and personal anxiety in people of older age groups. Materials and methods. The present study involved patients with arterial hypertension aged 45 to 90 years. A total of 535 patients were examined of which 266 people. we made up an elderly group and 103 people – a group of senile age. Using the State-Trait Anxiety Inventory (STAI) questionnaire designed for self-assessment of various levels of anxiety, the severity of personal and situational anxiety was assessed. Results. The frequency of situational and personal anxiety varied in the range from 3.25% to 40.4% and was slightly lower in people of older age groups. Among men of older age groups, the frequency of increased and pronounced levels of personal anxiety was statistically significantly higher in comparison with women of the same age group. Both among women and among older men pronounced levels of situational anxiety were more common in comparison with persons of younger age groups. Conclusion. In people of older age groups, the severity of levels of personal and situational anxiety depended on the age and gender of the subjects

    Novel robust biomarkers for human bladder cancer based on activation of intracellular signaling pathways

Creative Commons Attribution 3.0 License (CC BY 3.0) applies.We recently proposed a new bioinformatic algorithm called OncoFinder for quantifying the activation of intracellular signaling pathways. It was proved advantageous for minimizing errors of high-throughput gene expression analyses and showed strong potential for identifying new biomarkers. Here, for the first time, we applied OncoFinder for normal and cancerous tissues of the human bladder to identify biomarkers of bladder cancer. Using Illumina HT12v4 microarrays, we profiled gene expression in 17 cancer and seven non-cancerous bladder tissue samples. These experiments were done in two independent laboratories located in Russia and Canada. We calculated pathway activation strength values for the investigated transcriptomes and identified signaling pathways that were regulated differently in bladder cancer (BC) tissues compared with normal controls. We found, for both experimental datasets, 44 signaling pathways that serve as excellent new biomarkers of BC, supported by high area under the curve (AUC) values. We conclude that the OncoFinder approach is highly efficient in finding new biomarkers for cancer. These markers are mathematical functions involving multiple gene products, which distinguishes them from “traditional” expression biomarkers that only assess concentrations of single genes.Ye

    Organization of Multi-controller Interaction in Software Defined Networks

    Software Defined Networking (SDN) is a promising paradigm for network management. It is a centralized network intelligence on a dedicated server, which runs network operating system, and is called SDN controller. It was assumed that such an architecture should have an improved network performance and monitoring. However, the centralized control architecture of the SDNs brings novel challenges to reliability, scalability, fault tolerance and interoperability. These problems are especially acute for large data center networks and can be solved by combining SDN controllers into clusters, called multi-controllers. Multi-controller architecture became very important for SDN-enabled networks nowadays. This paper gives a comprehensive overview of SDN multi-controller architectures. The authors review several most popular distributed controllers in order to indicate their strengths and weaknesses. They also investigate and classify approaches used. This paper explains in details the difference among various types of multi-controller architectures, the distribution method and the communication system. Furthermore, it provides already implemented architectures and some examples of architectures under consideration by describing their design, communication process, and performance results. In this paper, the authors show their own classification of multi-controllers and claim that, despite the existence of undeniable advantages, all reviewed controllers have serious drawbacks, which must be eliminated. These drawbacks hamper the development of multi-controllers and their widespread adoption in corporate networks. In the end, the authors conclude that now it is impossible to find a solution capable to solve all the tasks assigned to it adequately and fully. The article is published in the authors’ wording

    Structure and properties of fine concretes based on composite binders

    Introduction. Wide introduction of fine concretes in the practice of monolithic building construction is limited by their low crack resistance due to considerable shrinkage. To reduce the shrinkage adverse effect on structure and properties of the fine concretes, it is suggested to use for their preparation composite binders, including expanding sulphoaluminate-based cements. Using the fine concrete with enhanced physical and technical properties improves produceability of construction, reduces labor input of concrete casting and allows building installations of complicated architectural forms. Material and methods. To study processes of fine concrete structure formation and properties, concrete mixes were prepared on the base of medium silica sand, dispersed ash entrainment and expanding additive. Activity of the ash entrainment increased at the expense of mechanical and chemical activation. Dispersity of the particles was monitored by means of laser granulometry. The composite binder was prepared by means of thorough homogenization of the basic CEM 42.5 Portland cement and different sorts of mineral aggregates, including an expanding additive based on calcium sulphoaluminate. Maturing conditions at a certain moisture content were simulated for every composition with subsequent evaluation of concrete performance. Results. Results of the study include effect of different mineral additives distinguishing in mineral composition, dispersivity and degree of hydraulic activity on shrinkage amount and kinetics, fine concrete porous structure parameters and strength. It is understood that amount of expansion has an effect on porous structure characteristics of the fine concrete and its strength performance. The study assessed an influence of maturing conditions on the various-composition fine concrete. A considerable influence of maintaining optimal moisture content during hydration on fine concrete technical properties is committed. Conclusions. It is understood that introduction of up to 10 % of expanding sulphoaluminate-based component in basic Portland cement allows to obtain fine concrete with enhanced crack resistance, impenetrability and longevity

    Finite element modeling of bearing elements technological machines and equipment

    The paper considers the examples of technical production tests to determine the bearing capacity of the structural elements of technological machines and equipment used in various industries and agriculture: the bearing beam of the front axle of the combine harvester, fixed support plates of the apparatus for the production of plastic containers, bearing profiles of the thermal press designed to connect the ends of conveyor belts of various sizes, etc. The nature of stress distribution and deformations in the elements of the existing variants of technological machines and equipment allowed to identify shortcomings in their design. Analysis of calculations in ANSYS environment allowed to recommend variants of models of technological machines and equipment with better indicators of bearing capacity. This will greatly improve their reliability and performance
