    Renegotiating the Inheritance: Strategizing Targeted Social Programs in Latin America

    In what ways do leaders help themselves to votes when they design and administer social policy? While political leaders acknowledge: “good policy, good votes” in social policy design and administration, the direction of redistributive targeting carries electoral implications, creating incentives to politicize distribution. This study utilizes a comparative framework to develop a theoretical model to explain targeted social policy choice in Latin American countries. It presents a systematic account of how programs are developed and politicized, and shows how they are a function of elements of horizontal accountability that affect how leaders pursue their agenda. To assess this theory, the project utilizes a mixed-method approach to examine cases in Brazil and Venezuela. To show the variation between programmatic and parochial social programs it examines expenditure patterns, program oversight, and tests of political and demographic determinants on program distribution to examine how programs with different levels of oversight are targeted. It then examines the effect of partisan powers on the design of programs, showing how horizontal accountability affects integration of reform elements that provide oversight and moderation of program design. To understand the electoral payoff of different targeted programs, it examines survey data to test effects of program participation on incumbent electoral support. This investigation reveals that leaders politicize targeted social programs by choosing distributional strategies, but are constrained in doing so by elements of horizontal accountability such as political competition and the institutionalization of the party system. The effects of these elements are shown in the cases and analysis of program distribution. Both programmatic and parochial distributive strategies have electoral effects, but the degree of effect varies. The quality of program outcomes varies too by distributive strategy. Better programs are the product of political interactions that affect the degree to which leaders can redistribute in a parochial manner. Evidence from Brazil and Venezuela shows variation in the politics, their outputs, the electoral effects, and program outcomes. The relationship of “good policy, good votes” is determined by “good politics” showing the effect of political institutions that constrain leaders from seeking “bad policy” and votes that follow

    Proof of the Thin Sandwich Conjecture

    We prove that the Thin Sandwich Conjecture in general relativity is valid, provided that the data (gab,g˙ab)(g_{ab},\dot g_{ab}) satisfy certain geometric conditions. These conditions define an open set in the class of possible data, but are not generically satisfied. The implications for the ``superspace'' picture of the Einstein evolution equations are discussed.Comment: 8 page

    A fully (3+1)-D Regge calculus model of the Kasner cosmology

    We describe the first discrete-time 4-dimensional numerical application of Regge calculus. The spacetime is represented as a complex of 4-dimensional simplices, and the geometry interior to each 4-simplex is flat Minkowski spacetime. This simplicial spacetime is constructed so as to be foliated with a one parameter family of spacelike hypersurfaces built of tetrahedra. We implement a novel two-surface initial-data prescription for Regge calculus, and provide the first fully 4-dimensional application of an implicit decoupled evolution scheme (the ``Sorkin evolution scheme''). We benchmark this code on the Kasner cosmology --- a cosmology which embodies generic features of the collapse of many cosmological models. We (1) reproduce the continuum solution with a fractional error in the 3-volume of 10^{-5} after 10000 evolution steps, (2) demonstrate stable evolution, (3) preserve the standard deviation of spatial homogeneity to less than 10^{-10} and (4) explicitly display the existence of diffeomorphism freedom in Regge calculus.     Interacting vector fields in Relativity without Relativity

    Barbour, Foster and \'{O} Murchadha have recently developed a new framework, called here {\it{the 3-space approach}}, for the formulation of classical bosonic dynamics. Neither time nor a locally Minkowskian structure of spacetime are presupposed. Both arise as emergent features of the world from geodesic-type dynamics on a space of 3-dimensional metric--matter configurations. In fact gravity, the universal light cone and Abelian gauge theory minimally coupled to gravity all arise naturally through a single common mechanism. It yields relativity -- and more -- without presupposing relativity. This paper completes the recovery of the presently known bosonic sector within the 3-space approach.     BioNetBuilder2.0: bringing systems biology to chicken and other model organisms

    BACKGROUND:Systems Biology research tools, such as Cytoscape, have greatly extended the reach of genomic research. By providing platforms to integrate data with molecular interaction networks, researchers can more rapidly begin interpretation of large data sets collected for a system of interest. BioNetBuilder is an open-source client-server Cytoscape plugin that automatically integrates molecular interactions from all major public interaction databases and serves them directly to the user's Cytoscape environment. Until recently however, chicken and other eukaryotic model systems had little interaction data available.RESULTS:Version 2.0 of BioNetBuilder includes a redesigned synonyms resolution engine that enables transfer and integration of interactions across speciesthis engine translates between alternate gene names as well as between orthologs in multiple species. Additionally, BioNetBuilder is now implemented to be part of the Gaggle, thereby allowing seamless communication of interaction data to any software implementing the widely used Gaggle software. Using BioNetBuilder, we constructed a chicken interactome possessing 72,000 interactions among 8,140 genes directly in the Cytoscape environment. In this paper, we present a tutorial on how to do so and analysis of a specific use case.CONCLUSION:BioNetBuilder 2.0 provides numerous user-friendly systems biology tools that were otherwise inaccessible to researchers in chicken genomics, as well as other model systems. We provide a detailed tutorial spanning all required steps in the analysis. BioNetBuilder 2.0, the tools for maintaining its data bases, standard operating procedures for creating local copies of its back-end data bases, as well as all of the Gaggle and Cytoscape codes required, are open-source and freely available at http://err.bio.nyu.edu/cytoscape/bionetbuilder/ webcite.This item is part of the UA Faculty Publications collection.     Early-branching euteleost relationships: Areas of congruence between concatenation and coalescent model inferences

    Phylogenetic inference based on evidence from DNA sequences has led to significant strides in the development of a stable and robustly supported framework for the vertebrate tree of life. To date, the bulk of those advances have relied on sequence data from a small number of genome regions that have proven unable to produce satisfactory answers to consistently recalcitrant phylogenetic questions. Here, we re-examine phylogenetic relationships among early-branching euteleostean fish lineages classically grouped in the Protacanthopterygii using DNA sequence data surrounding ultraconserved elements. We report and examine a dataset of thirty-four OTUs with 17,957 aligned characters from fifty-three nuclear loci. Phylogenetic analysis is conducted in concatenated, joint gene trees and species tree estimation and summary coalescent frameworks. All analytical frameworks yield supporting evidence for existing hypotheses of relationship for the placement of Lepidogalaxias salamandroides, monophyly of the Stomiatii and the presence of an esociform + salmonid clade. Lepidogalaxias salamandroides and the Esociformes + Salmoniformes are successive sister lineages to all other euteleosts in the majority of analyses. The concatenated and joint gene trees and species tree analysis types produce high support values for this arrangement. However, inter-relationships of Argentiniformes, Stomiatii and Neoteleostei remain uncertain as they varied by analysis type while receiving strong and contradictory indices of support. Topological differences between analysis types are also apparent within the otomorph and the percomorph taxa in the data set. Our results identify concordant areas with strong support for relationships within and between early-branching euteleost lineages but they also reveal limitations in the ability of larger datasets to conclusively resolve other aspects of that phylogeny

    Scale-Invariant Gravity: Geometrodynamics

    We present a scale-invariant theory, conformal gravity, which closely resembles the geometrodynamical formulation of general relativity (GR). While previous attempts to create scale-invariant theories of gravity have been based on Weyl's idea of a compensating field, our direct approach dispenses with this and is built by extension of the method of best matching w.r.t scaling developed in the parallel particle dynamics paper by one of the authors. In spatially-compact GR, there is an infinity of degrees of freedom that describe the shape of 3-space which interact with a single volume degree of freedom. In conformal gravity, the shape degrees of freedom remain, but the volume is no longer a dynamical variable. Further theories and formulations related to GR and conformal gravity are presented. Conformal gravity is successfully coupled to scalars and the gauge fields of nature. It should describe the solar system observations as well as GR does, but its cosmology and quantization will be completely different.Comment: 33 pages.
