The Children Left Behind

This article explores some of the deficits in our educational system in regard to non-hearing students. It has become agonizingly clear that non-hearing students are being left out of the gallant sweep to enrich our children’s educations. The big five areas of literacy, at best, present unique challenges for non-hearing students and, in some cases, the challenges are insurmountable. These children need advocates not only to help them succeed, but also to heighten awareness of their struggle so that future generations may be aided by the studies of today

Quantum fields, dark matter and non-standard Wigner classes

The Elko field of Ahluwalia and Grumiller is a quantum field for massive spin-1/2 particles. It has been suggested as a candidate for dark matter. We discuss our attempts to interpret the Elko field as a quantum field in the sense of Weinberg. Our work suggests that one should investigate quantum fields based on representations of the full Poincar\'e group which belong to one of the non-standard Wigner classes.Comment: 6 pages. THE ECONOMICS OF INSTRUCTIONAL REVENUE SHARING

The process of planning and budgeting for public institutions has been a topic of recent interest as budgetary constraints have mandated reduced funding for state agencies and publicly funded educational institutions. The most recent budget outlook in Minnesota suggests that funding for the University of Minnesota will be reduced significantly in the next biennium. This outlook is renewing the call for increased efficiency and cost control for publicly funded educational institutions such as the University of Minnesota. The authors have been involved with a project in which cost functions and economic relationships were examined within the College of Agricultural, Food and Environmental Sciences at the University of Minnesota. Transport of positrons in the interstellar medium

This work investigates some aspects of the transport of low-energy positrons in the interstellar medium (ISM). We consider resonance interactions with magnetohydrodynamic waves above the resonance threshold. Below the threshold, collisions take over and deflect positrons in their motion parallel to magnetic-field lines. Using Monte-Carlo simulations, we model the propagation and energy losses of positrons in the different phases of the ISM until they annihilate. We suggest that positrons produced in the disk by an old population of stars, with initial kinetic energies below 1 MeV, and propagating in the spiral magnetic field of the disk, can probably not penetrate the Galactic bulge.Comment: 4 pages, 3 figures, accepted for publication in the proceeding of the 6th INTEGRAL worksho

COST RELATIONSHIPS IN COLLEGES OF AGRICULTURE

This paper examines cost behavior in higher education and colleges of agriculture. The authors have been involved in a multiyear project to determine how enrollment affects costs. The part of the study as summarized in the paper addresses the unique aspects of higher education that affect costs and presents three cost models based upon data from the University of Minnesota. Jackknife resampling technique on mocks: an alternative method for covariance matrix estimation

We present a fast and robust alternative method to compute covariance matrix in case of cosmology studies. Our method is based on the jackknife resampling applied on simulation mock catalogues. Using a set of 600 BOSS DR11 mock catalogues as a reference, we find that the jackknife technique gives a similar galaxy clustering covariance matrix estimate by requiring a smaller number of mocks. A comparison of convergence rates show that $\sim$7 times fewer simulations are needed to get a similar accuracy on variance. We expect this technique to be applied in any analysis where the number of available N-body simulations is low.Comment: 11 pages, 11 figures, 2 table
