    By considering the specialisation sλ(1,q,q2,...,qn−1)s_{\lambda}(1,q,q^2,...,q^{n-1}) of the Schur function, Stanley was able to describe a formula for the number of semistandard Young tableaux of shape λ\lambda in terms of two properties of the boxes in the diagram for λ\lambda. Using specialisations of symplectic and orthogonal Schur functions, we derive corresponding formulae, first given by El Samra and King, for the number of semistandard symplectic and orthogonal λ\lambda-tableaux.Comment: Withdrawn; paper is outdate

    The rise of policy coherence for development: a multi-causal approach

    In recent years policy coherence for development (PCD) has become a key principle in international development debates, and it is likely to become even more relevant in the discussions on the post-2015 sustainable development goals. This article addresses the rise of PCD on the Western donors’ aid agenda. While the concept already appeared in the work of Organisation for Economic Co-operation and Development (OECD) in the early 1990s, it took until 2007 before PCD became one of the Organisation’s key priorities. We adopt a complexity-sensitive perspective, involving a process-tracing analysis and a multi-causal explanatory framework. We argue that the rise of PCD is not as contingent as it looks. While actors such as the EU, the DAC and OECD Secretariat were the ‘active causes’ of the rise of PCD, it is equally important to look at the underlying ‘constitutive causes’ which enabled policy coherence to thrive well

    Power, ConïŹ‚ict and Democracy: the Analytical Framework

    The point of departure for the Power, Conflict and Democracy Programme (PCD) is the critique of the two conventional explanations for the problems of democratisation in the global South for being empirically mistaken and based on narrow and static theory.2 We argue that the root causes for the crisis of democratisation are neither poor application of the mainstream model (emphasising elitist pacts and institution-building in return for more privatisation and self management), nor that democracy is premature due the lack of sufficient preconditions. Rather, the more fundamental dilemma is the depoliticisation of democracy and the fact that the paradigms are unable to conceptualise the problems and options involved. This inability is because the proponents of both the dominant arguments agree on a narrow definition of democracy in terms of freedoms and fair elections – and then either neglect the basic conditions or say they have to be created beforehand by other means. The result is that both paradigms exclude by definition approaches that focus less on democratic rules of the game in themselves and more on how these institutions may be used and expanded in favour of improved social, economic and other conditions. Given that such social democratic oriented paths have been quite important, especially in the transition of the previously poor Scandinavian countries into welfare states, and that adapted versions are now gaining ground in paradigmatic cases such as Brazil, there is an obvious need to widen the perspective

    A comparison of lead-based and lead-free bullets for shooting sambar deer (Cervus unicolor) in Australia

    Context: In response to the toxic health threats posed by lead (Pb), there is currently a focus on transitioning to lead-free bullets for shooting wild animals. Aim: We aimed to quantify the killing efficiency and animal welfare outcomes of lead-based and lead-free (copper-based) bullets for ground-based shooting of sambar deer (Cervus unicolor) in Victoria, south-eastern Australia. Methods: We used shooter-collected data from recreational diurnal hunting and professional nocturnal culling during 2020–2021. Shooters recorded rifle calibre, cartridge type, bullet mass, bullet type, shooting outcomes (miss, wound or kill), shooting distance, flight distance (the distance between where the animal was shot and where it died) as an assumed positive correlate of time to incapacitation, anatomical zones struck by bullets, and frequency of bullet exit wounds. We used flight distance as our response variable, assuming that it is positively correlated with time to incapacitation. To examine the role of several predictor variables (including bullet type) potentially influencing flight distance, the dataset was reduced to those deer killed with a single thoracic shot. Key results: Our data captured shooting events involving 276 deer, with 124 deer shot at with lead-based bullets and 152 with copper-based bullets. Most (87%) of the deer were killed with a single shot. The frequency of non-fatal wounding was <4% for both bullet types and there was no distinct difference in the probability of a single shot kill for deer shot with either bullet type. For those deer killed with a single thoracic shot (n = 198), there was no evidence that bullet energy or shooting distance influenced flight distance. After accounting for differences in terminal kinetic energy, the mean flight distance of deer shot with lead-free bullets (35 m) was 56% greater than that of deer shot with lead-based bullets (22 m). Conclusions: Lead-based and lead-free bullets produced similar animal welfare outcomes for shooting sambar deer. Implications: A transition to lead-free ammunition for shooting sambar deer would have minimal impact on efficiency or animal welfare outcomes

    Research-based Democracy Promotion; Lesson From Indonesia

    This article summarises and reflects a more extensive analysis about the experiences of attempts to develop and apply analytical tools to comprehend the transformation of Indonesian democracy over 15 years. Such attempts can be retrospectively classified into four phases: (1) conducted in the mid-1990s to the fall of Soeharto in May 1998 by focusing on the anti-Soeharto democracy actors; (2) participatory case studies of the post-Soeharto democracy movement; (3) the development of an alternative framework for national surveys of the problems and options of democratisation from below that began in 2003; (4) institutionalisation of the previous surveys and case studies of power and democracy. These prolonged experiences have opened up the possibilities for academics and practitioners to develop and apply an alternative framework for a less elitist and more inclusive model of democracy in Indonesia

    Truthfulness and Gricean Cooperation

    This paper examines the Gricean view that quality maxims take priority over other conversational maxims. It is shown that Gricean conversational implicatures are routinely inferred from utterances that are recognized to be untruthful. It is argued that this observation falsifies Grice’s original claim that hearers assume that speakers are obeying other maxims only if the speaker is assumed to be obeying quality maxims, and furthermore the related claim that hearers assume that speakers are being cooperative only to the extent that they assume they are being truthful

    Solution molar masses and conformations of glycogens from different sources (rabbit, oyster, mussel and bovine) were analysed using sedimentation velocity in the analytical ultracentrifuge, size-exclusion chromatography coupled to multi-angle laser light scattering (SEC-MALLS), size-exclusion chromatography coupled to a differential pressure viscometer and dynamic light scattering. Rabbit, oyster and mussel glycogens consisted of one population of high molar mass (weight averages ranging from 4.6 x 106 to 1.1 x 107 g/mol) as demonstrated by sedimentation velocity and SEC-MALLS, whereas bovine glycogen had a bimodal distribution of significantly lower molar mass (1.0 x 105 and 4.5 x 105 g/mol). The spherical structure of all glycogen molecules was demonstrated in the slopes of the Mark-Houwink-Kuhn-Sakurada-type power-law relations for sedimentation coefficient (s20,wo), intrinsic viscosity ([η]), radius of gyration (rg,z) and radius of hydration (rH,z), respectively, and was further supported by the Ăïżœ (=rg,z/rH,z) function, the fractal dimension and the Perrin function. The degree of branching was estimated to be ĂąË†ÂŒ10% from the shrinking factors, gñ€ÂČ (=[η]branched/[η]linear) and also h (=(f/fo)branched/(f/fo)linear), respectively, where (f/fo) is the translational frictional ratio, consistent with expectation. © 2007 Elsevier Ltd.     Going beyond instrument interactions: towards a more comprehensive policy mix conceptualization for environmental technological change

    Reaching a better understanding of the policies and politics of transitions presents a main agenda item in the emerging field of sustainability transitions. One important requirement for these transitions, such as the move towards a decarbonized energy system, is the redirection and acceleration of technological change, for which policies play a key role. Several studies of policies supporting environmental technological change have argued for the need to combine different policy instruments in so-called policy mixes. However, existing policy mix studies often fall short of reflecting the complexity and dynamics of actual policy mixes and the underlying politics of (re)designing them. In this paper we take a first step towards a more comprehensive, interdisciplinary policy mix concept for environmental technological change based on a review of the bodies of literature on innovation studies, environmental economics and policy analysis. The concept introduces a clear terminology and consists of the three building blocks elements, processes and characteristics, which can be delineated by several dimensions. Throughout the paper, we illustrate the concept using the example of the policy mix for fostering the transition of the German energy system to renewable power generation technologies. We argue that the proposed concept provides an integrating analytical framework for empirical studies analyzing the impact of the policy mix on environmental technological change and sustainability transitions more broadly. Finally, we derive policy implications and suggest avenues for future research
