Tax Competition, Spillovers, and Subsidies

2004-09In the literature of local public finance, one of the well-known property of optimal matching grant program is that the matching grant rate should increase as the degree of benefit spillovers of public goods increases. This paper presents the re-examination of properties of optimal matching grant program, using the model of Bjorvatn and Schjelderup (2002). The result formally captures a quite counterintuitive property of matching grant that optimal matching grant rate might decrease with the degree of spillover externality.departmental bulletin pape

Objective: To clarify the current situation and problems of the lifestyle, dietary intake, and health consciousness of Brazilian children living in Japan. Methods: A survey using a self-administered questionnaire was conducted on 257 middle and high school students enrolled in Brazilian schools in Japan. Results: 1) As for lifestyle, it was observed that many students had late waking and bedtime hours, as well as late arrival times at school, and spent a lot of time using mobile phones, smartphones, and playing games.2) Regarding dietary intake, it was observed that students had an imbalanced diet with a high frequency of meat consumption, low frequency of fish and seaweed consumption.3)In terms of health consciousness, the awareness of unnecessary snacks was low.4) Regarding study time at home, the majority of students (50%) reported studying for less than 60 minutes, and less than 30% of both middle and high school students reported attending cram schools. Conclusion: Considering the influence of Brazilian food culture on eating habits, lifestyle habits such as late bedtime, and the lack of relationship between health consciousness and health behavior, it is necessary to provide support for a lifestyle that takes into account the busy and unstable home environment of parents. Additionally, factors such as language proficiency, low family economic status, and the difficulty of gaining admission to high school or university may contribute to the low levels of attendance at cram schools and home study time. 在日ブラジル人学校の子供の生活と健康 第Ⅰ報 : ブラジル人学校教職員へのインタビュー調査から<教育科学>

Objective: To clarify the current situation and problems related to the life and health of children attending Brazilian schools in Japan. Methods: Interview survey using semi-structured interview was conducted with 26 teachers working in 8 Brazilian schools in Kanto and Chubu districts, for performing a qualitative and inductive analysis. Results: Participants were educating the children to include their home country and Japan taking into account “the children’s native life culture and education”, were recognized “the health issues of Brazilian school children, which were not much different from Japanese schools”. Conclusion: This study revealed that the children had difficulties in their future career paths due to their lack of Japanese and Portuguese language skills, maladjustment to Japanese culture, and mental instability. It was suggested that it is necessary to provide support for foreign children living in Japan based on their diverse cultural backgrounds.textapplication/pdfdepartmental bulletin pape
