    The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation

    Scalable virtual viewpoint image synthesis for multiple camera environments

    One of the main aims of emerging audio-visual (AV) applications is to provide interactive navigation within a captured event or scene. This paper presents a view synthesis algorithm that provides a scalable and flexible approach to virtual viewpoint synthesis in multiple camera environments. The multi-view synthesis (MVS) process consists of four different phases that are described in detail: surface identification, surface selection, surface boundary blending and surface reconstruction. MVS view synthesis identifies and selects only the best quality surface areas from the set of available reference images, thereby reducing perceptual errors in virtual view reconstruction. The approach is camera setup independent and scalable as virtual views can be created given 1 to N of the available video inputs. Thus, MVS provides interactive AV applications with a means to handle scenarios where camera inputs increase or decrease over time

    Hole Spin Helix: Anomalous Spin Diffusion in Anisotropic Strained Hole Quantum Wells

    We obtain the spin-orbit interaction and spin-charge coupled transport equations of a two-dimensional heavy hole gas under the influence of strain and anisotropy. We show that a simple two-band Hamiltonian can be used to describe the holes. In addition to the well-known cubic hole spin-orbit interaction, anisotropy causes a Dresselhaus-like term, and strain causes a Rashba term. We discover that strain can cause a shifting symmetry of the Fermi surfaces for spin up and down holes. We predict an enhanced spin lifetime associated with a spin helix standing wave similar to the Persistent Spin Helix which exists in the two-dimensional electron gas with equal Rashba and Dresselhaus spin-orbit interactions. These results may be useful both for spin-based experimental determination of the Luttinger parameters of the valence band Hamiltonian and for creating long-lived spin excitations

    Device for measuring the contour of a surface

    Light from a source is imaged by a lens onto a surface so that the energy from the source is concentrated into a spot. As the spot across the surface is scanned, the surface moves relative to the point of perfect focus. When the surface moves away from perfect focus the spot increases in size, while the total energy in the spot remains virtually constant. The lens then reimages the light reflected by the surface onto two detectors through two different sized apertures. The light energy going to the two detectors is separated by a beam splitter. This second path of the light energy through the lens further defocuses the spot, but as a result of the different sizes of the apertures in each light detector path, the amount of defocus for each is different. The ratio of the outputs of the two detectors which are indicative of the contour of the surface is obtained by a divider

    Where are the missing cosmic metals ?

    The majority of the heavy elements produced by stars 2 billion years after the Big Bang (redshift z~3) are presently undetected at those epochs. We propose a solution to this cosmic `missing metals' problem in which such elements are stored in gaseous halos produced by supernova explosions around star-forming galaxies. By using data from the ESO/VLT Large Program, we find that:(i) only 5%-9% of the produced metals reside in the cold phase, the rest being found in the hot (log T=5.8-6.4) phase; (ii) 1%-6% (3%-30%) of the observed CIV (OVI) is in the hot phase. We conclude that at z~3 more than 90% of the metals produced during the star forming history can be placed in a hot phase of the IGM, without violating any observational constraint. The observed galaxy mass-metallicity relation, and the intergalactic medium and intracluster medium metallicity evolution are also naturally explained by this hypothesis.Comment: 9 pages, 2 figures, ApJ Letters, in pres
