In Vietnam, software and high-tech parks focusing on the IT (Infoumation Technology) service industry are now being newly constructed, or expanded on top of existing facilities. The software and high-tech parks in Vietnam represent the implementation of Vietnamese industrial cluster strategies, which have promoted various functions such as IT-related R&D(Research and Development)activities, product manufacturing and commercialization, business incubation, and human resources and career development. Based on my field surveys, this article discusses the present conditions and challenges of the industrial cluster strategies in Ho Chi M nh City in Vietnam, by examining two specific cases of representative software parks specializing in software business
