    隐性存保、显性存保与金融危机:国际经验与中国实践

    2015年推出的存款保险制度(DIS)是我国提高系统性风险防范能力的重要举措。长期以来,我国实行隐性全额存款担保,由政府为问题银行完全兜底,这与美国、加拿大等早期建立DIS的国家差异较大,难以直接借鉴其经验。因此,本文基于后期推行显性DIS的57个国家的跨国面板数据,考察从隐性DIS转换到显性DIS对金融危机发生概率的影响,发现显性DIS显著增加了银行退出的概率,同时对金融体系其他部分具有\"溢出效应\",能够显著降低非银行类金融危机的概率。这是由于显性DIS仅提供有限保险,减少了道德风险,有助于问题银行退出市场,同时减轻了政府的财政负担,降低了系统性金融风险。进一步,本文考虑不同设计要素对银行危机与其他金融危机的不同影响,发现对银行部门最优的DIS制度安排,对整个金融体系并非最优。结合十九大\"守住不发生系统性金融风险的底线\"要求,本文就我国的《存款保险条例》提出了改进建议。“计量经济学”教育部重点实验室(厦门大学)、福建省统计科学重点实验室和“高等学校学科创新引智计划资助”(B13028);;中央高校基本科研业务费专项资金和国家自然科学基金项目“利率市场化背景下的存款保险制度与金融风险研究:跨国实证分析与中国实践”的资助与支

    Degradation of Arsenic in Wastewater of Wet-process Phosphoric Acid

    采用物理吸附、光催化及化学絮凝三种方法对宜昌一化工有限公司湿法制磷酸中含AS废水(砷含量为13.56Mg/l)进行了消减研究,三种方法中:物理吸附法活性炭的饱和吸附含量是1.0 g/50Ml,此时废水84.4%的AS被吸附除去,黏土的吸附试验中未发现吸附饱和现象;化学氧化法中,fEnTOn试剂最佳浓度比为[H2O2]∶[fE3+]=200∶1,此时可以将82.2%的AS3+氧化为低毒的AS5+;化学絮凝法中,絮凝剂-96、絮凝剂-98及硅藻土三种絮凝剂作用的最佳PH分别为12.6、12.6、11.8,絮凝剂的最佳用量分别为10、9、13.0 Mg/Ml对废水中AS3+转化率分别为65.7%、73.2%、76.3%.设计了含AS废水处理装置,经处理后废水中AS的含量达到国家工业废水排放标准.Physical absorption,photocatalysis and chemical flocculation methods were used to investigate the degradation of arsenic(about 13.56 mg / L) in wastewater of wet-process phosphoric acid from a Chemical Co.,Ltd in Yichang,China.The results showed that the absorption capacity of activated carbon was 1g /50 mL and 84.4% arsenic could be absorbed efficiently,while the clay could not reach the saturated adsorption in the physical absorption.As3 +was oxidized to lower poisonous As5 +by Fenton reagent and the removal rate reached 82.2% at the optimum parameter [H2O2]∶ [Fe3 +]=200∶ 1 using the photocatalysis method.As to the method of chemical flocculation,the optimum conditions of flocculant-96,flocculant-98,flocculant-diatomite were as follows:the optimum pH was 12.6,12.6,11.8,the optimum quantity of flocculant was 10,9,13 mg / mL and the removal rate of As3 +was 65.7%,73.2%,76.3%,respectively.At last,an experimental device was designed to degradate arsenic in wastewater from Wet-process phosphoric acid and the concentration of As3 +in the treated wastewater could meet the state standard for discharging of industry wastewater.国家自然科学基金项目(21177072;21207079

    Nonlinear local stabilization control of flexible satellite attitude system

    本文针对挠性卫星姿态机动和振动抑制问题,给出一种基于多项式平方和(SuM Of SQuArES,SOS)的非线性局部镇定控制方法.根据姿态系统结构特征,在此基础上,采用SOS结合S-PrOCEdurE理论,得出相应的非线性局部可镇定条件.该条件可借助有效凸优化工具进行检验,当优化问题可解时,可构造非线性姿态控制器的解析解.最后,将文中方法应用于某型挠性卫星姿态控制.仿真结果表明,在实现大角度姿态快速机动的同时,有效抑制了挠性附件振动.Based on the polynomial sum of squares(SOS) techniques, a nonlinear local stabilization control approach is proposed for the problem of flexible satellite attitude maneuver and vibration suppression.According to the structural features of attitude system, a nonlinear local stabilization controller is developed and the complexity of attitude control design is reduced effectively by employing a separation principle for the reduced-order observer and state feedback.On this basis, the corresponding conditions of nonlinear local stabilization, which can be checked through convex optimization algorithms, are presented by using the SOS and S-procedure theory, and the analytical solution of nonlinear attitude controller can be constructed if the optimization problem is solvable.Finally, this method is applied to the attitude control of a flexible satellite and the simulation results show that both the fast large angle attitude maneuver and the vibration suppression are well realized.国家自然科学基金资助项目(61374037); 高等学校博士学科点专项科研基金资助项目(20110121110017

    Robust stabilization for a class of polynomial systems with polytopic uncertainties

    针对一类含多面体不确定性的多项式系统,研究其局部稳定鲁棒镇定问题.基于多项式平方和(SOS)技术,将该类非线性控制问题转换为凸的SOS规划问题,并通过引入S-PrOCEdurE技术,保证了所得结论在局部范围内是有效的.同时,结合参数依赖lyAPunOV函数方法,给出了该类系统鲁棒性分析与鲁棒镇定控制问题的充分条件,并将其描述为可由SOS规划技术直接求解的状态依赖线性矩阵不等式约束集.最后,通过数值仿真验证了该方法的有效性.The sum of squares(SOS) and the S-procedure techniques are used to analyze the local robust stabilization problems for a class of polynomial systems with polytopic uncertainties.By using the SOS technique,the nonlinear control problems are converted into convex SOS programming ones.And the S-procedure technique guarantees that the result holds in a restricted region.Moreover,sufficient conditions are given for the robust stability analysis and robust stabilization control of the systems based on the parameter dependent Lyapunov function.All these solvability conditions are formulated as a constraint set of state dependent linear matrix inequalities,which can be solved by semidefinite programming relaxations based on SOS programming.Finally,a numerical example verifies the effectiveness of the proposed method.国家自然科学基金项目(61074004;61374037); 高等学校博士学科点专项科研基金项目(20110121110017); 教育部留学回国人员科研启动基金项目[2009

    Characteristics of stable L-band SFS using dual-forward synchronous pumping technique

    We investigate the characteristics of the dual-forward synchronously pumped L-band erbium-doped superfluorescent fiber source (SFS). The effects of pump ratio and fiber length arrangements on the output characteristics of the L-band SFS in terms of mean wavelength, spectral linewidth, and output power are analyzed. It is shown that the optimized pump ratio and fiber length arrangements provide broadening spectral linewidth and enhanced pumping efficiency, while the synchronous pump ensures stable mean wavelength operation. A new single-forward pumping scheme with a section of unpumped fiber is proposed to achieve a mean wavelength stable L-band SFS with a broadening linewidth of 50.4 nm and a pumping efficiency of 33.5%

    基于复合型耦合器的新型透射式GT交错复用器及色散补偿

    提出了基于复合型耦合器的透射式GT腔,并将其串入马赫-曾德尔干涉仪(MZI)的两臂上,得到了一种新型的交错复用器。推导了该器件的理论表达式,并进行了数值模拟。模拟结果表明,该交错复用器具有相当好的通带平坦性,大的通带带宽、截止度和阻带带宽。对该交错复用器进行了优化分析,发现腔数固定时,纹波带宽比越大(频谱越接近矩形方波),隔离度将越小。分析结果表明,可以通过增加腔的数量来解决纹波带宽与隔离度的矛盾,即交错复用器的频谱性能随着腔数的增加得以改善。相对于环形谐振腔辅助的交错复用器,该交错复用器不需要添加额外的相移器就能获得近似矩形的频谱,并且在整个工作波段范围具有很好的频谱均匀性。对于该器件的色散问题,提出了采用级联环形腔作为色散补偿器的补偿方案。模拟结果表明,级联环形腔能够很好地补偿该交错复用器的色散
