Environmental Participation and Environmental Motivation

We explore whether environmental motivation affects environmental behavior by focusing on volunteering. The paper first introduces a theoretical model of volunteering in environmental organizations. In a next step, it tests the hypothesis working with a large micro data set covering 32 countries from both Western and Eastern Europe using several different proxies to measure environmental motivation. Our results indicate that environmental motivation has a strong impact on individuals’ voluntary engagement in environmental organizations. A higher level of environmental motivation due to higher environmental moral standards may lead to a stronger voluntary involvement in environmental organizations.Environmental Participation, Environmental Motivation, Environmental Morale, Pro-environmental Attitudes, Social Capital

The Evolution of the ISO/IEC 29110 set of standards and guides

While the quality of products is a competitive advantage for very small software development organizations, the usage of Software and Systems Engineering standards amongst such very small organizations is extremely low. A key factor in the literature explaining this lack of quality standards adoption is the perception by small and very small organizations that such standards have been developed for large multi-national companies and not with small and very small organizations in mind. The ISO/IEC 29110 standard is unique amongst software and systems engineering standards, in that the working group (ISO/IEC JTC1/SC7 WG 24) mandated to develop a new standard approached industry to conduct a needs assessment and gather actual requirements for a new standard as part of the standards development process. This paper presents a historical perspective behind the development of the ISO/IEC 29110 systems and software engineering standard and its constituent components, including the rationale behind its development and the innovative design of implementation guides to assist very small companies in adopting the standards. Further this paper will present an overview of the various parts of the ISO/IEC 29110 family and briefly present the plans for the future evolution of this series of standards

Indonesian labor legislation in a comparative perspective : a study of six APEC countries

The author compares Indonesian labor legislations with labor policies in five other APEC countries: Chile, the Republic of Korea, Malaysia, Mexico, and the United States. The report focuses on legislation affecting union regulation, minimum wages, nonwage compensation, and working conditions. Current legislation in Indonesia is a mixed bag of laws protecting workers'welfare but controlling organized labor. Indonesian laws restrict the ability of labor organizations to effectively represent workers to management at the plant level. In this, they are similar to Malaysian laws and, to a lesser extent, new Korean legislation. They provide a stark contrast to current legislation in Chile and the United States. But Indonesia legislation governing minimum wages, mandated nonwage benefits, and other labor standards, appear to be at least as generous as legislation in the five other countries. Indonesia is under pressure to ease restrictions on unions. The author suggests that allowing effective plant-level bargaining could give workers more of a voice at the workplace, but that improving industrial relations will require more than legislative changes. Careful changes in legislation and industrial relations could help unions play a more positive role, while downplaying labor's more negative role. Measuring Operations: An Analysis of the Financial Statements of U.S. Private Colleges and Universities

As events in the business sector have highlighted, companies can play by the rules and yet produce misleading financial statements. This study examines the nongovernmental organizations that provide a substantial portion of higher education in the United States. We seek to determine whether private colleges and universities take advantage of the discretion available to them under accounting and auditing standards by presenting an operating measure in their statement of activities. We find that nearly 60 percent of schools report an operating measure but the items included or excluded from operations vary widely.This publication is Hauser Center Working Paper No. 17. Standards in Research and Academia: The Role of Standards in Teaching Professional Skills at the City University of New York

Standards Developing Organizations (SDOs) are pairing up with academia to continue to break the barriers to standards education at the undergraduate level. In addition, SDOs are working with the research facilities of academic institutions in a public-private partnership to maintain standards technological relevancy and to find new opportunities to provide standardization to industry and government. This session provides several examples of relationships between SDOs, government, academic institutions, and SES, and describes the advances made from these relationships

Humanitarian organizations' information practices : procedures and privacy concerns for serving the undocumented

Many humanitarian organizations in the United States work with the information of undocumented migrants to help them secure services that might otherwise be unattainable to them. Information and communication technologies can help their work, but can also significantly exacerbate the risks that undocumented individuals are facing, and expose them to security breakages, leaks, hacks, inadvertent disclosure, and courts requests. This study aims to provide a preliminary understanding of the information practices and systems that US humanitarian organizations employ to protect the privacy of the undocumented individuals they serve. To do so, we conducted interviews and an analysis of organizations' working documents within humanitarian organizations on the US West Coast, including advocacy groups and organizations with ties to higher education. Our outcomes show gaps between current legal standards, technology best practices, and the day‐to‐day functioning of the organizations. We contend the necessity of support to humanitarian organizations in further developing standards and training for digital privacy

An Examination of Manufactured Housing as a Community- and Asset-Building Strategy

An increasing share of lower-income families, the same population targeted by community-development organizations, are opting to live in housing that was built off-site in a factory to meet the performance standards of the national HUD manufactured-housing code. However, most community-development practitioners are just beginning to come to terms with the implications of manufactured housing for their work.This paper explores advantages and disadvantages of manufactured housing for those entities whose mission is community development and asset building. Several challenges are presented for practitioners: First, working to educate consumers while also creating financing processes that ensure manufactured home buyers obtain credit on the best terms for which they can qualify. Second, using the increased scrutiny under the Manufactured Housing Improvement Act of 2000 to advocate for states to enforce more rigorous installation standards and increased accountability. Third, working to overcome land-use controls which prevent manufactured homes from being placed in communities in need of affordable housing, as well as areas with more potential for appreciation. Fourth, working with designers and planners to develop innovative designs and housing developments, while maintaining manufactured housing's affordability advantages.Finally, equal effort must be devoted to address the difficult conditions of many lower-income people -- owners and renters alike -- living in older, and often deteriorating, mobile homes. While a few of these families and individuals could be relocated to new and better quality homes with the help of subsidies, resource limitations suggest the need to create cost-effective methods to eliminate health and safety problems by upgrading or rehabilitating this extremely affordable element of the nation's housing inventory.As a companion to this paper, an exhaustive literature review has been compiled

State and Community Information Sharing and Analysis Organizations

For many years the importance of sharing information on cybersecurity risks, vulnerabilities, and incidents has been understood. Organizations working in isolation are at a disadvantage when facing the types of threats existing in today’s Internet environment. Informal information sharing has been conducted for many years. More formal information sharing organizations were created in response to the 1998 Presidential Decision Directive-63. More recently, Executive Order 13691 called for the creation of information sharing and analysis organizations beyond the critical infrastructures and led to the creation of a standards organization to create standards, guidelines, and other documents to assist in the creation of information sharing organizations. This paper will discuss the history of information sharing in the United States and will explain the potential impact for states and communities. The importance of developing state and community information sharing organizations will be discussed along with the challenges in establishing them
