Introducing the STAMP method in road tunnel safety assessment

After the tremendous accidents in European road tunnels over the past decade, many risk assessment methods have been proposed worldwide, most of them based on Quantitative Risk Assessment (QRA). Although QRAs are helpful to address physical aspects and facilities of tunnels, current approaches in the road tunnel field have limitations to model organizational aspects, software behavior and the adaptation of the tunnel system over time. This paper reviews the aforementioned limitations and highlights the need to enhance the safety assessment process of these critical infrastructures with a complementary approach that links the organizational factors to the operational and technical issues, analyze software behavior and models the dynamics of the tunnel system. To achieve this objective, this paper examines the scope for introducing a safety assessment method which is based on the systems thinking paradigm and draws upon the STAMP model. The method proposed is demonstrated through a case study of a tunnel ventilation system and the results show that it has the potential to identify scenarios that encompass both the technical system and the organizational structure. However, since the method does not provide quantitative estimations of risk, it is recommended to be used as a complementary approach to the traditional risk assessments rather than as an alternative. After the Rain – learning the lessons from flood recovery in Hull

The report shows that it is often not so much the floods themselves, but what comes afterwards, that people find so difficult to deal with. The research on which this report is based aimed to undertake a real-time longitudinal study to document and understand the everyday experiences of individuals following the floods of June 2007 in interaction with networks of actors and organisations, strategies of institutional support and investment in the built environment and infrastructure. It had the following objectives: - To identify and document key dimensions of the longer term experience of flood impact and flood recovery, including health, economic and social aspects. - To examine how resilience and vulnerability were manifest in the interaction between everyday strategies of adaptation during the flood recovery process, and modes of institutional support and the management of infrastructure and the built environment. -To explore to what extent the recovery process entailed the development of new forms of resilience and to identify the implications for developing local level resilience for flood recovery in the future. To develop an archive that will be accessible for future research into other aspects of flood recovery. The flooding which affected the city of Kingston-upon-Hull took place in June 2007. Over 110mm of rain fell during the biggest event, overwhelming the city‟s drainage system and resulting in widespread pluvial flooding. The floods affected over 8,600 households and one person was killed. Our research used in-depth, qualitative methods where 44 people kept weekly diaries and participated in interviews and group discussions over an 18-month period

Globalization and land-use transitions in Latin America

Current socioeconomic drivers of land-use change associated with globalization are producing two contrasting land-use trends in Latin America. Increasing global food demand (particularly in Southeast Asia) accelerates deforestation in areas suitable for modern agriculture (e.g., soybean), severely threatening ecosystems, such as Amazonian rain forests, dry forests, and subtropical grasslands. Additionally, in the coming decades, demand for biofuels may become an emerging threat. In contrast, high yields in modern agricultural systems and rural–urban migration coupled with remittances promote the abandonment of marginal agricultural lands, thus favoring ecosystem recovery on mountains, deserts, and areas of poor soils, while improving human well-being. The potential switch from production in traditional extensive grazing areas to intensive modern agriculture provides opportunities to significantly increase food production while sparing land for nature conservation. This combination of emerging threats and opportunities requires changes in the way the conservation of Latin American ecosystems is approached. Land-use efficiency should be analyzed beyond the local-based paradigm that drives most conservation programs, and focus on large geographic scales involving long-distance fluxes of products, information, and people in order to maximize both agricultural production and the conservation of environmental services.Fil: Grau, Hector Ricardo.
